Pentru asta a lansat licita\u0163ia un studiu de fezabilitate, la care s-au \u00eenscris deja patru firme. \u201eCre\u0219terea siguran\u021bei este cel mai important obiectiv\u201d, a spus Ionu\u021b Ciurea, din partea Asocia\u021biei Pro Infrastructur\u0103, pentru Buletin de Bucure\u0219ti, referitor la ce ar trebui s\u0103 transpar\u0103 \u00een urma realiz\u0103rii proiectelor.<\/strong><\/p>\n\n\n\n<p>Licita\u021bia CNAIR vizeaz\u0103 realizarea studiilor de fezabilitate a dou\u0103 proiecte: primul este despre por\u021biunea Drumului Na\u021bional 1 dintre Aeroportul Otopeni \u0219i nodul rutier cu A0, iar cel\u0103lalt ar fi baza pentru construirea mai multor noduri rutiere.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"400\" height=\"400\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/2-28.jpg\" alt=\"\" class=\"wp-image-80709 lazyload\" data-sizes=\"auto\" data-srcset=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/2-28.jpg 400w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/2-28-300x300.jpg 300w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/2-28-150x150.jpg 150w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/2-28-20x20.jpg 20w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><figcaption class=\"wp-element-caption\">surs\u0103: CNAIR, Facebook<\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>Pentru elaborarea studiului de fezabilitate pentru \u201emodernizarea\/l\u0103rgirea\u201d DN1 \u00eentre Aeroportul Henri Coand\u0103 \u0219i Nod A0 au depus oferte urm\u0103torii operatori economici:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bridge Consult SRL<\/li>\n\n\n\n<li>Eco Geodrum SRL<\/li>\n\n\n\n<li>Incons SRL<\/li>\n\n\n\n<li>Like Consulting SRL<\/li>\n<\/ul>\n\n\n\n<p>\u201eObiectivul general al proiectului este modernizarea\/l\u0103rgirea la profil 3+3 a sectorului de pe DN 1 cuprins \u00eentre Aeroportul Henri Coand\u0103 \u2013 Nod A0 \u00een vederea realiz\u0103rii conexiunii cu obiectivul Autostrada Centur\u0103 Bucure\u0219ti \u2013 A0,<strong> cu separarea complet\u0103 a traficului pe distan\u021ba propus\u0103 \u0219i cu posibilitatea virajului la st\u00e2nga pentru \u00eentoarcere dup\u0103 nodul A0 <\/strong>pe direc\u021bia Bucure\u0219ti \u2013 Ploie\u0219ti\u201d, potrivit unui comunicat CNAIR.<\/p>\n<\/div><\/div>\n\n\n\n<p>Durata contractului cu valoarea estimat\u0103 de 1.530.543 lei f\u0103r\u0103 TVA este de 8 luni, din care 7 luni pentru realizarea studiului de fezabilitate. Sursa de finan\u021bare va fi asigurat\u0103 din fonduri europene nerambursabile.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cre\u0219te siguran\u021ba \u00een zon\u0103?<\/h2>\n\n\n\n<p><em>\u201eCre\u0219terea siguran\u021bei este cel mai important obiectiv\u201d<\/em> a spus Ionu\u021b Ciurea, din partea Asocia\u021biei Pro Infrastructur\u0103, pentru Buletin de Bucure\u0219ti:<\/p>\n\n\n\n<p><em>\u201ePe l\u00e2ng\u0103 l\u0103rgirea de drum, acea zon\u0103 trebuie fluidizat\u0103 \u0219i eliminate, pe c\u00e2t posibil, conflictele de trafic \u0219i conflictele de siguran\u021b\u0103 rutier\u0103, mai ales \u00een situa\u021bia \u00een care trebuie s\u0103 schimbi direc\u021bia, lu\u00e2nd \u00een considerare c\u0103 pe direc\u021bia Nord &#8211; Sud a Drumului Na\u021bional se circul\u0103 cu vitez\u0103 mare\u201d&nbsp;<\/em><\/p>\n\n\n\n<p>\u00cen momentul de fa\u021b\u0103, zona este periculoas\u0103, din cauza faptului c\u0103 fluxurile de trafic se intersecteaz\u0103: una este s\u0103 intri pe autostrad\u0103 cu scopul de a merge \u00een aceea\u0219i direc\u021bie cu ma\u0219inile care trec, alta este s\u0103 trebuiasc\u0103 s\u0103 faci st\u00e2nga, pur \u0219i simplu, prin fluxul de trafic.<\/p>\n\n\n\n<p>Potrivit comunicatului CNAIR, obiectivul general are \u00een vedere <em>\u201esepararea complet\u0103 a traficului\u201d<\/em>, <em>\u201ecu posibilitatea virajului la st\u00e2nga\u201d<\/em>, \u00eens\u0103 aceste lucruri subliniaz\u0103 mai degrab\u0103 nevoia dec\u00e2t solu\u021bia.<\/p>\n\n\n\n<p><em>\u201e\u00cen cazul unei licita\u021bii pentru un studiu de fezabilitate, nu ai ni\u0219te cerin\u021be extrem de clare. \u00abSepararea fluxurilor de trafic\u00bb, dar s\u0103 vedem cum se va face asta: facem nod, denivel\u0103m tot, facem bretele? Ideal a\u0219a ar fi (un nod rutier denivelat). Sper s\u0103 vedem o analiz\u0103 multicriterial\u0103\u201d<\/em> a ad\u0103ugat Ionu\u021b Ciurea. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Nodurile rutiere<\/h2>\n\n\n\n<p>Pentru elaborarea studiului de fezabilitate pentru noduri rutiere care s\u0103 asigure conectivitate la Autostrada A7, A2 \u0219i A0, au depus oferte urm\u0103torii operatori economici:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bridge Consult SRL<\/li>\n\n\n\n<li>Eco Geodrum SRL<\/li>\n\n\n\n<li>Incons SRL<\/li>\n\n\n\n<li>Like Consulting SRL<\/li>\n\n\n\n<li>Asocierea dintre liderul Mem Projects Construct SRL \u0219i Daroconstruct SRL<\/li>\n<\/ul>\n\n\n\n<p> Durata contractului cu valoarea estimat\u0103 de 2.1 milioane de lei f\u0103r\u0103 TVA este de 8 luni, dintre care 7 luni pentru realizarea studiului de fezabilitate. Banii vin din fonduri europene nerambursabile.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">C\u00e2t ar putea dura proiectarea<\/h2>\n\n\n\n<p>Realizarea studiului de fezabilitate este numai un prim pas care nu implic\u0103 neap\u0103rat, apoi, \u0219i proiectarea efectiv\u0103. \u00cens\u0103, \u00een cazul \u00een care se va ajunge acolo, realizarea unui nod rutier poate dura undeva \u00eentre jum\u0103tate de an \u0219i un an \u0219i c\u00e2teva luni, potrivit lui Ionu\u021b Ciurea. <\/p>\n\n\n\n<p><em>\u201eDac\u0103 vorbim de executarea de la zero a unui nod rutier, timpul de execu\u021bie depinde de la caz la caz. Ori ai \u00een zona respectiv\u0103 un pasaj, ori autostrada peste un drum local, ori drumul local peste autostrad\u0103; atunci nodul trebuie g\u00e2ndit astfel \u00eenc\u00e2t s\u0103 foloseasc\u0103 trecerea dintr-o parte \u00een alta pe acel pasaj existent. \u00cen acest caz, nodul este simplu \u0219i nu este costisitor, c\u0103 nu trebuie s\u0103 faci podul. Dac\u0103 este o zon\u0103 unde nu ai acest pasaj, atunci e complicat \u0219i mai scump.<\/em><\/p>\n\n\n\n<p><em>Dac\u0103 ai pasajul, se poate implementa \u0219i \u00een jum\u0103tate de an. Dac\u0103 nu ai pasajul f\u0103cut deja, atunci \u00ee\u021bi ia minim nou\u0103 luni, dac\u0103 nu chiar un an, un an \u0219i ceva &#8211; depinde \u0219i ce constructor pune m\u00e2na pe proiectul respectiv.
