Mai verde, \u00een cazul transportului, sau, pe limba finan\u021batorilor de la Bruxelles &amp; co, mai sustenabili.&nbsp; Avem o capital\u0103 eminamente plat\u0103, care s-ar preta mai u\u0219or mersului pe biciclet\u0103 dec\u00e2t un ora\u0219 deluros, dar n-avem piste ca lumea de biciclete. Avem \u00eens\u0103 obiceiul de a ne deplasa cu ma\u0219ina \u0219i p\u00e2n\u0103 la magazinul din col\u021b. Sau p\u00e2n\u0103 la Bra\u0219ov, pe fatidicul DN 1 &#8211; de\u0219i o c\u0103l\u0103torie cu trenul dureaz\u0103 2 ore \u0219i un pic din momentul \u00eembarc\u0103rii, \u00eentruc\u00e2t linia spre Bra\u0219ov e una dintre pu\u021binele linii modernizate. Suntem regii microuniversurilor noastre pe patru ro\u021bi \u0219i pl\u0103tim cu ani din via\u021b\u0103 pentru acest lux. Un studiu realizat de INS \u00een 2020 <a href=\"https:\/\/www.hotnews.ro\/stiri-administratie_locala-23613696-exclusiv-cum-omoara-poluarea-din-bucuresti-concluziile-raportului-institutului-sanatate-publica.htm\">relev\u0103 c\u0103<\/a>, dac\u0103, poluarea ar fi sc\u0103zut la nivelul asumat \u00een 2010, bucure\u0219tenii ar avea o speran\u021b\u0103 de via\u0163\u0103 mai lung\u0103 cu 4 ani. Un studiu mai recent, realizat de asocia\u021bia Ecopolis (care gestioneaz\u0103 \u0219i platforma aerlive.ro), ne arat\u0103 c\u0103 doar \u00een preajma \u0219colilor \u0219i spitalelor nivelul de poluare e <a href=\"https:\/\/buletin.de\/bucuresti\/bucuresti-gatuit-de-poluare-nivel-de-sase-sapte-ori-mai-mare-fata-de-limita-maxima-in-jurul-scolilor-si-spitalelor\/\">de 6-7 ori mai mare href=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/PLx_526_2019_modif_OUG_195_2002_Cod_Rutier_info_presa.pdf\">unei scrisori deschise<\/a> semnat\u0103 de 14 asocia\u021bii de mediu.&nbsp;<\/p>\n\n\n\n<p>Acestea reclam\u0103, \u00een termeni duri, faptul c\u0103 urm\u0103toarele amendamente au fost depuse chiar dac\u0103 sunt contrare diverselor angajamente pe care Rom\u00e2nia \u0219i le-a luat pe plan european \u0219i interna\u021bional, inclusiv \u00een cadrul Pilonilor I \u0219i IV din PNRR:<\/p>\n\n\n\n<ol excep\u021bie;&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>bicicletele s\u0103 fie obligate s\u0103 circule \u0219i ziua \u00een amiaza mare, pe timp \u00eensorit, cu far aprins spre fa\u021b\u0103 \u0219i lumin\u0103 ro\u0219ie aprins\u0103 orientat\u0103 spre spate;&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>to\u021bi bicicli\u0219tii s\u0103 fie obliga\u021bi s\u0103 poarte oriunde, tot timpul, casc\u0103 special\u0103 de protec\u021bie<\/strong><\/li>\n<\/ol>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"900\" height=\"507\" Chiar dac\u0103 pe site-ul Camerei Deputa\u021bilor, camera decizional\u0103 \u00een care se afl\u0103 acum proiectul bucluca\u0219 &#8211; <a href=\"https:\/\/cdep.ro\/pls\/proiecte\/upl_pck2015.proiect?cam=2&amp;idp=17933\">PLX 526\/2019<\/a>, ultima actualizare este din aprilie 2021, c\u00e2nd Guvernul emitea un punct de vedere negativ, Comisia Juridic\u0103 prezidat\u0103 de Laura Vicol a introdus deodat\u0103, \u00een 7 noiembrie 2023, cele trei amendamente enumerate mai sus, care afecteaz\u0103 bicicli\u0219tii \u0219i percep\u021bia asupra mersului cu bicicleta.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-text-align-center wp-element-button\" href=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/rm526_19_231109_113954.pdf\">Vezi aici proiectul \u00een forma adoptat\u0103 de Comisia Juridic\u0103.<\/a><\/div>\n<\/div>\n\n\n\n<p>Unul din semnatarii scrisorii, avocatul Radu Mititean, pre\u0219edinte al <a href=\"https:\/\/biciclisti.ro\/\">Federa\u021biei Bicicli\u0219tilor din Rom\u00e2nia<\/a>, a explicat pentru Buletin de Bucure\u0219ti care anume e pericolul pe partea de procedur\u0103:<\/p>\n\n\n\n<p>\u201e<em>O comisie (juridic\u0103) a introdus acele amendamente, pe nepus\u0103 masa, \u00een 7 noiembrie, dup\u0103 ce proiectul a stat &#8220;la sertar&#8221; din 2021 \u0219i nu se referea deloc la biciclete. O a doua comise, cea de Ap\u0103rare, \u0219i-a \u00eensu\u0219it aceste amendamente, \u0219i dac\u0103 \u0219i le \u00eensu\u0219esc \u0219i a treia \u0219i a patra comisie, se ajunge la un raport comun care ar con\u021bine toate cele trei amendamente antibiciclistice. \u0218i acel raport merge la vot \u00een plenul Camerei, care foarte rar respinge la vot raportul comisiei sau comisiilor care au \u00eentocmit raportul, deci dac\u0103 ajung \u00een plen acele trei amendamente, e foarte pu\u021bin probabil sa mai poat\u0103 fi oprite.<\/em>\u201d<\/p>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-vivid-cyan-blue-background-color has-background has-text-align-center wp-element-button\" href=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/rm526_19_Comisia_Aparare_adoptat_27112023.pdf\">Vezi aici proiectul \u00een forma adoptat\u0103 de Comisia de Ap\u0103rare.<\/a><\/div>\n<\/div>\n\n\n\n<p>Radu Mititean a explicat \u0219i faptul c\u0103 e dezam\u0103git de faptul c\u0103 a primit reac\u021bii foarte pu\u021bine \u0219i tardive atunci c\u00e2nd a \u00eencercat, f\u0103r\u0103 mare succes, s\u0103 dialogheze cu zecile de deputa\u021bi din comisiile relevante, printr-o scrisoare trimis\u0103 \u00een 21 noiembrie pe emailurile oficiale ale acestora.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Care sunt, de fapt, problemele cu aceste amendamente?<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"900\" height=\"507\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-900x507.jpg\" alt=\"\" class=\"wp-image-72091 lazyload\" data-sizes=\"auto\" data-srcset=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-900x507.jpg 900w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-300x169.jpg 300w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-768x432.jpg 768w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-1536x865.jpg 1536w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-1600x901.jpg 1600w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-1100x619.jpg 1100w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-600x338.jpg 600w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb-20x11.jpg 20w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/copil-mtb-bucuresti-parc-national-bdb.jpg 2000w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p>Concret, asocia\u021biile de de profil reclam\u0103 c\u0103, sub pretextul promov\u0103rii unui stil de via\u021b\u0103 mai s\u0103n\u0103tos, deputa\u021bii vor s\u0103 aduc\u0103 amendamente insuficient g\u00e2ndite \u0219i dezb\u0103tute.<\/p>\n\n\n\n<p>Pe scurt, semnatarii scrisorii deschise acuz\u0103 c\u0103 aceste modific\u0103ri vor descuraja utilizatorii de biciclet\u0103 actuali \u0219i poten\u021biali, f\u0103c\u00e2nd mersul pe biciclet\u0103 nenecesar de incomod \u0219i portretiz\u00e2ndu-l ca fiind ceva periculos.&nbsp;<\/p>\n\n\n\n<p>Mai \u00eengrijor\u0103tor, potrivit semnatarilor, este \u0219i faptul c\u0103, dincolo de mobilitatea sustenabil\u0103 a Rom\u00e2niei, cei din mediile defavorizate vor fi primii afecta\u021bi, cu prec\u0103dere \u00een mediul rural \u0219i periurban. Acolo ar cre\u0219te \u0219i riscul de abandonul \u0219colar \u0219i sedentarismului, chiar dac\u0103 Rom\u00e2nia \u0219i-a luat angajamente pentru a promova mobilitatea sustenabil\u0103.\u00a0<\/p>\n\n\n\n<p>Potrivit semnatarilor scrisorii deschise, avem de-a face \u0219i cu premier\u0103 negativ\u0103 la nivel european, pe care ei o catalogheaz\u0103 ca fiind un \u201eatentat la adresa s\u0103n\u0103t\u0103\u021bii publice\u201d. E vorba de m\u0103rirea v\u00e2rstei minime permise pentru a circula cu bicicleta. Cit\u0103m:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201eForma actual\u0103 a OUG 195\/2002 interzice oricum utilizarea bicicletei de c\u0103tre persoanele sub<\/em><\/p>\n\n\n\n<p><em>14 ani, inclusiv pe piste pentru biciclete, uli\u021be de sat sau alei de parc sau dintre blocuri, o<\/em><\/p>\n\n\n\n<p><em>restric\u021bie exagerat\u0103 \u0219i abuziv\u0103, ne\u00eent\u00e2lnit\u0103 \u00een nici o \u021bar\u0103 din Europa! \u00cen loc s\u0103 reduc\u0103 substan\u021bial<\/em><\/p>\n\n\n\n<p><em>aceast\u0103 restric\u021bie absurd\u0103, Comisia juridic\u0103 a propus extinderea interdic\u021biei \u0219i pentru tinerii cu<\/em><\/p>\n\n\n\n<p><em>v\u00e2rste \u00eentre 14 \u0219i 16 ani. Aceast\u0103 prevedere halucinant\u0103 ar fi unic\u0103 probabil nu doar \u00een<\/em><\/p>\n\n\n\n<p><em>Europa ci la nivel mondial \u0219i este un veritabil atentat la s\u0103n\u0103tatea public\u0103\u201d<\/em>.<\/p>\n<\/blockquote>\n\n\n\n<p><\/p>\n\n\n\n<p>O alt\u0103 posibil\u0103 premier\u0103 \u201ela nivel mondial\u201d, conform autorilor, este obligativitatea de a avea luminile pornite f\u0103r\u0103 excep\u021bie, chiar \u0219i c\u00e2nd soarele str\u0103luce\u0219te. Propunerea este absurd\u0103 pentru c\u0103, printre altele, e nesustenabil\u0103 tehnic \u0219i inutil\u0103: e vorba de consumul crescut al farurilor (schimb de baterii \/ re\u00eenc\u0103rcare deas\u0103), dar \u0219i de faptul c\u0103 oricum nu au aceea\u0219i vizibilitate ca cele cu care sunt dotate autovehiculele.&nbsp;<\/p>\n\n\n\n<p>O prevedere mai controversat\u0103 e cea de obligativitate a purt\u0103rii c\u0103\u0219tii, recent introdus\u0103 \u00een legisla\u021bia autohton\u0103. Actualmente, legea prevede c\u0103 purtarea c\u0103\u0219tii e obligatorie atunci c\u00e2nd deplasarea se realizeaz\u0103 pe carosabil. Proiectul de lege denun\u021bat de cele 14 asocia\u021bii modific\u0103 acest aspect \u0219i impune obligativitatea purt\u0103rii c\u0103\u0219tii oriunde, o prevedere care nu se reg\u0103se\u0219te \u00een legisla\u021bia multor \u021b\u0103ri cu tradi\u021bie \u00een mersul pe biciclet\u0103, precum Germania, Belgia, Finlanda, Danemarca, Irlanda, Ungaria, Italia, Norvegia, Polonia, Portugalia, Marea Britanie \u0219i Elve\u021bia. \u00cen Olanda, sub 1% din bicicli\u0219ti poart\u0103 casc\u0103, aceasta nefiind obligatorie prin lege.&nbsp;<\/p>\n\n\n\n<p>Conform autorilor scrisorii deschise, \u201em\u0103sura este foarte discutabil\u0103 ca justificare, prin prisma beneficiilor versus impactul economic \u0219i social &#8211; ambele fiind factor dovedit de descurajare a utiliz\u0103rii bicicletei, iar \u00een multe situa\u021bii este v\u0103dit inutil (de exemplu vitez\u0103 redus\u0103, suprafa\u021b\u0103 de rulaj de bun\u0103 calitate)\u201d.
