Momentan, lucr\u0103rile efective \u00eenc\u0103 nu au \u00eenceput. <\/strong><\/p>\n\n\n\n<p>S\u0103pt\u0103m\u00e2na viitoare, constructorul se va \u00eent\u00e2lni cu reprezentan\u021bii CNAIR pentru a stabili ultimele detalii tehnice (inclusiv data de \u00eencepere a lucr\u0103rilor), declar\u0103 Irinel Ionel Scrio\u0219teanu, secretar de stat \u00een Ministerul Transporturilor, pentru Buletin de Bucure\u0219ti:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"has-medium-font-size\">A r\u0103mas ca s\u0103pt\u0103m\u00e2na viitoare s\u0103 avem o \u00eent\u00e2lnire cu to\u021bi responsabilii, \u0219i ai constructorului, \u0219i cei din unitatea de implementare a proiectului la nivelul Companiei de Drumuri. S\u0103 vedem cum se vor desf\u0103\u0219ura lucr\u0103rile, pentru c\u0103 e intrare peste lacul Cernica acolo, e un pic mai complicat. <\/p>\n<cite>ionel scrio\u015fteanu, secretar de stat \u00een ministerul transporturilor<\/cite><\/blockquote>\n\n\n\n<p>\u00cen lungime de 4,7 kilometri, segmentul de autostrad\u0103 trebuie s\u0103 traverseze, printr-un viaduct, lacul Cernica prin dreptul a ceea ce a mai r\u0103mas, \u00een urma dezvolt\u0103rii imobiliare, din P\u0103durea C\u0103ld\u0103raru. Un an mai t\u00e2rziu, a fost emis\u0103<a href=\"https:\/\/www.mt.ro\/web14\/documente\/interes-public\/autorizatii\/2024\/22\/AC%2022_2024.pdf\"> autoriza\u021bia \u0219i pentru cea de-a doua<\/a>. Durata de execu\u021bie este de 18 luni de la \u00eenceperea efectiv\u0103 a lucr\u0103rilor (constructorul are obliga\u021bia s\u0103 \u00eenceap\u0103 lucr\u0103rile \u00een maximum 12 luni de la emiterea autoriza\u021biei).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Blocajul \u201ecelor patru anotimpuri\u201d<\/h2>\n\n\n\n<p>Contractul, \u00een valoare de aproape 63 de milioane de euro f\u0103r\u0103 TVA, a fost semnat \u00een august 2020 cu un consor\u021biu controlat de Dorinel Umbr\u0103rescu care de\u021bine cel mai mare holding de construc\u021bii de drumuri din Rom\u00e2nia. Documentul prevede o perioad\u0103 de proiectare de 12 luni \u0219i una de execu\u021bie de 18 luni.<\/p>\n\n\n\n<p>Abia pe 4 aprilie 2022, la aproape doi ani de la semnare, compania de drumuri d\u0103 ordinul de \u00eencepere pentru proiectare \u0219i execu\u021bie.<\/p>\n\n\n\n<p><a href=\"https:\/\/buletin.de\/bucuresti\/exclusiv-viaductul-autostrazii-bucuresti-blocat-de-cele-patru-anotimpuri-studiul-pentru-zona-protejata-cernica-nu-este-gata-la-aproape-trei-ani-de-la-semnarea-contractului\/\">\u00cen februarie 2023, Buletin de Bucure\u0219ti dezv\u0103luia c\u0103 utilajele nu pot p\u0103trunde \u00een zona Lotului 4 de pe A0 Nord din cauz\u0103 c\u0103 perimetrul este din punct de vedere legal arie natural\u0103 protejat\u0103 Natura 2000, dar \u0219i c\u0103 lucr\u0103rile sunt condi\u021bionate de obliga\u021bia realiz\u0103rii unui a\u0219a-numit Studiu de Evaluare Adecvat\u0103.<\/a><\/p>\n\n\n\n<p>Documentul este, de fapt, un studiu de mediu desf\u0103\u0219urat pe perioada unui an calendaristic care sa acopere cele patru anotimpuri din zona Lacului Cernica \u0219i a p\u0103durii aferente. Teoretic, \u00een tot acest timp, evolu\u021bia biodiversit\u0103\u021bii locale a fost monitorizat\u0103 cu aten\u021bie, astfel \u00eenc\u00e2t s\u0103 fie luate m\u0103suri cu un impact minim asupra speciilor protejate din zon\u0103 dup\u0103 \u00eenceperea lucr\u0103rilor \u0219i traficul rutier generat ulterior.<\/p>\n\n\n\n<p>\u00cen plus, \u00een baza acestui studiu, a trebuit revizuit acordul de mediu pentru \u00eentreaga lucrare.&nbsp;&nbsp;\u00cen aprilie 2023, Ministerul Transporturilor emite autoriza\u021bia de construire pentru prima etap\u0103. Aceasta presupunea construirea pasajului peste calea ferat\u0103 (504 m) \u0219i \u00eenceperea lucr\u0103rilor la viaductul de peste lacul Cernica (1274 m).
