Planul de Mobilitate Urban\u0103 Durabil\u0103 2016-2030 (PMUD) a fost aprobat, \u00eens\u0103 rezultatele pentru bucure\u0219teni au r\u0103mas la stadiul de hashtag.<\/p>\n\n\n\n<p>Utopia din PMUD prezenta o viziune minunat\u0103: infrastructur\u0103 pentru biciclete de 250 km \u00een Bucure\u0219ti \u0219i \u00een Ilfov, 100 km de re\u021bea de agrement pentru biciclete, trafic de biciclete integrat cu vehiculele, biciclete \u00eencorporate \u00een re\u021beaua de transport local, sute de parc\u0103ri pentru biciclete, totul cu finan\u021b\u0103ri de aproximativ 50 de milioane de EURO. Etapa 1, cea care prevedea implement\u0103rile pe termen scurt, adic\u0103 realizarea a 12 proiecte prioritare cu piste de 60 km, a avut o durat\u0103 de execu\u021bie de 2 ani, p\u00e2n\u0103 \u00een aprilie 2019. \u00cen ce stadiu se afl\u0103 implementarea? Cam la fel ca atunci c\u00e2nd s-a scris utopia. Cei 67 de km m\u0103sura\u021bi dus \u00eentors trebuiau s\u0103 fie gata \u00een 4 luni. <strong>Nu au fost<\/strong>. Un an mai t\u00e2rziu, \u00een mai 2019, Ministerul Mediului a oferit Prim\u0103riei 45 milioane de lei pentru implementarea unui sistem de transport cu bicicleta \u00een zona central\u0103 a Capitalei. Proiectul prevede 48 km de piste \u0219i 420 locuri de parcare, menite s\u0103 fie gat\u0103 \u00een 6 luni<strong>. Nu au fost<\/strong>. Bicicli\u0219tii \u201ese bucur\u0103\u201d \u00een continuare de aproximativ 10 km de piste plus 0.5 km noi, mediatiza\u021bi \u0219i promova\u021bi de Firea acum c\u00e2teva luni pe re\u021belele social media.<\/p>\n\n\n\n<p>Pistele de biciclete nu lipsesc \u00een totalitate din Capital\u0103; trotuarele vopsite cu linii verzi sau galbene, \u0219tan\u021bate din loc \u00een loc cu o biciclet\u0103 alb\u0103, au devenit at\u00e2t de familiare ochilor \u00eenc\u00e2t nimeni nu le mai respect\u0103. De ce? Pentru c\u0103 seam\u0103n\u0103 mai mult cu o curs\u0103 de obstacole dec\u00e2t cu o pist\u0103 rezervat\u0103 ciclismului, cu borduri \u00eenalte, chio\u0219curi de ziare, st\u00e2lpi \u0219i ma\u0219ini parcate fix pe mijlocul traseului. <\/p>\n\n\n\n<div style=\"max-wdith: 560px; display: block; margin: 10px auto;\">\n<iframe src=\"https:\/\/www.facebook.com\/plugins\/video.php?href=https%3A%2F%2Fwww.facebook.com%2Festidinsectorul5%2Fvideos%2F2876255422437702%2F&#038;show_text=1&#038;width=560\" width=\"560\" height=\"426\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowTransparency=\"true\" allow=\"encrypted-media\" allowFullScreen=\"true\"><\/iframe>\n<\/div>\n\n\n\n<p>Pe \u0218oseaua\nPantelimon, povestea pistei de biciclete e o emblem\u0103 a e\u0219ecului autorit\u0103\u021bilor\nlocale care ar putea s\u0103 poarte numele \u201eBani arunca\u021bi pe fereastr\u0103\u201d. Primele\nsegmente de pist\u0103 erau gata \u00een vara anului 2013. Trei ani mai t\u00e2rziu au \u00eenceput\ns\u0103 apar\u0103 indicatoarele rutiere \u0219i marcajele. Existen\u021ba semnelor de circula\u021bie\n\u00eensemna, conform legii, c\u0103 bicili\u0219tii trebuie s\u0103 le respecte \u0219i, deci, s\u0103 utilizeze\npista. <\/p>\n\n\n\n<p>Avocatul Adrian Rista, membru al Comunit\u0103\u021bii Bicicli\u0219tilor din Bucure\u0219ti, \u00eempreun\u0103 cu un prieten au decis atunci, \u00een 2016, s\u0103 verifice dac\u0103 au fost respectate reglement\u0103rile legale. Au controlat metru cu metru, la propriu \u0219i la figurat, calitatea lucr\u0103rii pe ambele sensuri. Ce au descoperit nu a fost o surpriz\u0103 pentru c\u0103 se putea vedea deja cu ochiul liber: pista de biciclet\u0103 \u00een care s-au investit sute de mii de euro punea \u00een pericol via\u021ba bicicli\u0219tilor. Pentru a se scuza, autorit\u0103\u021bile locale au spus c\u0103 la momentul respectiv pista era \u00eenc\u0103 \u0219antier. \u00cen acela\u0219i timp, nu exista nicio semnalizare privind interdic\u021bia folosirii pistei.<\/p>\n\n\n\n<div style=\"max-width: 500px; display: block; margin: 0 auto;\">\n<iframe src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2FCBBuc%2Fphotos%2Fa.1070945016319118%2F1070946289652324%2F%3Ftype%3D3&#038;width=500\" width=\"500\" height=\"502\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowTransparency=\"true\" allow=\"encrypted-media\"><\/iframe>\n<\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201eIni\u021bial, primarul general interimar Sava d\u0103duse liber la circula\u021bie pe acolo, am sesizat poli\u021bia rutier\u0103, le-a \u00eenchis. Dup\u0103 asta am m\u0103surat ca s\u0103 r\u0103m\u00e2n\u0103 \u00eenchise \u0219i a\u0219a au r\u0103mas p\u00e2n\u0103 azi. Sanc\u021biuni nu \u0219tiu dac\u0103 s-au dat, dar nu prea cred.\u201d <\/p><cite> Avocat Adrian Rista <\/cite><\/blockquote>\n\n\n\n<p>Patru ani mai t\u00e2rziu \u0219i multe milioane de lei \u00een minus, Adrian Rista spune c\u0103 situa\u021bia pistelor e simpl\u0103: sunt insuficiente. PMUD a r\u0103mas la stadiul de plan pentru c\u0103 Prim\u0103ria refuz\u0103 s\u0103 \u00eel pun\u0103 \u00een aplicare \u0219i s\u0103 extind\u0103 re\u021beaua, \u00eens\u0103 experien\u021ba lui proprie este c\u0103 se circul\u0103 mai bine de la an la an, chiar \u0219i \u00een lipsa infrastructurii. Ceea ce este un mare risc.<\/p>\n\n\n\n<p>Un <a href=\"https:\/\/etsc.eu\/wp-content\/uploads\/PIN-Flash-38_FINAL.pdf\">raport din ianuarie 2020<\/a> f\u0103cut de European Transport Safety Council ne pune fa\u021b\u0103 \u00een fa\u021b\u0103 cu o realitate dur\u0103 despre care se vorbe\u0219te prea pu\u021bin: \u00een UE, din 2010 p\u00e2n\u0103 \u00een 2018, au murit aproape 20 de mii de cicli\u0219ti prin coliziuni \u00een trafic. Rom\u00e2nia e pe locul 2 la cel mai ridicat nivel de mortalitate, dup\u0103 Olanda. Lipsa unei infrastructuri de ciclism se observ\u0103 \u00een datele statistice: 75% dintre decesele din Rom\u00e2nia se produc \u00een mediul urban.<\/p>\n\n\n\n<p>Din p\u0103cate,\npoveste pistei de pe \u0218oseaua Pantelimon este, de fapt, doar un capitol din\nmarea istorie a Capitalei. De-a lungul timpului, reprezentan\u021bii Capitalei au\nirosit milioane de Euro cu piste de biciclete construite prost. \u00cen 2008 \u0219i 2010\nAdministra\u021bia Str\u0103zilor a primit 11 milioane de Euro de la PMB pentru amenajarea\na 122 km de piste. Mai bine de 80% din km realiza\u021bi au fost \u00eenchi\u0219i de Poli\u021bia\nRutier\u0103 \u00een 2012, \u00eens\u0103 urmele lor sunt peste tot \u00een Bucure\u0219ti. Dac\u0103 sta\u021biile de\nautobuz sau copacii din mijlocul pistei nu sunt de ajuns, autorit\u0103\u021bile au\nmontat c\u00e2teva indicatoare care \u00eei avertizeaz\u0103 pe bicicli\u0219ti s\u0103 nu circule pe\ndrumurile marcate chiar de ele, ani \u00een urm\u0103.<\/p>\n\n\n\n<p>\u00centr-un articol anterior am scris despre congestia din Bucure\u0219ti. Conform TomTom, \u00een 2019, un bucure\u0219tean a petrecut, \u00een medie, mai mult cu 9 zile \u0219i 11 ore \u00een trafic din cauza congestiei. \u00cen acest timp ar fi putut s\u0103 asculte de 4365 de ori piesa Imagine a lui John Lennon, s\u0103 g\u0103teasc\u0103 6568 de cl\u0103tite \u0219i 10930 de pr\u0103jiturile sau s\u0103 planteze 228 copaci. Ciclismul ar fi o parte din solu\u021bia reducerii traficului.<\/p>\n\n\n\n<p>Un <a href=\"http:\/\/h2020-flow.eu\/\">raport din 2020<\/a> realizat \u00een cadrul proiectului\nFlow, proiect finan\u021bat de Uniunea European\u0103, prezint\u0103 c\u00e2teva dintre efectele pe\ncare ciclismul le are asupra congestiei. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u00cen\nCopenhaga, \u00eembun\u0103t\u0103\u021birea infrastructurii de biciclete a dus la reducerea cu 45%\na traficului \u0219i la un transport \u00een comun mult mai rapid;<\/li><li>\u00cen zona\nRuhr din Germania, re\u021beaua de biciclete bine pus\u0103 la punct a redus num\u0103rul de\nc\u0103l\u0103torii zilnice cu ma\u0219ina p\u00e2n\u0103 la 50.000;<\/li><li>\u00cen\nBordeaux programele de \u00eenchiriat biciclete au u\u0219urat congestia din timpul\norelor de v\u00e2rf;<\/li><li>\u00cen\nWashington DC congestia a fost redus\u0103 cu 4% cu ajutorul programelor de <em>bike-sharing;<\/em><\/li><li>\u00cen\nNew York, pistele noi de biciclete reduc num\u0103rul de c\u0103l\u0103torii cu vehiculul\npropriu p\u00e2n\u0103 la 35%.<\/li><\/ul>\n\n\n\n<p>Respectarea\nproiectelor din PMUD ar fi pus \u0219i Bucure\u0219ti pe lista ora\u0219elor care au\nbeneficiat de sc\u0103derea nivelului de congestie, \u00eens\u0103 dezinteresul autorit\u0103\u021bilor \u0219i\ninteresele personale pe termen scurt sunt mai importante. Exist\u0103 \u0219i cazul\nviceprimarului Bucure\u0219tiului, Aurelian B\u0103dulescu, unde nu se pune problema de\ndezinterez, c\u00e2t mai mult de sc\u00e2rb\u0103 \u0219i aversiune. El \u0219i-a spus p\u0103rerea f\u0103r\u0103\ndezinhibi\u021bii anul trecut, la emisiunea \u201e\u00cen comunitate\u201d de la Bucure\u0219ti FM.<\/p>\n\n\n\n<p>\u201eDac\u0103 dumneavoastr\u0103 a\u021bi lucra, s\u0103 spunem, a\u021bi fi avocat, \u0219i vre\u021bi s\u0103 merge\u021bi cu bicicleta. Dom\u2019le, dar nu pu\u021bi c\u00e2nd ajungi la tribunal de la mersul pe biciclet\u0103?
