Studiul pentru zona protejat\u0103 Cernica nu este gata la aproape trei ani de la semnarea contractului"},"content":{"rendered":"\n<p><strong>\u0218antierul pentru unul dintre cele mai importante loturi ale Autostr\u0103zii Bucure\u0219ti, care ar trebui s\u0103 preia din traficul de pe cea mai tranzitat\u0103 por\u021biune nemodernizat\u0103 a Centurii Capitalei, este blocat de un studiu de impact asupra mediului care nu este gata la aproape trei ani de la semnarea contractului de execu\u021bie.<\/strong><\/p>\n\n\n\n<p>Lotul 4 din sec\u021biunea Nord a Autostr\u0103zii Bucure\u0219ti este <a href=\"https:\/\/buletin.de\/bucuresti\/radiografia-cioturilor-autostrazii-bucuresti-de-la-promisiunea-ministrului-grindeanu-la-loturile-unde-antreprenorul-nu-respecta-programul-de-executie\/\">cel mai mic dintre cele \u0219apte tronsoane licitate de Compania Na\u021bional\u0103 de Administrare a Infrastructurii Rutiere.<\/a><\/p>\n\n\n\n<p>\u00cen lungime de 4,7 kilometri, segmentul de autostrad\u0103 trebuie s\u0103 traverseze, printr-un viaduct, lacul Cernica prin dreptul a ceea ce a mai r\u0103mas, \u00een urma dezvolt\u0103rii imobiliare, din P\u0103durea C\u0103ld\u0103raru.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"900\" height=\"562\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-900x562.jpg\" alt=\"\" class=\"wp-image-54878 lazyload\" data-sizes=\"auto\" data-srcset=\"https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-900x562.jpg 900w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-300x187.jpg 300w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-768x480.jpg 768w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-1060x662.jpg 1060w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-550x343.jpg 550w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-801x500.jpg 801w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1-600x375.jpg 600w, https:\/\/buletin.de\/bucuresti\/wp-content\/uploads\/cernica-1.jpg 1081w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p>Contractul, \u00een valoare de aproape 63 de milioane de euro f\u0103r\u0103 TVA, a fost semnat \u00een august 2020 cu un consor\u021biu controlat de Dorinel Umbr\u0103rescu care de\u021bine cel mai mare holding de construc\u021bii de drumuri din Rom\u00e2nia. Documentul prevede o perioada de proiectare de 12 luni \u0219i una de execu\u021bie de 18 luni.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Specia melcului birocratic<\/h2>\n\n\n\n<p>Abia pe 4 aprilie 2022, la aproape doi ani de la semnare, compania de drumuri d\u0103 ordinul de \u00eencepere pentru proiectare \u0219i execu\u021bie.<\/p>\n\n\n\n<p>Nici la aceast\u0103 or\u0103, utilajele nu pot p\u0103trunde \u00een zon\u0103 din cauz\u0103 c\u0103 perimetrul este din punct de vedere legal arie natural\u0103 protejat\u0103 Natura 2000. Teoretic, \u00een tot acest timp, ar trebui monitorizat\u0103 cu aten\u021bie evolu\u021bia biodiversit\u0103\u021bii locale.<\/p>\n\n\n\n<p>Astfel, \u00een urma cercet\u0103rii, trebuie stabilite m\u0103suri pentru un impact minim asupra speciilor protejate din zon\u0103 dup\u0103 \u00eenceperea lucr\u0103rilor \u0219i traficul rutier generat ulterior.<\/p>\n\n\n\n<p>\u00cen plus, \u00een baza acestui studiu, trebuie revizuit acordul de mediu pentru \u00eentreaga lucrare.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201e<em>Agen\u021bia pentru Protec\u021bia Mediului emite actul de reglementare, adic\u0103 acordul de mediu revizuit. <strong>Asta se \u00eent\u00e2mpl\u0103 pentru c\u0103 lucr\u0103rile se scot la licita\u021bie pe studii de fezabilitate din anii 2000.<\/strong> Revizuirea acesta nu e numai pentru Lotul 4, ci e pentru tot obiectivul, adic\u0103 pentru toat\u0103 Autostrada Bucure\u0219ti. <strong>Autoritatea de mediu se mi\u0219c\u0103 greu pentru c\u0103 au plecat foarte t\u00e2rziu documentele de la CNAIR.<\/strong> Dup\u0103 acest Studiu de Evaluare Adecvat\u0103 trebuie emis raportul asupra mediului, pentru c\u0103 altfel nu se emite avizul de la Apele Rom\u00e2ne \u0219i tot a\u0219a. E un lan\u021b. Dac\u0103 v\u0103 \u00eenc\u00e2nt\u0103 cu ceva, v\u0103 pot spune c\u0103 \u00een alte \u021b\u0103ri e mai r\u0103u. Ulterior, va fi eliberat\u0103 autoriza\u021bia de construc\u021bie pentru \u00eenceperea efectiv\u0103 a lucr\u0103rilor.
