Disidentul a denun\u021bat, printr-o scrisoare trimis\u0103 c\u0103tre postul de radio Europa Liber\u0103, faptul c\u0103, dup\u0103 cutremurul din 1977, mii de cl\u0103diri au fost l\u0103sate neconsolidate din ordinul direct dat de Nicolae Ceau\u0219escu. Acordarea titlului este propus\u0103 chiar de primarul general, Nicu\u0219or Dan.&nbsp;<\/strong><\/strong><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Nu e deloc o coinciden\u021b\u0103 faptul c\u0103 ast\u0103zi, la aproape 45 de ani de la momentul 4 martie 1977, o mare parte din problema riscului seismic al Bucure\u0219tiului este prezentat tocmai de cl\u0103dirile la care Gheorghe Ursu se referea, f\u0103r\u0103 a Ie nominaliza explicit, \u00een scrisorile sale.&nbsp;<\/p><cite>Se arat\u0103 \u00een referatul de aprobare <\/cite><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Gheorghe Emil Ursu atr\u0103gea aten\u021bia \u00eenc\u0103 din 1977 asupra unei probleme care a r\u0103mas nerezolvat\u0103, chiar \u0219i la mai bine de 45 de ani de atunci. \u00cen continuare Capitala are sute de cl\u0103diri cu fa\u021bada c\u0103zut\u0103, iar restaur\u0103rile sunt am\u00e2nate de la o lun\u0103 la alta, fie din cauza c\u0103 nu sunt bani, fie c\u0103 proprietarii refuz\u0103 s\u0103 investeasc\u0103 \u00een ele. Multe dintre aceste \u201eproblem\u0103\u201d ale Bucure\u0219tiului sunt monumente istorice ale Capitalei declarate sau, dup\u0103 caz, \u00eenc\u0103 ne\u00eenscrise \u00een Lista Monumentelor Istorice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cazul lui Gheorghe Ursu a devenit cunoscut prin prisma cruzimii de care a dat dovad\u0103 Securitatea \u00een anchetarea sa, \u00eentr-o perioad\u0103 \u00een care regimul ceau\u0219ist trecuse de la represiunea \u201epe fa\u021b\u0103\u201d, la una ascuns\u0103. Pentru cei mul\u021bi, Ceau\u0219escu voia s\u0103 dea impresia c\u0103 se distan\u021base de politica represiv\u0103 din perioada lui Gheorghiu Dej.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gheorghe Ursu fost inginer constructor, scriitor \u015fi poet. A fost \u0219i unul dintre pu\u021binii care nu au acceptat s\u0103 g\u00e2ndeasc\u0103 dup\u0103 standardele regimului comunist, ci a scris \u0219i a vorbit liber, con\u0219tient de consecin\u021be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pe 21 septembrie 1985 a fost arestat, pe motiv c\u0103 de\u021binea 17 dolari. \u00cen realitate, a fost arestat \u00een urma denun\u0163ului f\u0103cut de una dintre colegele sale, care a intrat \u00een posesia jurnalului s\u0103u intim. Jurnalul avea 61 de caiete, peste 6000 de pagini, reprezent\u00e2nd \u00eensemn\u0103rile zilnice f\u0103cute \u00een perioada 1949-1984.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dup\u0103 arestare, a fost plasat \u00een aceea\u015fi celul\u0103 cu doi recidivi\u0219ti violen\u021bi, Marian Clit\u0103 \u015fi Gheorghe Radu, care l-au agresat continuu.
