Circula\u021bia vehiculelor cu masa mai mare de 3,5 tone, prin Pia\u021ba Unirii, va fi interzis\u0103 pe termen nelimitat dup\u0103 ce Comisia Tehnic\u0103 de Circula\u021bie din PMB \u00ee\u0219i va da acordul final \u0219i va intra \u00een vigoare imediat ce se monteaz\u0103 indicatoarele<\/strong>. <strong>Prim\u0103ria Sector 4 a publicat expertizele realizate de-a lungul anilor la plan\u0219eul \u0219i pasajul Unirii pentru a demonstra c\u0103 m\u0103sura restric\u021bion\u0103rii circula\u021biei este justificat\u0103. Concluzia speciali\u0219tilor, unanim\u0103, este c\u0103 starea pasajului \u0219i a plan\u0219eului este nesatisf\u0103c\u0103toare \u0219i c\u0103 e nevoie rapid\u0103 de interven\u021bii de consolidare.<\/strong> <strong>\u00cen cazul plan\u0219eului, structura uria\u0219\u0103 de beton care sus\u021bine toat\u0103 infrastructura din Pia\u021ba Unirii, exper\u021bii vorbesc de <em>un posibil colaps.<\/em><\/strong><\/p>\n\n\n\n<p>O echip\u0103 de speciali\u0219ti a \u00eenceput, \u00een noiembrie 2022, forajele geotehnice pentru a determina starea pasajului \u0219i plan\u0219eului de la Unirii. La finalul lunii, expertizele au fost pe masa autorit\u0103\u021bilor. Ambele structuri au primit calificativul <em>nesatisf\u0103c\u0103tor<\/em> din punct de vedere tehnic.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Plan\u0219eul de la Unirii, nicio lucrare de reabilitare \u00een 80 de ani<\/h2>\n\n\n\n<p>Plan\u0219eul de ciment de la Unirii, construit \u00een anii 1940, \u201edirijeaz\u0103&#8221; D\u00e2mbovi\u021ba pe sub p\u0103m\u00e2nt din fa\u021ba Hanului lui Manuc, pe diagonala parcului \u0219i se opre\u0219te \u00een peretele pasajului subteran rutier. De acolo, r\u00e2ul  trece pe sub pasaj \u0219i iese din nou la suprafa\u021ba l\u00e2ng\u0103 Magazinul Unirii.  Construc\u0163ia din beton acoper\u0103 r\u00e2ul D\u00e2mbovi\u0163a pe l\u0103\u0163imea de 32 de metri \u015fi pe lungimea de 360 de metri, de la strada C\u0103ld\u0103rari p\u00e2n\u0103 la pasajul subteran Unirii.<\/p>\n\n\n\n<p>Plan\u0219eul desparte r\u00e2ul de suprafa\u021b\u0103, peste el trece pasajul rutier, iar, sub el \u0219i sub D\u00e2mbovi\u021ba, sunt sta\u021biile de metrou Unirii 1 \u0219i Unirii 2 \u0219i pasajul dintre acestea. <\/p>\n\n\n\n<p>Structura ini\u021bial\u0103 a suferit modific\u0103ri \u00een timpul lucr\u0103rilor la magistrala de metrou din anii 80 c\u00e2nd au fost demolate bucata din aval de podul \u0218erban Vod\u0103 \u0219i por\u021biunea dintre str. Pictor Tonitza \u0219i C\u0103ld\u0103rari. <\/p>\n\n\n\n<p>Raportul \u00eentocmit de exper\u021bi semnaleaz\u0103 probleme grave ale structurii.<\/p>\n\n\n\n<p><em>Ca urmare a imposibilit\u0103\u021bii accesului la principalele elemente ale plan\u015feului pentru inspectii, intre\u021binere \u015fi repara\u021bii, lipsa total\u0103 a lucr\u0103rilor de \u00eentre\u021binere a plan\u015feului, umiditate extrem\u0103 dat\u0103 de ridicarea permanent\u0103 a nivelului apei p\u00e5n\u0103 la nivelul suprastructurii, absen\u021ba unor curen\u021bi de aer pe direc\u021bie longitudinal\u0101 (constructia este complet \u00eenchis\u0103 la cap\u0103tul aval) au condus la o multitudine de degrad\u0103ri: <\/em><\/p>\n\n\n\n<ul class=\"has-small-font-size wp-block-list\"><li><em>arm\u0103turi corodate, beton exfoliat, reduceri de sec\u021biune, vegeta\u021bie acvatic\u0103 pe fa\u021ba betonului \u0219i defecte de fa\u021b\u0103 v\u0103zut\u0103 la riglele cadrelor;<\/em><\/li><li><em>grinzi secundare (nervuri) demolate, zone care se presupune c\u0103 au fost ref\u0103cute \u00een cofraj metalic nerecuperat \u0219i care sunt \u00eentr-o stare avansat\u0103 de coroziune; <\/em><\/li><li><em>grinzi secundare (nervuri) cu sec\u021biune de rezisten\u021b\u0101 puternic afectat\u0103, console scurte la cadrele de rost distruse \u00een \u00eentregime ca urmare a infiltra\u021biilor de ap\u0103 \u00een rosturi; <\/em><\/li><li><em>beton exfoliat, arm\u0103turi corodate \u0219i infiltra\u021bi locale in placa de beton a plan\u015feului; defecte de execu\u021bie \u0219i lucr\u0103ri executate necorespunz\u0103tor efectuate cu ocazia diverselor interven\u021bi la plan\u0219eu <\/em><\/li><li><em>degrad\u0103ri la partea carosabil\u0103 a str\u0103zilor de deasupra plan\u015feului, guri de scurgere, borduri, trotuare pietonale \u0219i parapete<\/em> <\/li><\/ul>\n\n\n\n<p><em>Partea carosabil\u0103 a str\u0103zilor din zona plan\u015feului peste D\u00e2mbovita prezint\u0103 degrad\u0103ri de tipul gropilor, faian\u021b\u0103rilor precum \u015fi de tipul f\u0103ga\u015felor. Probleme ale c\u0103ii se reg\u0103sesc \u00een zona gurilor de scurgere, a c\u0103minelor de utilit\u0103ti. Cele mai multe guri de scurgere din pasaj func\u021bioneaz\u0103 greu, din cauza \u00eenfund\u0103rii lor cu p\u0103m\u00e2nt sau nisip precum \u015fi din cauza amplas\u0103rii lor incorecte. Bordurile care delimiteaz\u0103 partea carosabil\u0103 sunt vechi, degradate<\/em>  &#8211; se men\u021bioneaz\u0103 \u00een expertiza plan\u0219eului Unirii.<\/p>\n\n\n\n<figure Una mai simpl\u0103, cu consolidarea structurii existente a doua, mult mai radical\u0103, cu<strong> reconstruc\u021bia sa total\u0103. <\/strong><\/p>\n\n\n\n<p>Speciali\u0219tii spun c\u0103 <strong>prima solu\u021bie<\/strong> vine cu avantajele unui<strong> cost mai redus \u0219i o influen\u021b\u0103 mai mic\u0103 asupra traficului din zona \u015fi va rezolva problema urgent\u0103 de reabilitare a structuri<\/strong>i, f\u0103r\u0103 a putea rezolva problemele legate de in\u0101l\u021bimea liber\u0103 sub pod, constructia fiind \u00een continuare expus\u0103 la umiditate excesiv\u0103, greu de exploatat \u0219i \u00eentre\u021binut. Tot ei atrag aten\u021bia c\u0103 <strong>e posibil s\u0103 nu fie o solu\u021bie viabil\u0103 dac\u0103 structura se va dovedi prea degradat\u0103 pentru a putea fi consolidat\u0103.<\/strong><\/p>\n\n\n\n<p><strong>A doua solu\u021bie <\/strong>vine cu avantajul unei structuri noi, corespunz\u0103toare ac\u021biunilor prev\u0103zute in normele actuale Eurocode \u0219i cu \u00eembun\u0103t\u0103\u021birea aspectului arhitectural \u0219i microclimatului din zon\u0103 prin prezen\u021ba unei suprafete suplimentare de ap\u0103 pe zonele unde albia r\u00eeului D\u00e1mbovi\u021ba va fi reamenajat\u0103. Durata de via\u021b\u0103 a structurii \u00een aceast\u0103 solu\u021bie va fi de 100 de ani, cu condi\u021bia efectu\u0103rii la timp a lucr\u0103rilor de \u00eentre\u021binere \u015fi repara\u021bi, sus\u021bin speciali\u0219tii. <\/p>\n\n\n\n<p>Concluzia expertizei e foarte clar\u0103. Rezisten\u021ba structurii e dep\u0103\u0219it\u0103 de eforturile la care e supus\u0103 \u00een prezent.<\/p>\n\n\n\n<p><em><strong>Din acest motiv recomand\u0103m ca lucr\u0103rile de reabilitare \u0219i consolidare, aplic\u00e2nd oricare din solu\u021biile prezentate \u00een cuprinsul expertizei, s\u0103 \u00eenceap\u0103 c\u00e2t mai cur\u00e2nd posibil pentru a evita avansarea rapid\u0103 a degrad\u0103rilor existente \u0219i un <span style=\"text-decoration: underline;\">colaps<\/span> nedorit al structurii sau a unor p\u0103r\u021bi din aceasta<\/strong><\/em> &#8211; se men\u021bioneaz\u0103 \u00een expertiz\u0103. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pasajul Unirii, doar cosmetizat vara trecut\u0103<\/h2>\n\n\n\n<p>Pasajul subteran Unirii a fost construit \u00een perioada 1986-1987 \u0219i asigur\u0103 legatura \u00eentre B-dul I.C. Bratianu si B-dul Dimitrie Cantemir, evit\u00eend intersec\u021biile cu Calea C\u0103l\u0103ra\u0219i, B-dul Unirii \u0219i Splaiul Unirii. <\/p>\n\n\n\n<p>Exper\u021bii care au verificat, anul trecut, pasajul au eviden\u021biat c\u0103 o prim\u0103 parte a lucr\u0103rilor au fost executate, mai exact, a fost pus \u00een siguran\u021b\u0103 tunelul cu lucr\u0103ri care au durat c\u00e2teva luni \u0219i care au costat 13 milioane de euro. \u0218i c\u0103 mai r\u0103m\u00e2n de executat lucr\u0103rile adev\u0103rate de consolidare.<\/p>\n\n\n\n<p>Expertiza men\u021bioneaz\u0103 ce lucr\u0103ri au fost f\u0103cute \u00een etapa de punere \u00een siguran\u021b\u0103 \u0219i ce mai r\u0103m\u00e2ne de executat.<\/p>\n\n\n\n<p class=\"has-small-font-size\">Structura rutier\u0103: <\/p>\n\n\n\n<ul class=\"is-style-default has-small-font-size wp-block-list\"><li>Au fost desf\u0103cute straturile asfaltice \u0219i bordurile existente <\/li><li>S-au adus repara\u021bii radierului pasajului conform detaliilor de execu\u021bie din proiectul tehnic &#8211; detalii pentra sigilarea rosturilor <\/li><li>S-a desfacut sistemul rutier de pe rampe <\/li><li>Pe rampe, la zonele cu degr\u0103dari s-a refacut local stratul de beton ciment, precum si funda\u021bia din materiale granulare <\/li><li>S-a dispus un geocompozit pentru prevenirea transmiterii fisurilor <\/li><li>S-a executat o \u00eembracaminte rutier\u0103 din dou\u0103 straturi pentru partea carosabil\u0103 \u0219i trotuare noi conform proiectului tehnic <\/li><li>S-a realizat aducerea la cot\u0103 a gurilor de scurgere \u0219i a capacelor caminelor de utilit\u0103\u021bi <\/li><li>Au fost montate por\u021bi de gabarit corespunzatoare gabaritului de 3.50 m, conform detaliilor de execu\u021bie din proiectul tehnic <\/li><li>S-a refacut semnalizarea rutier\u0103: marcaje, semnalizare verticala si panouri de afisaj la intrarea in pasaj<\/li><\/ul>\n\n\n\n<p class=\"has-small-font-size\">Structur\u0103 pasaj: <\/p>\n\n\n\n<ul class=\"has-small-font-size wp-block-list\"><li>A fost desfacut placajul de granit de pe elementele verticale <\/li><li>Au fost cur\u0103\u021bate betoanele suprastructurii existente <\/li><li>Au fost injectate fisurile constatate la pere\u021bii verticali <\/li><li>Au fost reparate local betoanele degradate si segregate superficial <\/li><li>A fost aplicata vopsea anticoroziva pentru protcctia structurii pe pereti si pe intradosul fasilor cu goluri <\/li><li>Au fost realizate placari cu tabla perforata pentru pereti si tavan confom proiectului tehnic de arhitectura <\/li><li>S-a executat un sistem de iluminat nou in pasaj confom proiectui tehnic de instalatii electrice <\/li><li>La solicitarea beneficiarului au fost implementat un sistenm de ventilatie Cu ventilatoare de tip jet fan, conform proiectului tehnic de specialitate HVAC.<\/li><\/ul>\n\n\n\n<p>Exper\u021bii recomand\u0103 ca etapa 2 s\u0103 cuprind\u0103 lucrari de consolidare si reabilitare executate in scopul aducerii parametrilor constructivi si de functionalitate ai pasajului Unirii la cerintele de siguranta si confort puse de normele actuale \u0219i propun alte dou\u0103 solu\u021bii.<\/p>\n\n\n\n<p>Prima solu\u021bie propus\u0103 de ace\u0219tia ar fi ca <em>lucr\u0103rile de consolidare \u0219i reabilitare s\u0103 fie executate \u00een scopul aducerii parametrilor constructivi si de func\u021bionalitate ai pasajului Unirii la cerin\u021bele de siguran\u021b\u0103 \u0219i confort impuse de normele actuale<\/em>. Aceast\u0103 variant\u0103 ar include \u0219i ridicarea plafonului din pasaj la 4 metri, dar este mult mai complex\u0103, ar \u00eensemna restric\u021bii de circula\u021bie pe termen lung \u0219i costuri mai mari.<\/p>\n\n\n\n<p>A doua solu\u021bie prevede doar <em>lucr\u0103ri minimale executate \u00een scopul readucerii pasajului Unirii la parametrii constructivi si de functionalitate initiali<\/em>, ceea ce ar \u00eensemna ca tunelul actual s\u0103 r\u0103m\u00e2n\u0103 la dimensiunile actuale iar lucr\u0103rile s\u0103 se fac\u0103 doar la structura de rezisten\u021b\u0103.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Expertize multe, lucr\u0103ri pu\u021bine<\/h2>\n\n\n\n<p>Expertiza de anul trecut este a doua \u00een cazul pasajului, \u0219i a treia \u00een cazul plan\u0219eului. Prima expertiza a podului uria\u0219 de beton de sub Pia\u021ba Unirii s-a f\u0103cut \u00een 2004, a\u0219a cum e men\u021bionat \u00een urm\u0103toarea expertiz\u0103 cea din 2017. \u00cen toate aceste studii, calificativul primit de construc\u021bie a fost <em>nesatisf\u0103c\u0103tor.<\/em> Dar nu s-a luat nicio decizie privind consolidarea sa. Nici lucr\u0103rile f\u0103cute vara trecut\u0103 nu se \u00eencadreaz\u0103 la consolidare ci doar la punere \u00een siguran\u021b\u0103 \u0219i cosmetizare. <\/p>\n\n\n\n<p>\u00cen expertiza din 2017, cu privire la plan\u0219eul de sub pia\u021b\u0103, sunt \u00een mare acelea\u0219i concluzii ca \u0219i \u00een cea de anul trecut &#8211; construc\u021bia e degradat\u0103, necesit\u0103 consolidare urgent\u0103. Diferen\u021ba \u00eentre cele dou\u0103 este c\u0103, acum 5 ani, expertul tehnic <strong>recomanda din start solu\u021bia cea mai grea, adic\u0103 demolarea \u0219i reconstruirea \u00eentregii structuri. <\/strong><\/p>\n\n\n\n<p>\u0218i pasajul Unirii a fost expertizat de dou\u0103 ori, o dat\u0103 \u00een 2017 \u0219i \u00eenc\u0103 o dat\u0103 anul trecut. Doar c\u0103, \u00een acest caz, autorit\u0103\u021bile au ales deja una dintre solu\u021biile propuse de specali\u0219ti \u00een urm\u0103 cu 5 ani. Cea mai simpl\u0103, adic\u0103 <em>lucr\u0103ri de repara\u021bii executate \u00een scopul readucerii pasajului Unirii la parametrii constructivi si de functionalitate ini\u021biali<\/em>.  <\/p>\n\n\n\n<p>Solu\u021bia 2 propus\u0103 \u00een 2017, mult mai complex\u0103, presupunea <em>lucr\u0103ri de modernizare executate \u00een scopul aducerii parametrilor constructivi \u0219i de func\u021bionalitate ai pasajului Unirea la cerin\u021bele de siguran\u021b\u0103 si confort ale momentului.<\/em><\/p>\n\n\n\n<p>Prim\u0103ria Sector 4 a anun\u021bat zilele trecute c\u0103 Studiul de Fezabilitate pentru consolidarea\/refacerea plan\u0219eului Unirii, respectiv a tavanului pasajului rutier Unirii a fost finalizat. \u0218i c\u0103 \u00een maximum 30 de zile, aceste lucr\u0103ri vor fi incluse \u00een cadrul unei proceduri de licita\u021bie public\u0103, astfel \u00eenc\u00e2t momentul efectiv al \u00eenceperii execu\u021biei s\u0103 fie \u00een a doua jum\u0103tate a anului 2024, a\u0219a cum a fost prognozat ini\u021bial. <\/p>\n\n\n\n<p>Nu \u0219tim, \u00eens\u0103, care din variante a fost abordat\u0103 de autorit\u0103\u021bi &#8211; cea de consolidare a structurii existente sau cea de demolare \u0219i construire a plan\u0219eului din nou.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Restric\u021bii de circula\u021bie<\/h2>\n\n\n\n<p>P\u00e2n\u0103 la punerea \u00een siguran\u021b\u0103 a zonei, Prim\u0103ria Sector 4 a cerut restric\u021bii de circula\u021bie \u00een zon\u0103, care pot impune chiar interzicerea accesului vehiculelor cu mas\u0103 mai mare de 3,5 tone.
