Decizia a fost luat\u0103 dup\u0103 ce organiza\u021biile non-guvernamentale ActiveWatch \u0219i Centrul de Resurse pentru Participare Public\u0103 (CeRe) au dat \u00een judecat\u0103 Prim\u0103ria pentru c\u0103 aceasta nu a organizat o dezbatere public\u0103.&nbsp;<\/strong><\/p>\n\n\n\n<p>Proiectul car-sharing&nbsp; acorda vouchere de combustibil de 500 de lei pentru cei care fac naveta \u00een Bucure\u0219ti \u0219i \u00eempart ma\u0219ina cu vecini sau colegi \u0219i a fost votat de Consiliu General al Municipiului Bucure\u0219ti la cererea Gabrielei Firea.&nbsp;<br><\/p>\n\n\n\n<p>\u00cen timp ce primarul Capitalei a subliniat c\u0103 este o m\u0103sur\u0103 pentru decongestionarea traficului din ora\u015f, consilierii generali din opozi\u0163ie \u015fi ONG-urile au criticat acest proiect, spun\u00e2nd c\u0103 este doar o m\u0103sur\u0103 populist\u0103 care nu va rezolva adev\u0103ratele probleme ale traficului.<\/p>\n\n\n\n<figure class=\"wp-block-embed-facebook wp-block-embed is-type-rich is-provider-facebook\"><div class=\"wp-block-embed__wrapper\">\nhttps:\/\/www.facebook.com\/ActiveWatch\/photos\/a.264336760262328\/3511208748908430\/?type=3&#038;theater\n<\/div><\/figure>\n\n\n\n<p>Proiectul a ajuns pe 22 noiembrie \u00een Consiliul General al Municipiului Bucure\u015fti \u0219i a fost aprobat. Au fost 28 de voturi \u201epentru\u201d, o ab\u021binere \u0219i 19 voturi \u201e\u00eempotriv\u0103\u201d. USR \u0219i PNL au votat \u00eempotriv\u0103, PMP .<\/p>\n\n\n\n<p>Dup\u0103 mai bine de doi ani actul a fost anulat \u00een prim\u0103 instan\u021b\u0103 de Tribunalul Bucure\u0219ti, dup\u0103 sesiz\u0103rile depuse de CeRe \u0219i ActiveWatch, a considerat c\u0103 primarul a refuzat s\u0103 pun\u0103 proiectul \u00een dezbatere public\u0103 f\u0103r\u0103 a da ocazia cet\u0103\u021benilor de a-\u0219i exprima punctul de vedere. \u201cDe\u0219i proiectul de hot\u0103r\u00e2re a suscitat mult interes din partea publicului, reprezentan\u021bii Prim\u0103riei Generale nu au dat curs solicit\u0103rilor&nbsp; \u0219i au decis s\u0103 supun\u0103 acest proiect votului Consiliului General f\u0103r\u0103 respectarea normelor minime de implicare a cet\u0103\u021benilor \u0219i de transparen\u021b\u0103 decizional\u0103.<br><\/p>\n\n\n\n<p>\u00cen mod eronat, a\u0219a cum a confirmat decizia instan\u021bei, Prim\u0103ria Municipiului Bucure\u0219ti a considerat c\u0103 acest proiect nu este un act normativ, ci un act individual, de\u0219i era evident c\u0103 hot\u0103r\u00e2rea privea \u00eentreg ora\u0219ul (chiar zona Bucure\u0219ti &#8211; Ilfov). Contestarea acestei hot\u0103r\u00e2ri de Consiliu General este, de fapt, un semnal de alarm\u0103 cu privire la modul tipic \u00een care actuala conducere a institu\u021biei alege s\u0103 ia majoritatea deciziilor care vizeaz\u0103 via\u021ba bucure\u0219tenilor., Mai pu\u021bin de 5% dintre proiectele de acte normative sunt supuse dezbaterii publice (cu excep\u021bia Planurilor de Urbanism). \u201c se arat\u0103 \u00een postarea prin care cele dou\u0103 organiza\u021bii au anun\u021bat c\u00e2\u0219tigarea procesului \u00een instan\u021b\u0103.&nbsp;<br><\/p>\n\n\n\n<p>Decizia Tribunalului Bucure\u0219ti nu este definitiv\u0103.
