{"id":3233,"date":"2020-02-12T11:01:18","date_gmt":"2020-02-12T08:01:18","guid":{"rendered":"https:\/\/buletin.de\/bucuresti\/?p=3233"},"modified":"2020-03-12T16:25:10","modified_gmt":"2020-03-12T13:25:10","slug":"stb-mergem-cu-frana-de-mana-trasa","status":"publish","type":"post","link":"https:\/\/buletin.de\/bucuresti\/stb-mergem-cu-frana-de-mana-trasa\/","title":{"rendered":"STB: mergem cu fr\u00e2na de m\u00e2n\u0103 tras\u0103"},"content":{"rendered":"\n<p><em>Milioane de c\u0103l\u0103tori, mii de kilometri de trasee, sute de vehicule de transport \u00een comun \u0219i zeci de avarii zilnice &#8211; toate depind de Societatea de Transport Bucure\u0219ti, cea care a ajuns, de la a patra \u00eentreprindere de transport urban din lume,  la o societate cu termen de valabilitate dep\u0103\u0219it<\/em>. <\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-background has-text-align-center has-very-light-gray-color has-vivid-red-background-color\">Dac\u0103 vrei s\u0103 afli mai multe despre subiectul transportului din Bucure\u0219ti,&nbsp;<a href=\"https:\/\/buletin.de\/bucuresti\/tag\/metropolitica\"><strong>cite\u0219te \u0219i restul articolelor din serie<\/strong><\/a> sau&nbsp;<strong><a href=\"https:\/\/www.facebook.com\/events\/689674491779233\/\">vino la dezbaterea din 26 februarie<\/a>.<\/strong><\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<style>\n\n.full-width {\n  width: 100vw;\n  position: relative;\n  left: 50%;\n  right: 50%;\n  margin-left: -50vw;\n  margin-right: -50vw;\n}\n\n<\/style>\n\n\n\n<p><\/p>\n\n\n\n<p>\u00cen 1871, pentru prima dat\u0103, Societatea Anonim\u0103 Rom\u00e2n\u0103 de Tramvaiuri, \u00eenfiin\u021bat\u0103 din capital englez \u0219i belgian, instala, pe unele str\u0103zi, linii de fier pe care urmau s\u0103 circule primele tramvaie trase de cai. Acestea aveau o capacitate de 20-25 c\u0103l\u0103tori, circulau \u00eentre orele 6:00 \u0219i 22:00, iar orice \u00eent\u00e2rziere sau abatere de la program era penalizat\u0103 prin reducerea salariului vatmanului. <\/p>\n\n\n\n<p><em>Societatea Comunal\u0103 pentru Construc\u021biunea \u0219i Exploatarea Tramvaielor \u00een Bucure\u0219ti<\/em>, actualul STB, a fost \u00eenfiin\u021bat\u0103 \u00een 1909. Ea beneficia de capital eminamente privat rom\u00e2nesc \u0219i \u00ee\u0219i propunea ca, \u00een urm\u0103torii 10 ani, s\u0103 aib\u0103 monopol asupra transportului bucure\u0219tean. Un an mai t\u00e2rziu, guvenul liberal cade, iar conservatorii contest\u0103 legalitatea statutului societ\u0103\u021bii. Ac\u021bionarii dau \u00een judecat\u0103 Prim\u0103ria Capitalei \u0219i c\u00e2\u0219tig\u0103. Acesta este singurul caz \u00een care un litigiul unei societ\u0103\u021bi particulare demite guvernul. Din 1921, STB este cea mai important\u0103 societate de transport public din \u021bar\u0103, iar din 1936 ob\u021bine exclusivitatea transportului \u00een comun cu tramvaie \u0219i autobuze. Pe atunci existau 392 autobuze care func\u021bionau pe 22 de trasee.<\/p>\n\n\n\n<p>\u00cen 1950, STB devine <em>\u00centreprinderea de Transport Bucure\u0219ti<\/em> (ITB). Num\u0103rul traseelor cre\u0219te la 27 de tramvaie \u0219i 24 de autobuze. \u00centre 1972-1980, firma de transpot bucure\u0219tean\u0103 ajunge a patra \u00eentreprindere de transport urban din lume, at\u00e2t la m\u0103rimea parcului de vehicule, a suprafe\u021bei deservite, c\u00e2t \u0219i \u00een privin\u021ba num\u0103rului de salaria\u021bi. Parcul dep\u0103\u0219ea 2.500 de autobuze, 800 de tramvaie \u0219i 700 de troleibuze, iar num\u0103rul de salaria\u021bii ajungea la 35 de mii. Regia Autonom\u0103 de Transport Bucure\u0219ti (RATB) apare sub acest\u0103 denumire \u00een 1990, s-a transformat recent \u00een STB, iar acum este cel mai mare operator de transport public din extins\u0103 de infrastructur\u0103 care, de-a lungul anilor, s-a degradat din cauza lipsei finan\u021b\u0103rilor pentru mentenan\u021b\u0103 \u0219i investi\u021bii. \u00cen Capital\u0103 exist\u0103 infrastructur\u0103 de metrou, tramvai, troleibuz \u0219i autobuz, deservite de doi operatori publici, STB \u0219i Metrorex. \u00cen jude\u021bul Ilfov, exist\u0103 \u0219i operatori interni \u0219i priva\u021bi care se ocup\u0103 mai degrab\u0103 de conexiuni cu Bucure\u0219tiul dec\u00e2t \u00een interiorul jude\u021bului.<\/p>\n\n\n\n<body>\n        <div class=\"full-width\">\n 2018<\/a>, exist\u0103 26 de linii \u0219i 486 tramvaie \u00een Bucure\u0219ti. 63% din cet\u0103\u021beni, adic\u0103 1.2 milioane de persoane, \u0219i 61% din angaja\u021bi, adic\u0103 jum\u0103tate de milion de persoane, pot ajunge la o sta\u021bie de tramvai merg\u00e2nd pe jos \u00een jur de 400 metri, \u00een condi\u021biile \u00een care capacitatea locurilor \u00een tramvaie este de aproximativ 90.000 locuri. Totu\u0219i, nu e nevoie de mai mult de o simpl\u0103 plimbare prin Bucure\u0219ti ca s\u0103 vedem c\u0103 o parte din tramvaie circul\u0103 aproape goale \u0219i cealalt\u0103 parte plin\u0103 p\u00e2n\u0103 la refuz, \u00een timp ce ma\u0219inile din trafic parc\u0103 se \u00eenmul\u021besc pe zi ce trece. De ce?<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>70%\ndin \u00eentreaga linie de tramvai a fost reabilitat\u0103 sau modernizat\u0103, \u00eens\u0103 vitezele\ncomerciale sunt cu mult sub standardele interna\u021bionale din cauz\u0103 c\u0103 o mare\nparte din infrastructura de tramvai \u00eemparte spa\u021biul pe carosabil cu traficul\nauto;<\/li><li>Semnalizarea\ntraficului nu asigur\u0103 prioritate complet\u0103 pentru tramvaie;<\/li><li>Sistemele\nde informare \u00een timp real a pasagerilor sunt defecte;<\/li><li>Majoritatea\nperoanelor sunt \u00een stare necorespunz\u0103toare;<\/li><li>O mare\nparte din tramvaie sunt vechi (unele chiar din 1974), ne\u00eengrijite \u0219i \u00een stare\nde degradare. <\/li><\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201e<em>Majoritatea tramvaielor utilizate \u00een prezent sunt dep\u0103\u0219ite din punct de vedere tehnologic, nu respect\u0103 standardele actuale \u0219i necesit\u0103 activit\u0103\u021bi de mentenan\u021b\u0103 intensive.\u201d <\/em><\/p><cite>Studiu de oportunitate privind delegarea serviciului comunitar de transport public de c\u0103l\u0103tori \u00een regiunea Bucure\u0219ti \u2013 Ilfov, \u00een regim de urgen\u021b\u0103 2018 <\/cite><\/blockquote>\n\n\n\n<p>\u00cen Capital\u0103 circul\u0103 265 troleibuze pe 16 linii, multe dintre care sunt vechi de mai bine de 20 ani. Vechimea flotei duce la avarii dese \u0219i, deci, la sc\u0103derea num\u0103rului de cet\u0103\u021beni care opteaz\u0103 pentru acest mijloc de transport. Totu\u0219i, \u00een Bucure\u0219ti re\u021beaua de tramvaie \u0219i troleibuze s-ar putea dezvolta considerabil.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201eAprovizionarea cu energie este suficient\u0103 pentru un num\u0103r de dou\u0103 ori mai mare dec\u00e2t num\u0103rul de tramvaie \u0219i troleibuze ce func\u021bioneaz\u0103 \u00een prezent.\u201d<\/p><cite>Studiu de oportunitate privind delegarea serviciului comunitar de transport public de c\u0103l\u0103tori \u00een regiunea Bucure\u0219ti \u2013 Ilfov <\/cite><\/blockquote>\n\n\n\n<p>Peste 1000 km de trasee a autobuzelor exist\u0103 \u00een Bucure\u0219ti, cu 1.143 vehicule \u0219i 8 autobaze care se ocup\u0103 de \u00eentre\u021binere \u0219i mentenan\u021b\u0103. Nu toate autobuzele sunt \u00een func\u021biune zilnic. De exemplu, \u00een 2014, din cele 1000 de autobuze moderne Mercedes-Benz Citaro, 220 erau imobile din cauza lipsei pieselor de schimb. \u00cen medie, autobuzele au o vechime de 11 ani. Faimoasele autobuze Otokar sunt ultima achizi\u021bie a Prim\u0103riei, mult mai moderne dec\u00e2t celelalte. Totu\u0219i, ele n-au sc\u0103pat de probleme, astfel c\u0103 anul trecut s-au \u00eenregistrat mai multe defec\u021biuni: \u0219oferii au reclamat c\u0103 nu se \u00eenchid u\u0219ile ori c\u0103 nu func\u021bineaz\u0103 bine afi\u0219ajele.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Indicatori de calitate? <\/h2>\n\n\n\n<p>Conform <a href=\"http:\/\/stbsa.ro\/docpdf\/RAPORT%20DE%20ACTIVITATE%202018.pdf\">Raportului de Activitate STB din 2018<\/a>, cet\u0103\u021benii au f\u0103cut 7.662 sesiz\u0103ri, dintre care cele mai multe au fost despre comportamentul personalului STB, \u00een principal agen\u021bii de control, dar \u0219i aproximativ 200 de casieri. Limbajul obscen \u0219i discriminarea c\u0103l\u0103torilor controla\u021bi sunt principalele probleme c\u00e2nd vine vorba de agen\u021bii de control. Alte sesiz\u0103ri se refer\u0103 la comportamentul \u00een trafic, limbajul conduc\u0103torior de vehicule, nerespectarea programului de circula\u021bie, lipsa cur\u0103\u021beniei \u0219.a.m.d.<\/p>\n\n\n\n<p>\u00cen 2018 au avut\nloc 2.294 de cazuri de tampon\u0103ri din cauza nep\u0103str\u0103rii distan\u021bei \u00een mers,\nneacord\u0103rii priorit\u0103\u021bii de trecere sau dep\u0103\u0219irii necorespunz\u0103toare. De asemenea,\nnum\u0103rul defectelor tehnice a crescut cu 3.14% fa\u021b\u0103 de anul 2017, cre\u0219terea cea\nmai mare \u00eenregistr\u00e2ndu-se la troleibuze.<\/p>\n\n\n\n<p>Pe l\u00e2ng\u0103 multe alte lucruri, vechimea mijloacelor de transport poate influen\u021ba considerabil calitatea serviciului, \u0219i nu doar \u00een ceea ce prive\u0219te aspectul vizual, ci mai ales din punct de vedere al siguran\u021bei. La r\u00e2ndul ei, starea tehnic\u0103 depinde de vechimea parcului \u0219i de modul \u00een care sunt executate lucr\u0103rile. Astfel se a\u0219teapt\u0103 p\u00e2n\u0103 \u00een ultima clip\u0103 pentru a repara un tramvai, chiar dac\u0103 e mult mai ieftin\u0103 \u0219i eficient\u0103 o interven\u021bie preventiv\u0103. Lipsa dot\u0103rilor din ateliere \u0219i a pieselor de schimb duce automat la imobilizarea pe perioade mari de timp a vehiculelor stricate. \u00cen cealalt\u0103 parte se g\u0103sesc c\u0103l\u0103torii care a\u0219teapt\u0103 cu ner\u0103bdare un tramvai care ar fi trebuit s\u0103 ajung\u0103 \u00een urm\u0103 cu un sfert de or\u0103.
