Declarativ, toate veniturile ob\u021binute din v\u00e2nzarea biletelor sunt investite \u00een eficien\u021ba \u0219i furnizarea adecvat\u0103 a serviciului de transport STB. Aceste venituri, \u00eens\u0103, scad pe an ce trece. Chiar dac\u0103 pare simplu, mai mul\u021bi factori \u0219i decizii luate de-a lungul timpului au adus STB-ul \u00eentr-un impas. <\/em><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-background has-text-align-center has-very-light-gray-color has-vivid-red-background-color wp-block-paragraph\">Dac\u0103 vrei s\u0103 afli mai multe despre subiectul transportului din Bucure\u0219ti,&nbsp;<a href=\"https:\/\/buletin.de\/bucuresti\/tag\/metropolitica\"><strong>cite\u0219te \u0219i restul articolelor din serie<\/strong><\/a> sau&nbsp;<strong><a href=\"https:\/\/www.facebook.com\/events\/689674491779233\/\">vino la dezbaterea din 26 februarie<\/a>.<\/strong><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pre\u021bul biletelor \u0219i a abonamentelor STB sunt la fel de 12 ani, din 2008<\/strong>. De atunci \u0219i p\u00e2n\u0103 acum, Regia Autonom\u0103 de Transport Bucure\u0219ti (RATB), actuala Societate de Transport Bucure\u0219ti,&nbsp; a cerut constant cre\u0219terea tarifelor de c\u0103l\u0103torie. Solicit\u0103rile au r\u0103mas f\u0103r\u0103 vreun r\u0103spuns din partea Municipalit\u0103\u021bii. Una dintre aceste cereri a fost \u00eenaintat\u0103 \u00een 2010, atunci c\u00e2nd cota de TVA a fost majorat\u0103 de la 19% la 24%. A r\u0103mas f\u0103r\u0103 r\u0103spuns, iar asta a provocat o influen\u021b\u0103 financiar\u0103 negativ\u0103 de 5% \u00een volumul \u00eencas\u0103rilor ob\u021binute din bilete. \u00cen prezent TVA-ul a sc\u0103zut din nou la 19%.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201eTarifele practicate \u00een prezent de RATB nu asigur\u0103 recuperarea costurilor de transport efectuate.\u201d <\/p><cite> AMRSP-Studiu de oportunitate privind reorganizarea RATB 2016 <\/cite><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Principala surs\u0103 de finan\u021bare a STB sunt subven\u021biile aprobate de Consiliul Local.* Suma acestora acoper\u0103 noi investi\u021bii \u0219i diferen\u021ba de tarif (costul nerecuperat) \u0219i a gratuit\u0103\u021bilor. Costurile anuale nerecuperate, de sute de milioane de lei, au un impact major asupra performan\u021bei economice a Societ\u0103\u021bii de Transport. Pentru ca STB s\u0103 poat\u0103 func\u021biona, Prim\u0103ria trebuie s\u0103 acopere aceste costuri din bani publici. A\u0219a s-a ajuns ca, \u00een 2018, aproape 70% din veniturile STB s\u0103 fie, de fapt, subven\u021bii. \u00cen 2019 procentul a crescut la 80%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prim\u0103ria nu subven\u021bioneaz\u0103 doar abonamentele studen\u021bilor, ale veteranilor de r\u0103zboi, ale angaja\u021bilor de la PMB \u0219i ale altor categorii profesionale favorizate, dar \u0219i abonamentele nominale \u0219i nenominale. Pentru un abonament nominal pe toate liniile, bucure\u0219tenii pl\u0103tesc 50 de lei. Condi\u021biile proaste \u0219i impredictibilitatea programului \u00eei face pe oameni s\u0103 renun\u021be la transportul \u00een comun \u0219i s\u0103 foloseasc\u0103 un vehicul propriu. \u00cen acela\u0219i timp, gradul de subven\u021bionare \u00ee\u0219i p\u0103streaz\u0103 valoarea ridicat\u0103, dar \u00eencas\u0103rile din v\u00e2nzarea abonamentelor \u0219i a biletelor sunt \u00eentr-un trend descresc\u0103tor de la un an la altul. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acest lucru face ca STB s\u0103 fie din ce \u00een ce mai dependent\u0103 de Municipalitate \u0219i de subven\u021bii. Astfel se ajunge \u00eentr-un impas financiar deoarece Prim\u0103ria uneori \u00eent\u00e2rzie cu plata subven\u021biilor. De exemplu, \u00een 2014, Prim\u0103ria a dat RATB-ului o subven\u021bie mai mic\u0103 cu 10 milioane de lei fa\u021b\u0103 de suma total\u0103 aferent\u0103 acelui an \u0219i a pl\u0103tit diferen\u021ba abia \u00een 2015. Totodat\u0103, de\u0219i Societatea de Transport transmite c\u0103tre Prim\u0103rie un necesar de subven\u021bie, deseori ea prime\u0219te mai pu\u021bin dec\u00e2t cere.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201e<em>Pe fondul insuficien\u021bei subven\u021biilor alocate de CGMB, \u0219i a unui nivel al tarifelor inadecvat, regia se confrunt\u0103 cu probleme majore \u00een asigurarea unor servicii de transport la un nivel satisf\u0103c\u0103tor.\u201d<\/em> <\/p><cite> AMRSP-Studiu de oportunitate privind reorganizarea RATB 2016 <\/cite><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Recent, Andrei Creci, directorul STB, a declarat pentru Agerpres c\u0103 STB a solicitat recent cre\u015fterea tarifului de c\u0103l\u0103torie, \u00een condi\u021biile \u00een care acest lucru ar aduce venituri \u00een plus cu 6-7 milioane de lei. Conform regulamentului, pentru a \u00eenainta o astfel de solicitare este nevoie de un studiu de oportunitate care s\u0103 justifice propunerea de modificare. Am luat leg\u0103tura cu reprezenta\u021bii STB pentru a afla dac\u0103 a fost \u00eentocmit studiul, \u00eens\u0103 ni s-a refuzat accesul la aceast\u0103 informa\u021bie. Mai mult, propunerea de cre\u0219tere de la 1.3 la 2.5 lei a fost una \u201eorientativ\u0103\u201d, care se bazeaz\u0103 pe exemplul ora\u0219ului Craiova, nicidecum pe o analiz\u0103. Ini\u021bial director STB Andrei Creci a fost de acord s\u0103 ne r\u0103spund\u0103 la \u00eentreb\u0103ri pentru a clarifica subiectul, \u00eens\u0103 dup\u0103 nu am mai putut s\u0103 \u00eel contact\u0103m.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201e<em>Actuala STB SA nu are atribu\u0163ii \u00een ceea ce prive\u015fte stabilirea tarifului de c\u0103l\u0103torie, acestea fiind de competen\u0163a Asocia\u0163iei de Dezvoltare Intercomunitar\u0103 pentru Transport Public Bucure\u015fti &#8211; Ilfov (TPBI) \u015fi a Prim\u0103riei Municipiului Bucure\u015fti. A\u015fadar, Directorul General a men\u0163ionat <\/em>[\u00een interviul Agerpres]<em> cu titlu orientativ valoarea de 2,5 lei\/c\u0103l\u0103torie, acest tarif fiind prezentat doar ca un exemplu, fiind tariful practicat \u00een Craiova.\u201d <\/em><\/p><cite> Socitatea de Transport Bucure\u0219ti <\/cite><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Cre\u0219terea tarifului de c\u0103l\u0103torie ar putea fi un prim pas c\u0103tre c\u00e2\u0219tigarea unui grad de autonomie mai ridicat al STB. Acest lucru, \u00eens\u0103, nu poate avea loc f\u0103r\u0103 implementarea altor m\u0103suri, cum ar fi cre\u0219terea calit\u0103\u021bii \u0219i sc\u0103derea polu\u0103rii. P\u00e2n\u0103 atunci, STB se t\u00e2r\u00e2ie de azi pe m\u00e2ine, ca tot bucure\u0219teanul \u00een trafic. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>*Odat\u0103 cu transformarea Regiei de Transport \u00een Societate, sumele acordate de PMB nu se mai numesc subven\u021bii, ci compensa\u021bii.
