El a vorbit \u00eentr-un interviu&nbsp;pentru Buletin de Bucure\u0219ti despre perspectivele, implica\u021biile \u0219i poza la minut a acestui proiect critic pentru infrastructura de transport a Capitalei.<\/strong><\/p>\n\n\n\n<p>\u201e<em>Trenul metropolitan va utiliza liniile deja existente iar multe dintre ele sunt linii cu mult\u0103 tradi\u021bie \u00een spate. Vorbim de linia de Centura Feroviar\u0103 construit\u0103 \u00een<\/em><a href=\"https:\/\/buletin.de\/bucuresti\/interviu-cat-costa-reabilitarea-forturilor-bucurestilor-patru-poluri-despre-istorie-natura-arte-si-divertisment\/\"><em> contextul fortifica\u021biilor din jurul Bucure\u0219tiului<\/em><\/a><em>, vorbim de linia Bucure\u0219ti-Giurgiu, prima linie construit\u0103 vreodat\u0103 \u00een Romania \u0219i care va fi redeschis\u0103 dup\u0103 construc\u021bia podului de la Gr\u0103di\u0219tea, plus linia de Snagov etc. <\/em><strong><em>Este o \u00eenc\u0103rc\u0103tur\u0103 istorica mare, e o tradi\u021bie feroviar\u0103 \u00een jurul Bucure\u0219tiului \u0219i sper ca acest tren metropolitan s\u0103 o repun\u0103 \u00een valoare<\/em><\/strong>\u201d, spune <a href=\"https:\/\/arf.gov.ro\/web\/wp-content\/uploads\/2021\/10\/CV-Stefan-Roseanu-EN.pdf\">\u0218tefan Ro\u0219eanu, pre\u0219edintele Autorit\u0103\u021bii pentru Reform\u0103 Feroviar\u0103.<\/a><\/p>\n\n\n\n<p>Proiectul a fost deja testat \u0219i d\u0103 rezultate. Linia Gara de Nord &#8211; Aeroportul Otopeni este cel mai elocvent exemplu pentru c\u0103 aici s-au dep\u0103\u0219it estim\u0103rile ini\u021biale privind cererea de transport.<\/p>\n\n\n\n<p>\u201c<em>Primul exemplu de bun\u0103 practic\u0103 din \u021bar\u0103 este serviciul pentru Aeroportul Otopeni, un tren care deserve\u0219te Gara de Nord, localit\u0103\u021bile Mogo\u0219oaia \u0219i Otopeni \u0219i aeroportul. La o caden\u021b\u0103 de 40 de minute exist\u0103 o cre\u0219tere de la lun\u0103 la lun\u0103 de\u0219i atunci c\u00e2nd era \u00een stadiul de proiect \u0219i de execu\u021bie au existat nenum\u0103rate voci critice. <strong>S-a ajuns ca operatorii s\u0103 foloseasc\u0103 c\u00e2te dou\u0103 trenuri la orele de v\u00e2rf. Practic, ai ajuns \u00een gar\u0103, ai urcat \u0219i a\u0219tep\u021bi s\u0103 plece. E vorba deja despre un metrou de suprafa\u021b\u0103. <\/strong>Un alt exemplu \u021bine de faptul c\u0103 autorit\u0103\u021bile din Mogo\u0219oaia s-au implicat al\u0103turi de companii locale \u0219i au contribuit astfel la modernizarea peronului, a trecerii pietonale peste calea ferat\u0103, amenajarea unei mici parc\u0103ri, au fost montate sisteme de monitorizare video, rasteluri pentru biciclete. \u00cen fine, poate nu sunt facilit\u0103\u021bi ca la Gara din Viena dar este un loc civilizat<\/em>\u201d, continu\u0103 pre\u0219edintele Autorit\u0103\u021bii pentru Reform\u0103 Feroviar\u0103.<\/p>\n\n\n\n<p>Contrar a\u0219tept\u0103rilor, \u00een cazul sistemului de transport feroviar, logica este invers\u0103 fa\u021b\u0103 de domeniul rutier. Mai \u00eent\u00e2i creezi oferta \u0219i apoi vine cererea.<\/p>\n\n\n\n<p>\u201c<em>Multe din calculele care se fac \u00een planificarea de transport \u021bin cont de valorile istorice de trafic, \u021bin cont de o serie de forme de r\u0103spuns de acceptabilitate de pe coridorul analizat \u0219i de o serie de predic\u021bii pornite de la experien\u021ba european\u0103 \u0219i interna\u021bional\u0103 extrapolate pe astfel de proiecte. La sistemul rutier, indiferent de mijlocul de transport, cu riscul personal asumat putem s\u0103 mergem pe orice categorie de drum, chiar \u0219i pe drum pietruit sau de p\u0103m\u00e2nt. <\/em><strong><em>La calea ferat\u0103 dac\u0103 nu exist\u0103 \u0219ina care respect\u0103 o serie de standarde \u0219i rigori, nu poate s\u0103 circule trenul. Analizele sunt la alt nivel. Nu vezi \u00eent\u00e2i form\u00e2ndu-se poteca \u0219i \u00een timp drumul, ca ulterior s\u0103-i cre\u0219ti capacitatea portant\u0103 \u0219i s\u0103-l transformi \u00eentr-un Drum Na\u021bional. <\/em><\/strong><em>G\u00e2ndi\u021bi-v\u0103 c\u0103 foarte multe dintre Drumurile Na\u021bionale pe care le avem ast\u0103zi&nbsp; \u00een Rom\u00e2nia sunt dezvolt\u0103ri istorice ale vechilor drumuri de care, vechilor drumuri de leg\u0103tura dintre localit\u0103\u021bi care au fost \u00eembun\u0103t\u0103\u021bite de-a lungul vremii. La calea ferata \u00eens\u0103, identifici nevoile de deplasare \u00eentre dou\u0103 puncte \u0219i pe acelea le une\u0219ti. C\u00e2nd se face trecerea la un transport feroviar local, trebuie sa ai mai mult\u0103 aten\u021bie unde sunt plasate punctele de oprire, spre exemplu\u201d, <\/em>explic\u0103 \u0218tefan Ro\u0219eanu.<\/p>\n\n\n\n<p>Proiectul trenului metropolitan \u00een regiunea Bucure\u0219ti-Ilfov \u00eenseamn\u0103 pe l\u00e2ng\u0103 utilizarea infrastructurii existente \u0219i \u00eenfiin\u021barea unor g\u0103ri sau puncte de oprire noi. Multe ar urma s\u0103 fie construite \u00een parteneriat public-privat.<\/p>\n\n\n\n<p>\u201c<em>Acest tip de investi\u021bii a fost deblocat la nivel na\u021bional prin ordonan\u021ba care a creat cadrul constituirii de parteneriale \u00eentre autorit\u0103\u021bile locale direct sau prin asocia\u021biile de dezvoltate intercomunicare. Prim\u0103ria sau ADI-ul vin \u0219i stabilesc acest parteneriat public-privat, vin al\u0103turi de CFR cu competen\u021ba \u00een domeniul arhitectonic, urbanistic \u0219i de planificare transport. \u00cen final, nu capacitatea tehnica a CFR-ul trebuie pus\u0103 \u00een discu\u021bie. <\/em><strong><em>La nivelul Bucure\u0219tiului este constituit\u0103 o Direc\u021bie de Dezvoltare Feroviar\u0103 dedicat\u0103 trenului metropolitan unde sunt oameni cu competen\u021be din domeniul planific\u0103rii, din domeniul infrastructurii feroviare sau experien\u021b\u0103 \u00een marketing de transport public.<\/em><\/strong><\/p>\n\n\n\n<p><em>Au venit deja la noi la minister cu solicit\u0103rile de constituire oficial\u0103 a parteneriatelor dintre autoritatea central\u0103 \u0219i autoritatea local\u0103 sub egida c\u0103rora vor \u00eencepe licita\u021biile pentru proiectare, pentru lucr\u0103ri etc.&nbsp; <\/em><strong><em>Un punct de oprire poate s\u0103 coste undeva la 200 de mii de euro. Vorbim de un peron care s\u0103 aib\u0103 peste 150 de metri, ca sa poat\u0103 s\u0103 primeasc\u0103 \u0219i trenuri ceva mai lungi. Acestea trebuie s\u0103 aib\u0103 o anumit\u0103 \u00een\u0103l\u021bime, sisteme de informare electronic\u0103, trebuie s\u0103 fie integrate cu sistemul informatic al c\u0103ilor ferate, sisteme de ticketing, spa\u021bii de ad\u0103post etc.<\/em><\/strong><\/p>\n\n\n\n<p><em>Nu toate g\u0103rile au poten\u021bial de parteneriat public-privat. \u00cen cazul g\u0103rilor cu flux ceva mai mare de trafic care au nevoie de investi\u021bii substan\u021biale exist\u0103 interesul unor companii specializate \u00een dezvolt\u0103ri imobiliare, \u00een gestion\u0103ri de spa\u021bii comerciale, s\u0103 bage bani \u0219i ulterior s\u0103 recupereze prin servicii de alimenta\u021bie public\u0103. Indiferent de categoria lor tehnic\u0103 feroviar\u0103, <\/em><strong><em>aceste viitoare g\u0103ri trebuie s\u0103 devin\u0103 ni\u0219te puncte de interes ale localit\u0103\u021bii. Nu vom avea peroane uitate \u00een mijlocul c\u00e2mpului. Acestea vor fi integrate prin alei pietonale, sta\u021bii de transport public, sistem de iluminare adecvat ca s\u0103 te sim\u021bi confortabil, s\u0103 fie completate cu o mic\u0103 pia\u021bet\u0103 unde s\u0103 g\u0103se\u0219ti un chio\u0219c de unde s\u0103 iei o cafea, un suc, c\u00e2t a\u0219tep\u021bi trenul. <\/em><\/strong><em>\u00cen final cre\u0219te si pre\u021bul zonei pentru c\u0103 vorbim de conceptul de dezvoltare \u00een jurul transportului public. Sunt practic ni\u0219te vectori de dezvoltare iar asta nu e de ieri de ast\u0103zi.<\/em><\/p>\n\n\n\n<p><em>S\u0103 ne g\u00e2ndim ca Gara de Nord, la momentul c\u00e2nd a fost inaugurat\u0103 la 1872, era la periferia Bucure\u0219tiului iar ast\u0103zi este Centrul ora\u0219ului, la fel ca \u0219i fosta gar\u0103 Filaret. Spre exemplu, in istoria dezvoltatorii c\u0103ilor ferate din Marea Britanie dezvoltatori cump\u0103rau terenuri mari pe care ulterior le parcelau. Prezentau poten\u021bialilor cump\u0103r\u0103tori tipurile de case care pot fi construite acolo iar astfel au rezultat mici or\u0103\u0219ele \u00een jurul g\u0103rilor care au sus\u021binut financiar investi\u021bia feroviar\u0103.&nbsp;&nbsp;<\/em><\/p>\n\n\n\n<p><em>Acest proiect de tren metropolitan va contribui la rena\u0219terea acestui tip de serviciu. <\/em><strong><em>Este ultra-necesar, nu este un moft. Trebuie sa ie\u0219im din mitologia confortului pe care \u021bi-l ofer\u0103 ma\u0219ina personal\u0103.<\/em><\/strong><em> Indiferent daca e electric\u0103 sau nu, tot va fi o poluare prin blocarea drumurilor care trebuie s\u0103 fie din ce \u00een ce mai largi. Plus parc\u0103rile.<\/em><\/p>\n\n\n\n<p><em>De multe ori nu le luam \u00een considerare, dar dac\u0103 punem cap la cap experien\u021ba zilnic\u0103 pe care o avem o s\u0103 vedem c\u0103 de multe ori timpul pe care \u00eel petrecem utiliz\u00e2nd ma\u0219ina este mare chair \u0219i pe rute scurte.<\/em><\/p>\n\n\n\n<p><em>Prin trenul metropolitan, noi practic vorbim de un transport local, chiar \u0219i la distan\u021b\u0103 de 30-40 de kilometri de Bucure\u0219ti. Vrei s\u0103 r\u0103m\u00e2i la un spectacol, vrei s\u0103 ie\u0219i la o petrecere cu prieteni, ai treaba la birou p\u00e2n\u0103 mai t\u00e2rziu? Transportul public trebuie s\u0103 ofere predictibilitate.
