Opt ani mai t\u00e2rziu, f<\/em><em>ostul lider al PSD, Liviu Dragnea, supralicita \u0219i declara c\u0103 p\u00e2n\u0103 \u00een 2020 Bucure\u0219tiul va avea o centur\u0103 la patru benzi, plus o autostrad\u0103 inel. \u0218i ca ei au fost mul\u021bi: politicieni care au f\u0103g\u0103duit la fiecare vizit\u0103 pe \u0219antier c\u0103 rezolv\u0103 problema cozilor kilometrice \u0219i a gropilor de pe centur\u0103. To\u021bi au uitat ce au promis imediat ce au urcat \u00eenapoi \u00een ma\u0219ina oficial\u0103. Cert este c\u0103 \u00een 2020, din cei 72 de kilometri de centur\u0103 tot 20 sunt moderniza\u021bi, \u00een timp ce la al\u021bi 9 kilometri se lucreaz\u0103 cu \u00eentreruperi de \u0219apte ani. Este adev\u0103rat c\u0103 \u00een ultimii ani s-au pornit proiectele de construire de pasaje \u0219i sensuri giratorii suspendate, care vor ajuta la fluidizarea traficul \u00een c\u00e2teva puncte cheie de pe centur\u0103, \u00eens\u0103 p\u00e2n\u0103 c\u00e2nd aceste lucr\u0103ri vor fi gata va mai dura. Autorit\u0103\u021bile sper\u0103 c\u0103 vor avansa mai repede \u0219antierele pentru construirea Autostr\u0103zii de Centur\u0103. Cele trei loturi din sud vor fi gata \u00een 2022-2023, spune CNAIR. O centur\u0103 modern\u0103 ar reprezenta o gur\u0103 de oxigen \u0219i pentru traficul din Capital\u0103.<\/em><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-background has-text-align-center has-very-light-gray-color has-vivid-red-background-color\">Dac\u0103 vrei s\u0103 afli mai multe despre subiectul transportului din Bucure\u0219ti,&nbsp;<a href=\"https:\/\/buletin.de\/bucuresti\/tag\/metropolitica\"><strong>cite\u0219te \u0219i restul articolelor din serie<\/strong><\/a>&nbsp;sau&nbsp;<strong><a href=\"https:\/\/www.facebook.com\/events\/689674491779233\/\">vino la dezbaterea din 26 februarie<\/a>.<\/strong><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>\u00centre 7 \u0219i 9 diminea\u021ba \u0219i \u00eentre 4 \u0219i 6 dup\u0103-amiaza numai \u0219ofer bucure\u0219tean s\u0103 nu fii. Un studiu realizat de compania<a href=\"https:\/\/www.tomtom.com\/en_gb\/traffic-index\/bucharest-traffic#statistics\"> TomTom<\/a> anul trecut arat\u0103 clar c\u0103 orice itinerariu de 30 de minute dureaz\u0103 diminea\u021ba 58 de minute, iar seara peste o or\u0103. Acela\u0219i studiu spune \u0219i c\u0103 bucure\u0219tenii pierd \u00eentr-un an 9 zile \u0219i 11 ore bloca\u021bi \u00een trafic. Pentru \u0219oferii care \u00ee\u0219i tocesc zilnic nervii pe str\u0103zile din Capital\u0103, cele 9 zile pierdute la volan st\u00e2nd pe loc sau \u00eenaint\u00e2nd cu viteza melcului pe artere sufocate de ma\u0219ini pot p\u0103rea pu\u021bine. \u0218i s-ar putea s\u0103 aib\u0103 dreptate. Un alt<a href=\"https:\/\/jaspers.eib.org\/publications\/European%20Investment%20Bank%20Annual%20Report%202018%20on%20JASPERS%20.pdf\"> raport<\/a> din 2018, de aceast\u0103 dat\u0103 \u00eentocmit de Banca European\u0103 de Investi\u021bii, spune c\u0103 un bucure\u0219tean irose\u0219te \u00een trafic 27 de zile dintr-un an. Cum am ajuns aici?&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u00cen primul r\u00e2nd, Bucure\u0219tiul este din ce \u00een ce mai mult un ora\u0219 al ma\u0219inilor.<a href=\"https:\/\/www.agerpres.ro\/economic-intern\/2020\/02\/05\/drpciv-aproape-1-46-milioane-de-autovehicule-inregistrate-in-bucuresti-in-2019-parcul-auto-national-a-crescut-cu-circa-7--443375\"> Datele<\/a> Direc\u0163iei Regim Permise de Conducere \u015fi \u00cenmatriculare a Vehiculelor (DRPCIV), arat\u0103 c\u0103 la finalul anului trecut, \u00een Capital\u0103, erau \u00eenmatriculate, aproape 1,46 milioane de ma\u0219ini, \u00een cre\u015ftere cu aproape 32% fa\u0163\u0103 de aceea\u015fi perioad\u0103 a anului precedent. Cu alte cuvinte, pe str\u0103zile \u0219i bulevardele Bucure\u0219tiului se \u00eenghesuie din ce \u00een ce mai multe autovehicule, \u0219i asta f\u0103r\u0103 a le lua \u00een calcul pe cele \u00eenmatriculate \u00een alte jude\u021be care circul\u0103 zi de zi \u00een Capital\u0103, o parte dintre ele doar tranzit\u00e2nd ora\u0219ul. \u0218oferii au \u0219i ei partea lor de responsabilitate pentru haosul de pe str\u0103zile Bucure\u0219tiului. Cei prea agresivi sau prea timizi pot cauza uneori blocaje \u00een trafic, deoarece fie conduc prea repede, fie prea \u00eencet, la fel \u0219i cei care parchez\u0103 f\u0103r\u0103 a \u021bine cont c\u0103 \u00eencurc\u0103 traficul \u0219i reduc vizibilitatea pentru al\u021bi \u0219oferi.<\/p>\n\n\n\n<p>Sigur c\u0103 \u0219i infrastructura Bucure\u0219tiului este deficitar\u0103, \u0219i c\u0103 realizarea de pasaje supra sau subterane \u0219i un sistem mai bun de management al traficului ar ajuta, dar nu despre asta este vorba \u00een acest articol. Ci despre ceea ce primarul general Gabriela Firea vrea, dar nu are \u00een administrare: centura Bucure\u0219tiului.&nbsp; Adic\u0103 acea arter\u0103 rutier\u0103, care, dac\u0103 ar fi modernizat\u0103, ar scapa ora\u0219ul cel pu\u021bin de traficul de tranzit, adic\u0103 de acele ma\u0219ini \u0219i \u0219oferi care traverseaz\u0103 ora\u0219ul ca s\u0103 nu piard\u0103 \u0219i mai mult timp bloca\u021bi pe o centur\u0103, care, pe mai bine de jum\u0103tate din lungimea ei, are doar o band\u0103 pe sens, de\u0219i este cel mai circulat drum al \u021b\u0103rii.<\/p>\n\n\n\n<p>Bucure\u0219tiul este un nod rutier extrem de important. Din Capital\u0103 pornesc 3 autostr\u0103zi &#8211; spre Pite\u0219ti, Ploie\u0219ti \u0219i Constan\u021ba &#8211; \u0219i nu mai pu\u021bin de 16 drumuri na\u021bionale, jude\u021bene \u0219i comunale.<\/p>\n\n\n\n<p>\u00centr-un<a href=\"http:\/\/www.codatu.org\/wp-content\/uploads\/Road-traffic-development-on-the-penetrating-arterial-in-the-municipality-of-Bucharest-Mircea-NICOLEAU-I.-MOLAN.pdf\"> articol<\/a> scris \u00eenc\u0103 din 2004 de M. Nicolau \u0219i I. Molan de la Asocia\u021bia Profesional\u0103 Drumuri \u0219i Poduri \u0219i Centrul de Studii Tehnice Rutiere \u015fi Informatic\u0103 (CESTRIN) printre solu\u021biile identificate pentru a reduce aglomera\u021bia de pe str\u0103zile Capitalei se num\u0103r\u0103:<\/p>\n\n\n\n<p>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; cre\u0219terea capacit\u0103\u021bii actualei \u0219osele de centur\u0103, care se poate face prin m\u0103rirea num\u0103rului de benzi \u0219i construirea de pasaje;<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; construirea unei noi centuri la profil de autostrad\u0103 care s\u0103 preia traficul de pe re\u021beaua de drumuri care p\u0103trund \u00een Capital\u0103 \u0219i care este complet dep\u0103\u0219it\u0103 \u00eenc\u0103 de acum 15 ani.<\/p>\n\n\n\n<p>Ce s-a f\u0103cut \u00een tot acest timp? Din p\u0103cate, prea pu\u021bine. Cine circul\u0103 pe centura Capitalei are toate motivele s\u0103 se pl\u00e2ng\u0103 de starea proast\u0103 a asfaltului, de aglomera\u021bie \u0219i de faptul c\u0103 to\u021bi mini\u0219trii Transporturilor au promis c\u0103 modernizeaz\u0103 cel mai important nod rutier al \u021b\u0103rii \u0219i nu au f\u0103cut mai nimic.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Centura se modernizeaz\u0103 greu<\/h2>\n\n\n\n<p>De\u0219i a fost nelipsit\u0103 din promisiunile tuturor politicienilor, indiferent de culoarea politic\u0103, centura Capitalei nu s-a schimbat mult \u00een ultimii 20 de ani. Din cei 72 de kilometri c\u00e2\u021bi are actuala centur\u0103, moderniza\u021bi sunt \u00een continuare doar 20, \u00eentre DN7 \u0219i DN2. Din toamna lui 2017, \u0219oferii circul\u0103, \u00eens\u0103, la dou\u0103 benzi pe sens \u0219i pe circa 8 kilometri din tronsonul dintre A1 (Autostrada Bucure\u0219ti-Pite\u0219ti) \u0219i DN7.<\/p>\n\n\n\n<p>\u00b7 &nbsp;  <strong>A1-DN7<\/strong><br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Lungime: 8,7 km<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Constructor: S.C. Delta A.C.M. 93 SRL &amp; AZVIRT LLC &amp; S.C. MAXIDESIGN S.R.L.<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Valoare contract: 106,6 milioane lei<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Contract semnat \u00een 2011<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Lucr\u0103rile au \u00eenceput efectiv \u00een 2013<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Contract reziliat \u00een iunie 2019<\/p>\n\n\n\n<p>Inagurarea a f\u0103cut-o chiar ministrul Transporturilor de la acea vreme, R\u0103zvan Cuc, care declara <strong>\u201e<\/strong>exact a\u015fa cum am promis, am \u015fi realizat\u201d. Numai c\u0103 lucr\u0103rile nu erau gata. \u0218i nu sunt nici acum. Au \u00eenghe\u021bat la 86% din iunie anul trecut, c\u00e2nd Compania de Administrare a Infrastructurii Rutiere (CNAIR) a reziliat contractul cu drumarul responsabil de modernizarea celor aproape 9 kilometri de \u0219osea. Motivele le afl\u0103m chiar de la CNAIR: neefectuarea remedierilor cerute la lucr\u0103ri, neexecutarea lucr\u0103rilor din contract \u0219i p\u0103r\u0103sirea \u0219antierului.<\/p>\n\n\n\n<p>Sigur c\u0103 \u201ece a promis \u0219i a realizat\u201d fostul ministru Cuc nu era ceea ce<a href=\"https:\/\/jurnalul.antena3.ro\/stiri\/politica\/gabriela-firea-despre-centura-capitalei-va-garantez-finalizarea-acestui-obiectiv-728616.html\"> promitea<\/a> Gabriela Firea la un post de televiziune, \u00een 2016, atunci c\u00e2nd partidul s\u0103u se preg\u0103tea de alegeri: &#8220;Cu un Guvern PSD &#8211; ALDE, care a adus cre\u015ftere economic\u0103 de fiecare dat\u0103 c\u00e2nd s-a aflat la guvernare, pot s\u0103 realizez mult mai multe lucruri \u015fi m\u0103 refer \u00een special la centura capitalei, pentru care anul acesta nu s-a f\u0103cut niciun progres. Nu se poate s\u0103 fim o capital\u0103 european\u0103 f\u0103r\u0103 centur\u0103. Acesta este un obiectiv al Ministerului Transporturilor, aflat \u00een subordinea Guvernului. Care este stadiul s\u0103u acum, la aproape 8 luni de la rezilierea contractului? \u201eA fost demarat\u0103 procedura de achizi\u021bie public\u0103 pentru servicii de expertizare tehnic\u0103, din punct de vedere cantitativ \u0219i calitativ, a lucr\u0103rilor executate. Dup\u0103 emiterea Raportului expertizei tehnice \u0219i stabilirea cantit\u0103\u021bilor de lucr\u0103ri r\u0103mase de executat \u0219i a lucr\u0103rilor de remediere a lucr\u0103rilor deja executate de c\u0103tre vechiul antreprenor, se va proceda la demararea procedurii de achizi\u021bie public\u0103 pentru execu\u021bie lucr\u0103ri &#8211; rest de executat\u201d, spun cei de la CNAIR \u00eentr-un<a href=\"http:\/\/www.cnadnr.ro\/sites\/default\/files\/STADIULPROIECTELORINDERULARE.pdf\"> document<\/a> publicat pe propriul site.<\/p>\n\n\n\n<p>Potrivit CNAIR, printre lucr\u0103rile r\u0103mase de executat sunt: a\u0219ternerea stratului de uzur\u0103, relocarea unor utilit\u0103\u021bi, realizarea de marcaje, amenajarea unor alveole \u0219i amenajarea intersec\u021biei de la Dragomire\u0219ti.<\/p>\n\n\n\n<p>C\u00e2nd ar putea fi gata, totu\u0219i, modernizarea por\u021biunii de centur\u0103 dintre A1 \u0219i DN7? \u0218efii de la Drumuri spun 2022.<\/p>\n\n\n\n<p>Un alt tronson cu o istorie la fel de zbuciumat\u0103 este \u0219i cel dintre DN2 \u0219i A2 (Autostrada Bucure\u0219ti-Constan\u021ba). De lucr\u0103rile de l\u0103rgire a celor 11 kilometri \u0219i jum\u0103tate de centur\u0103 trebuia s\u0103 se ocupe, potrivit contractului semnat \u00een 2012, firma Tehnologica Radion a omului de afaceri rom\u00e2n Theodor Berna. \u00cen 2014 acesta a fost arestat \u00eentr-un dosar de evaziune fiscal\u0103, iar firma sa a intrat \u00een insolven\u021b\u0103 \u0219i a \u00eencetat lucrul la centur\u0103. A\u0219a c\u0103 \u00een februarie 2015, Compania de Drumuri a pus cap\u0103t acestui contract.<\/p>\n\n\n\n<p>Un nou constructor a fost desemnat \u00een februarie 2018. CNAIR a anun\u021bat atunci c\u0103 bucata de centur\u0103 va fi modernizat\u0103 de chinezii de la Sinohydro \u0219i rom\u00e2nii de la Nord Vest Infrastructur\u0103 \u0219i Servici pentru 233,04 milioane lei, f\u0103r\u0103 TVA. \u00cen urma unor contesta\u021bii \u0219i reevalu\u0103ri a ofertelor depuse, c\u00e2\u0219tig\u0103tori au fost desemna\u021bi p\u00e2n\u0103 la urm\u0103 italienii de la Tirrena Scavi.<\/p>\n\n\n\n<p>\u00b7 &nbsp;  <strong>DN2-A2<\/strong><br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Lungime: 11,5 km<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Constructor: Tirrena Scavi<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Valoarea estimat\u0103 a contractului: 340 milioane lei<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Termen de finzalizare estimat: 2021<\/p>\n\n\n\n<p>Pentru a ajuta la fluidizarea traficului \u00een c\u00e2teva zone cheie ale centurii, CNAIR a scos \u00een ultimii ani la licita\u021bie realizarea mai multor pasaje \u0219i sensuri giratorii suspendate. Dou\u0103 dintre ele, cele de la intersec\u021biile cu DN4 (Olteni\u021bei) \u0219i DJ401 (Berceni) au fost scoase la licita\u021bie \u00een mai 2017. Contractele au fost semnate abia anul trecut \u0219i ambele se afl\u0103 \u00een stadiul de proiectare.<\/p>\n\n\n\n<p>\u00b7 &nbsp;  <strong>Pasaj Olteni\u021ba<\/strong><br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Constructor: Itinera SpA<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Valoare contract: 169,5 milioane lei<br><br>\u00b7 &nbsp;  <strong>Pasaj Berceni<\/strong><br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Constructor: S.C. TRAMECO S.A. &#8211; VAHOSTAV &#8211; SK, a.s. &#8211; CONSTRUCTII ERBASU S.A. &#8211; GRAFIC TENDS S.R.L. S.C. (Lider de asociere TRAMECO S.A.)<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Valoare contract: 146 milioane lei<\/p>\n\n\n\n<p>Ceva mai avansat este pasajul Mogo\u0219oaia, peste DN1A, unde constructorul a finalizat proiectul tehnic. Nu a deschis \u00eenc\u0103 \u0219antier \u00een zon\u0103, dar a \u0219i cerut \u0219i a \u0219i primit aprobarea s\u0103 termine lucrarea cu 100 de zile mai t\u00e2rziu dec\u00e2t scria \u00een contract.<\/p>\n\n\n\n<p>Unul dintre motive: eliberarea cu o \u00eent\u00e2rziere de 38 de zile a certificatului de urbanism de c\u0103tre Prim\u0103ria Municipiului Bucure\u0219ti, spun cei de la CNAIR. Cel\u0103lalt motiv este necesitatea leg\u0103rii pasajului prin bretelele 5 \u0219i 6 la centura existent\u0103 a Bucure\u0219tiului pe rela\u021bia Chitila, lucr\u0103ri care nu erau prev\u0103zute \u00een contract.<\/p>\n\n\n\n<p>\u00b7 &nbsp;  <strong>Pasaj Mogo\u0219oaia<\/strong><br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Constructor: SC STRABAG SRL<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Valoarea contractului: 32,26 milioane lei<br>&#8211;&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Termen de finalizare estimat: 2021<\/p>\n\n\n\n<p>Tot \u00een 2021, \u00een septembrie, ar trebui finalizat \u0219i pasajul Domne\u0219ti, care va alea o lungime de 700 de metri.
