Prim\u0103ria Bucure\u0219ti e responsabil\u0103 de remedierea situa\u021biei, \u00eens\u0103 nu \u00ee\u0219i respect\u0103 planurile pe care le-a aprobat \u00een urm\u0103 cu doi ani.<\/em><\/p>\n\n\n\n<p>Pe l\u00e2ng\u0103 Societatea de Transport Bucure\u0219ti (STB), re\u021beaua de transport public Ilfov-Bucure\u0219ti este sus\u021binut\u0103 de operatori interni \u0219i de c\u0103tre operatori priva\u021bi. \u00cen principal serviciile func\u021bioneaz\u0103 pe coridoarele majore de intrare \u00een Capital\u0103, iar traseele conecteaz\u0103 doar c\u00e2teva localit\u0103\u021bi din Ilfov (deseori doar un ora\u0219 sau o comun\u0103). Multe localit\u0103\u021bi nu beneficiaz\u0103 de transport public.<\/p>\n\n\n\n<p>\u00cen jude\u021bul Ilfov se afl\u0103 8 ora\u0219e \u0219i 32 de comune care alc\u0103tuiesc \u00eempreun\u0103 40 de unit\u0103\u021bi teritorial-administrative. Prim\u0103ria Bucure\u0219ti \u0219tie, dar ignor\u0103. <\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Departe de UE, aproape de Ilfov<\/h2>\n\n\n\n<p>Programul integrat al Prim\u0103riei din 2018 prevedea ca RATB, actualul STB, s\u0103 preia traseele operate de priva\u021bi. Totu\u0219i, pentru anul 2020, ARR a eliberat 28 de licen\u021be pentru firme care se ocup\u0103 de transport \u00een zona Ilfov-Bucure\u0219ti. De mai bine de 10 ani \u0219i chiar \u0219i \u00een prezent, operatorii priva\u021bi din zona metropolitan\u0103 \u00eencalc\u0103 Regulamentul UE. <\/p>\n\n\n\n<p>Conform Regulamentului, PMB trebuie s\u0103 \u00eencheie contracte de servicii publice cu reguli bine determinate, s\u0103 stabileasc\u0103 costul lei\/km \u0219i subven\u021bia. \u00cen schimb, tot ceea ce se \u0219tiu c\u0103l\u0103torii despre programul de transport al operatorilor priva\u021bi sunt capetele de traseu, nici vorb\u0103 de sta\u021bii. Nici programul nu este bine stabilit; cea mai bun\u0103 surs\u0103 de informa\u021bie r\u0103m\u00e2ne \u0219oferul, acela\u0219i care decide de multe ori dac\u0103 are chef sau nu s\u0103 fac\u0103 o curs\u0103. Societ\u0103\u021bile private [\u2026] func\u021bioneaz\u0103 pe baza licen\u021belor emise \u0219i prelungite de Autoritatea Rutier\u0103 Rom\u00e2n\u0103.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">C\u0103l\u0103torii ies \u00een minus, dar cine iese pe plus?<\/h2>\n\n\n\n<p>O mare parte dintre cei 28 de operatori priva\u021bi care au primit licen\u021b\u0103 de la ARR pe anul 2020 au \u00een spate oameni de afaceri, membri PSD \u0219i beneficiari de contracte publice de zeci de mii de lei. Dac\u0103 PMB ar fi respectat planul de preluare a traseelor private, at\u00e2t STB c\u00e2t \u0219i c\u0103l\u0103torii ar fi avut de c\u00e2\u0219tigat. Veniturile ar fi crescut, calitatea ar fi crescut \u0219i, poate, traficul ar fi sc\u0103zut. Lucrurile r\u0103m\u00e2n, \u00eens\u0103, aproape la fel ca \u00een urm\u0103 cu 20 de ani.<\/p>\n\n\n\n<p>Dou\u0103 nume frecvente sunt Cobrescu Ilie \u0219i Vasile Cornel. Ei beneficiaz\u0103 sau au beneficiat la un moment dat de sumele \u00eencasate de trei firme private de transport comun: Millenium Trans Impex, Snake Trans \u0219i Allegro Maxi Taxi. Cobrescu Ilie a fost pre\u0219edintele Federa\u021biei Na\u021bionale Patronale a Transportatorilor Rom\u00e2ni, acum este reprezentant al Confedera\u021biei \u201ePatronatul Rom\u00e2n\u201d la Ministerul Transporturilor. Vasile Cornel, membru PSD, a fost condamnat \u00een 2016 pentru efectuarea de opera\u021biuni financiare incompatibile cu func\u021bia pe care o \u00eendeplinea, adic\u0103 \u0219ef al G\u0103rzii de Mediu Ialomi\u021ba.<\/p>\n\n\n\n<p>Nu este un caz particular ca numele unui asociat s\u0103 se reg\u0103seasc\u0103 la mai multe firme private. La fel se \u00eent\u00e2mpl\u0103 cu R\u00eezea Dorel, proprietar RIDM Impex \u0219i fost administrator Allegro Maxi Taxi. Visual Investigative Scenarios platform<\/a> <\/figcaption><\/figure><\/div>\n\n\n\n<p>Oamenii politici nu \u00eent\u00e2rzie s\u0103 \u00ee\u0219i fac\u0103 apari\u021bia: primarul Comunei Stoene\u0219ti, Giurgiu, afiliat PSD, este proprietarul Omerta Impex, iar un fost consilier local la Prim\u0103ria Balote\u0219ti din Ilfov, Stoian Sorinel Ionel, de\u021bine Axi Tour Izi.<\/p>\n\n\n\n<p>Pre\u0219edintele Federa\u021biei\nPatronale a Transportatorilor din Rom\u00e2nia, prim-vicepre\u0219edintele Confedera\u021biei\nC.O.T.A.R. \u0219i cunoscutul om de afaceri, Ion Comu\u0219i, a primit licen\u021b\u0103 de la ARR\npentru firma CDI Transport Intern \u0219i Interna\u021bional. Pe l\u00e2ng\u0103 licen\u021b\u0103, el a\nprimit \u0219i contracte publice, majoritatea \u00eencheiate cu Direc\u021bia General\u0103 de\nAsisten\u021b\u0103 Social\u0103 \u0219i Protec\u021bia Copilului Sector 2. Cel mai mare contract\ndep\u0103\u0219e\u0219te suma de 2.000.000 lei \u0219i a avut loc \u00een 2008.<\/p>\n\n\n\n<p>\u00cen zona c\u00e2\u0219tig\u0103torilor de achizi\u021bii\npublice se \u00eencadreaz\u0103 Ionadi Prodcom Serv \u0219i Madcom DLS Impex. Ambele au\nasigurat transport pentru Clubul Sportiv Municipal Bucure\u0219ti (CSMB), un\ncontract \u00een valoare de peste 800.000 de lei. Al\u0103turi de ei apare \u0219i firma\nCarpacia Dacia Nemuritoare, despre care Buletin de Bucure\u0219ti <a href=\"https:\/\/buletin.de\/bucuresti\/80-de-copii-lasati-cu-ochii-in-soare-de-primaria-sectorului-1-dupa-ce-li-s-au-promis-excursii-gratis\/\">a\nscris la sf\u00e2r\u0219itul anului trecut<\/a>. Totodat\u0103, Madcom DLS de\u021bine o parte din\nAsocia\u021bia pentru Promovarea \u0219i Dezvoltarea Turismului \u00een Bucure\u0219ti, o asocia\u021bie\ncare prime\u0219te bani din partea Consiliului General pentru promovarea Capitalei\nca destina\u021bie turistic\u0103. Porojnicu Stelian \u0219i Alexescu Dinu, proprietarii\nMadcom DLS, au \u00eenfiin\u021bat \u0219i Pacific Tour, o alt\u0103 firm\u0103 c\u00e2\u0219tig\u0103toare de\nlicita\u021bii publice. <\/p>\n\n\n\n<p>\u0218i mari dezvoltatori imobiliari din Bucure\u0219ti au decis s\u0103 activeze pe pia\u021ba de transport \u00een comun cu firma Condor Impex. Un document publicat \u00een urm\u0103 cu un an de <a href=\"https:\/\/newsweek.ro\/investigatii\/psd-plateste-19000-de-euro-lunar-bani-publici-chirie-pentru-o-vila-in-pipera\">Newsweek<\/a> scoate la iveal\u0103 transferuri de 380.000 EURO din subven\u021bia primit\u0103 de PSD de la stat \u00een contul lui Corneliu Geoan\u0103, asociat al lui Mihu Luis Gabriel (proprietar Condor Impex). <\/p>\n\n\n\n<p>Fie c\u0103 vorbim de lipsa de investi\u021bii, de ignoran\u021b\u0103 sau interese personale, infrastructura transportului public din Bucure\u0219ti merge cu pa\u0219i repezi spre dezastru.
