Totu\u0219i, autorit\u0103\u021bile locale r\u0103m\u00e2n obligate s\u0103 implementeze astfel de zone, \u00een care accesul ma\u0219inilor va fi fie taxat, fie restric\u021bionat, potrivit unei legi adoptate anul trecut.<\/strong><\/p>\n\n\n\n<p>Cu c\u00e2teva ore \u00eenainte de anun\u021bul MDLPA, Partidul Social Democrat transmisese c\u0103 proiectul va fi scos de pe agenda Guvernului, \u00eentruc\u00e2t<em> \u201enu a respectat solicitarea premierului Marcel Ciolacu de a parcurge \u00een prealabil o etap\u0103 de consultare public\u0103 \u0219i de a fi validat\u0103 politic \u00een interiorul Coali\u021biei de Guvernare.\u201d&nbsp;<\/em><\/p>\n\n\n\n<p>Referitor la implementarea ZNSE, primarul general al Capitalei Nicu\u0219or Dan a declarat c\u0103 \u201enu este de acord de principiu ca o autoritate central\u0103 s\u0103 vin\u0103 peste o autoritate local\u0103 s\u0103-i spun\u0103 ce s\u0103 fac\u0103.\u201d<\/p>\n\n\n\n<p>Potrivit edilului, cele dou\u0103 solu\u021bii pentru descurajarea traficului sunt<strong> taxarea parc\u0103rii <\/strong>\u0219i <strong>\u00eembun\u0103t\u0103\u021birea transportului public.&nbsp;<\/strong><\/p>\n\n\n\n<p>Pe de alt\u0103 parte, Nicu\u0219or Dan sus\u021bine c\u0103 Prim\u0103riei Capitalei \u00eei lipsesc instrumentele necesare pentru rezolvarea dezvolt\u0103rii haotice a Bucure\u0219tiului, \u0219i implicit a problemei traficului, din cauza unor institu\u021bii ale statului rom\u00e2n care nu func\u021bioneaz\u0103.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Inspectoratul de Stat \u00een Construc\u021bii nu func\u021bioneaz\u0103, Prefectul nu func\u021bioneaz\u0103, Agen\u021bia de Mediu nu func\u021bioneaz\u0103, Parchetul nu func\u021bioneaz\u0103.<\/p>\n<\/blockquote>\n\n\n\n<p>Totu\u0219i, <strong>autorit\u0103\u021bile locale r\u0103m\u00e2n obligate s\u0103 implementeze ZNSE, potrivit <a href=\"https:\/\/legislatie.just.ro\/Public\/DetaliiDocument\/270923\">Legii 155\/2023 privind mobilitatea urban\u0103 durabil\u0103<\/a><\/strong>, care este \u0219i jalon \u00een PNRR.<\/p>\n\n\n\n<p>Actul normativ prevede, de exemplu, ca autorit\u0103\u021bile bucure\u0219tene trebuie s\u0103 stabileasc\u0103 astfel de zone<strong> \u00een termen de maximum doi ani <\/strong>de la intrarea \u00een vigoare a legii, adic\u0103 p\u00e2n\u0103 la finalul lunii mai a anului 2025.<\/p>\n\n\n\n<p>Proiectul propus de Ministerul Dezvolt\u0103rii ar fi venit ca o completare a acestei legi, pentru a stabili metodologia de elaborare a regulilor de acces, a modului de aplicare a tarifelor, precum \u0219i a excep\u021biilor aferente ZNSE.<\/p>\n\n\n\n<p><strong>\u00cen acest context, reporterii Buletin de Bucure\u0219ti au discutat cu Mihai Stoica, directorul executiv al <a href=\"https:\/\/2celsius.org\/en\/\">Asocia\u021biei 2Celsius<\/a>, pentru a vedea cum ar putea ar\u0103ta Capitala dup\u0103 implementarea ZNSE \u0219i care ar fi efectele resim\u021bite de bucure\u0219teni, at\u00e2t din punctul de vedere al s\u0103n\u0103t\u0103\u021bii cet\u0103\u021benilor, c\u00e2t \u0219i al traficului bucure\u0219tean.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vor func\u021biona zonele cu nivel sc\u0103zut de emisii din ora\u0219e?<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"900\" height=\"600\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-900x600.jpg\" alt=\"\" class=\"wp-image-92920 lazyload\" style=\"width:840px;height:auto\" data-sizes=\"auto\" data-srcset=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-900x600.jpg 900w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-300x200.jpg 300w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-768x512.jpg 768w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-1100x733.jpg 1100w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-600x400.jpg 600w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica-20x13.jpg 20w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/miahi-stoica.jpg 1343w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><figcaption class=\"wp-element-caption\"><em>MIhai Stoica, Director Executiv 2Celsius. De ce? \u00cen primul r\u00e2nd, pentru c\u0103<strong> zona de emisiii reduse este instituit\u0103 la nivelul \u00eentregului ora\u0219<\/strong>, deci este, din acest punct de vedere, mult mai util\u0103 pentru a crea presiuni \u00een interiorul ora\u0219ului, la limita zonelor.<\/p>\n\n\n\n<iframe width=\"100%\" height=\"300px\" frameborder=\"0\" allowfullscreen allow=\"geolocation\" src=\"\/\/umap.openstreetmap.fr\/fr\/map\/lez-map_231648?scaleControl=false&#038;miniMap=false&#038;scrollWheelZoom=false&#038;zoomControl=true&#038;editMode=disabled&#038;moreControl=true&#038;searchControl=null&#038;tilelayersControl=null&#038;embedControl=null&#038;datalayersControl=true&#038;onLoadPanel=none&#038;captionBar=false&#038;captionMenus=true\"><\/iframe><p><a href=\"\/\/umap.openstreetmap.fr\/fr\/map\/lez-map_231648?scaleControl=false&#038;miniMap=false&#038;scrollWheelZoom=true&#038;zoomControl=true&#038;editMode=disabled&#038;moreControl=true&#038;searchControl=null&#038;tilelayersControl=null&#038;embedControl=null&#038;datalayersControl=true&#038;onLoadPanel=none&#038;captionBar=false&#038;captionMenus=true\">Voir en plein \u00e9cran<\/a><\/p>\n\n\n\n<p>\u0218i bine, proiectul de hot\u0103r\u00e2re cumva prevede chestia asta \u00eentr-unul dintre aliniate. <\/p>\n\n\n\n<p>Acum<strong> o s\u0103 depind\u0103 de autorit\u0103\u021bile publice locale<\/strong>, dar Bruxelles este un model bun. \u0218i Parisul este un model foarte bun \u0219i v\u0103d c\u0103 cei de la Ministerul Dezvolt\u0103rii s-au axat pe aceste dou\u0103 ora\u0219e.&nbsp;<\/p>\n\n\n\n<p><strong>\u00cen primul r\u00e2nd, \u00een Paris a avut loc o etapizare a implement\u0103rii zonei de emisii reduse, din punctul de vedere al acoperirii ei. <\/strong>Tot a\u0219a, a implementat o zon\u0103 de emisii reduse la nivelul \u00eentregului ora\u0219.<\/p>\n\n\n\n<p><strong>\u00cen Bruxelles a avut loc o etapizare \u0219i un calendar \u00een func\u021bie de emisiile pe care le au diferite tipuri de ma\u0219ini \u0219i s-a f\u0103cut o diferen\u021biere \u0219i la nivel de combustibil, adic\u0103 ma\u0219inile pe motorin\u0103, pentru c\u0103 sunt mai poluante, \u00een perspectiva s\u0103n\u0103t\u0103\u021bii mai ales, adic\u0103 aici vorbesc de dioxid de azot \u0219i particule \u00een suspensie, sunt mai nocive.<\/strong><\/p>\n\n\n\n<p>Bruxelles a implementat <strong>un calendar de eliminare, deci nu prevede taxe aplicate pentru ma\u0219inile mai poluante, ci pur \u0219i simplu le elimin\u0103 treptat din circula\u021bie. <\/strong>Inclusiv a avut recent ni\u0219te interven\u021bii asupra calendarului stabilit ini\u021bial, pentru c\u0103, pe parcurs, au ap\u0103rut ni\u0219te probleme la implementare. \u0218i sigur, astea ar trebui s\u0103 fie deschise la discu\u021bie.&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Cum vor fi selectate zonele cu nivel sc\u0103zut de emisii?<\/h5>\n\n\n\n<p>Toate zonele cu nivel sc\u0103zut de emisii trebuie s\u0103 vin\u0103 la pachet \u0219i, \u00een ora\u0219ele pe care le-am men\u021bionat, vin la pachet cu <strong>m\u0103sur\u0103ri ale calit\u0103\u021bii aerului \u00eenainte, \u00een timp \u0219i dup\u0103.<\/strong> (n.r. implementarea ZNSE).<\/p>\n\n\n\n<p>Inclusiv proiecte de m\u0103surare a calit\u0103\u021bii aerului dedicate anumitor zone sau care m\u0103soar\u0103 anumite tipuri de poluant, precum dioxidul de azot, ceea ce am f\u0103cut \u0219i noi \u00een Bucure\u0219ti, \u00een mai multe zone, pentru a avea o granularitate mai mare \u0219i pentru a lua anumite decizii pentru zonele respective.&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>De exemplu, <strong>dac\u0103 vrei s\u0103 implementezi anumite str\u0103zi \u00een apropierea \u0219colilor, unde ma\u0219inile nu pot intra pentru a proteja s\u0103n\u0103tatea copiilor.<\/strong> <\/p>\n<\/blockquote>\n\n\n\n<p>Deci sunt ni\u0219te m\u0103suri complementare cu zonele de emisii reduse.<\/p>\n\n\n\n<p>Chiar dac\u0103 \u00een Paris, s\u0103 zicem, a fost implementat\u0103 o zon\u0103 de emisii reduse la nivelul \u00eentregului ora\u0219, pe urm\u0103 sunt aceste decizii complementare care se iau odat\u0103 cu m\u0103surarea calit\u0103\u021bii aerului \u0219i <strong>se pot \u00eenchide anumite str\u0103zi care pot deveni pietonale, poate \u00een func\u021bie de orar, c\u00e2t sunt copiii la \u0219coal\u0103 sau permanent.<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><img decoding=\"async\" width=\"597\" height=\"900\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/23131956_10155527262979597_2787483751039998269_n-597x900.jpg\" alt=\"Zonele cu nivel sc\u0103zut de emisii din Paris: Bulevardul Champs-\u00c9lys\u00e9es devine pietonal \u00een prima duminic\u0103 a fiec\u0103rei luni. Fals. Zonele cu nivel sc\u0103zut de emisii vin s\u0103 ajusteze o problem\u0103 ce \u021bine de calitatea aerului.<\/p>\n\n\n\n<p><strong>Capitala este una dintre cele mai congestionate capitale europene: suntem pe locul 4 \u00een Europa \u0219i pe locul 8 \u00een lume. <\/strong><\/p>\n\n\n\n<p><strong>Deci, pentru ora\u0219e ca Bucure\u0219tiul este foarte util s\u0103 aplici o zon\u0103 de emisii reduse, pentru c\u0103 este una dintre cele mai eficiente modalit\u0103\u021bi demonstrate de a reduce, odat\u0103 poluan\u021bii atmosferici care vin de pe partea de transport \u0219i doi, de a reduce traficul. Iar \u00een Bucure\u0219ti aproximativ 60% dintre poluarea atmosferic\u0103 vine din sectorul de transport.<\/strong><\/p>\n\n\n\n<p>\u00cen Milano, zona de emisii reduse a fost implementat\u0103 \u00een 2012. De atunci, <strong>a redus traficul cu 28% \u0219i emisiile de dioxid de carbon cu 35% \u00een zona central\u0103. <\/strong><\/p>\n\n\n\n<p>\u0218i este complementar\u0103 cu alte ini\u021biative, cum ar fi promovarea transportului public \u0219i a mobilit\u0103\u021bii alternative.<\/p>\n\n\n\n<p>Deci, cum ziceam mai devreme, odat\u0103 instituit\u0103 aceast\u0103 zon\u0103 de emisii reduse, trebuie instituit\u0103 cu m\u0103suri complementare care <strong>s\u0103 promoveze transportul public<\/strong>, s\u0103-l fac\u0103 mai eficient \u0219i atractiv, precum \u0219i<strong> mobilitatea alternativ\u0103: biciclete, scutere electrice.<\/strong><\/p>\n\n\n\n<p>Acestea trebuie s\u0103 fie aduse laolalt\u0103 cu ni\u0219te noduri modale, adic\u0103 <strong>tranzi\u021bia \u00eentre un mod de transport public \u0219i un mod de transport alternativ s\u0103 fie u\u0219oar\u0103.<\/strong><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\"><img decoding=\"async\" width=\"900\" height=\"578\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/68644_73dnbw7-1-900x578.jpg\" alt=\"Semnele de cicula\u021bie pentru Zonele cu Nivel de Sc\u0103zut de Emisii din ora\u0219ele italiene. Toate veniturile care au venit pe partea de parcare ar trebui dedicate mobilit\u0103\u021bii alternative \u0219i transportului public \u00eentr-un fond dedicat.<\/p>\n\n\n\n<p>Toate m\u0103surile astea, \u00eempreun\u0103, ne-ar face calitatea vie\u021bii mai bun\u0103 \u00een ora\u0219e \u0219i mai ales \u00eentr-un ora\u0219 ca Bucure\u0219tiul unde<strong> <a href=\"https:\/\/buletin.de\/bucuresti\/studiu-spitalele-din-capitala-pline-cu-bolnavi-in-perioadele-cand-senzorii-de-aer-bat-in-rosu-938-de-internari-in-plus-doar-pentru-afectiuni-ale-aparatului-respirator\/\">costurile de s\u0103n\u0103tate sunt cele mai mari din Europa \u00een momentul de fa\u021b\u0103, undeva la 3.004 euro pe cap de locuitor.<\/a><\/strong><\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Care ar fi particularit\u0103\u021bile Bucure\u0219tiului \u00een ceea ce prive\u0219te implementarea acestor zone? Exist\u0103 anumite provoc\u0103ri cu care ne confrunt\u0103m din cauza modului \u00een care a fost construit ora\u0219ul?<\/h5>\n\n\n\n<p>O s\u0103 fie anumite provoc\u0103ri. Bucure\u0219tiul, fiind un pol de dezvoltare foarte puternic, s\u0103 zicem a\u0219a, avem o zon\u0103 urban\u0103 func\u021bional\u0103, o zon\u0103 destul de mare \u00een care este atras\u0103 for\u021ba de munc\u0103. <strong>Deci foarte mult dintre traficul care vine \u00een Bucure\u0219ti este din afara Bucure\u0219tiului.<\/strong><\/p>\n\n\n\n<p><strong>O alt\u0103 provocare \u021bine de faptul c\u0103 \u00een ultima perioad\u0103, a crescut foarte mult car ownership-ul, de\u021binerea ma\u0219inilor \u00een Bucure\u0219ti, dar \u0219i v\u00e2rsta parcului auto. Deci avem ma\u0219ini multe \u0219i vechi.&nbsp;<\/strong><\/p>\n\n\n\n<p>\u0218i asta conteaz\u0103 foarte mult. Tocmai de asta trebuie s\u0103 existe o comunicare foarte clar\u0103 \u0219i o complementaritate a m\u0103surilor, pentru c\u0103 deja sunt foarte multe ma\u0219ini \u00een Bucure\u0219ti cu care proprietarii vor trebui s\u0103 fac\u0103 ceva, iar <strong>locurile de parcare reziden\u021biale sunt limitate<\/strong>.<\/p>\n\n\n\n<p>Tot a\u0219a, o s\u0103 trebuiasc\u0103, \u00een timp, s\u0103 fie integrat urbanismul cu transportul \u00een comun, ceea ce \u00een Bucure\u0219ti nu s-a \u00eent\u00e2mplat. Tocmai de asta avem aceast\u0103<strong> dezvoltare haotic\u0103 <\/strong>\u00een momentul de fa\u021b\u0103.&nbsp;<\/p>\n\n\n\n<p><strong>Plus, faptul c\u0103 nu se spune nimic pentru limitarea c\u0103l\u0103toriilor cu ma\u0219in\u0103 de-a lungul timpului.<\/strong><\/p>\n\n\n\n<h5 class=\"wp-block-heading\">\u0218i cum ar urma s\u0103 fie restric\u021bionat accesul ma\u0219inilor?<\/h5>\n\n\n\n<p>\u00cen proiect, este propus\u0103 <strong>monitorizarea video ca modalitate de supraveghere<\/strong>. Pentru c\u0103 vedem c\u0103<strong> re\u021beaua na\u021bional\u0103 de monitorizare a calit\u0103\u021bii aerului are deficien\u021be foarte mari<\/strong> \u0219i este foarte greu s\u0103 rezolv\u0103m asta la nivelul Ministerului Mediului.<\/p>\n\n\n\n<p>Deci, din punctul \u0103sta de vedere, <strong>ora\u0219ele trebuie s\u0103-\u0219i ia asupra lor monitorizarea calit\u0103\u021bii aerului<\/strong> \u0219i Bucure\u0219tiul o face, de exemplu, \u00een momentul de fa\u021b\u0103.
