Lipsa infrastructurii, a unui transport \u00een comun performant, sigur \u0219i fiabil, aglomerarea urban\u0103 haotic\u0103, problemele legate de alimentarea cu ap\u0103 cald\u0103 sau de igienizare a spa\u021biilor publice trimit capitala Rom\u00e2niei \u00eenapoi \u00een timp. <\/p>\n\n\n\n<p>Fiecare administra\u021bie local\u0103 care s-a perindat la conducerea celui mai mare ora\u0219 al \u021b\u0103rii a adus promisiuni, multe pe termen scurt, pu\u021bine pe termen lung, de substan\u021b\u0103, proiecte majore care s\u0103 influen\u021beze dezvoltarea sa \u00een viitor. \u0218i mai pu\u021bine au prins via\u021b\u0103. Victorii mici care nu schimb\u0103 mult din proiec\u021bia viitoare a Capitalei, care are nevoie de un plan integrat de modernizare, de ecologizare, de transformare a sa \u00eentr-un hub economic al Balcanilor. <\/p>\n\n\n\n<p>Sarcina autorit\u0103\u021bilor, ca \u00een mai toate domeniile, a fost preluat\u0103 \u00een ace\u0219ti ani de stagnare de organiza\u021bii civice, de ini\u021biative private care \u00eencearc\u0103 s\u0103 suplineasc\u0103 lipsa de viziune a ale\u0219ilor. A fondat <a href=\"http:\/\/www.urbanism-activ.com\/\">Urbanism Activ Bucure\u0219ti,<\/a> un proiect ce \u00ee\u0219i propune \u00eembun\u0103t\u0103\u021birea calit\u0103\u021bii vie\u021bii \u00een Bucure\u0219ti prin interven\u021bii punctuale, rapide \u0219i temporare, realizate cu ajutorul comunit\u0103\u021bii. \u00cen prim\u0103vara anului acesta a co-organizat un eveniment civic \u0219i cultural \u00een cadrul c\u0103ruia a lansat \u0219i un mini-ghid de interven\u021bii urbane bazat pe urbanismul tactic, dedicat societ\u0103\u021bii civile.<\/p>\n\n\n\n<p>Colaboreaz\u0103 cu <a href=\"https:\/\/urbanizehub.ro\/\">UrbanizeHub<\/a>, o alt\u0103 ini\u021biativ\u0103 civic\u0103 de agregare a ideilor comunit\u0103\u021bii, \u00een calitate de consultant \u0219i se ocup\u0103 de proiecte de regenerare urban\u0103, urbanism participativ \u0219i la redactarea a diferite materiale legate de dezvoltarea urban\u0103. <\/p>\n\n\n\n<p>Proiectul <em>Ora\u0219ele rom\u00e2ne\u0219ti, \u00eencotro? O viziune pentru 2030 <\/em>dezvoltat de Urbanizehub se face o analiz\u0103 la rece a Capitalei, un SWOT care concentreaz\u0103 problemele majore ale ora\u0219ului dar \u0219i oportunit\u0103\u021bile pe care poate miza.<\/p>\n\n\n\n<p class=\"has-light-green-cyan-background-color has-background\"><strong>BUCURE\u0218TI&nbsp;<em>(PIB-PPS 2018 = \u20ac45,944 \/ Media UE-27 2018 = \u20ac30,200)<\/em><\/strong><\/p>\n\n\n\n<p class=\"has-light-green-cyan-background-color has-background\"><strong>Puncte tari:<\/strong>&nbsp;Cea mai dinamic\u0103 capital\u0103 european\u0103 \u00een ultimii 20 ani \u0219i \u00een top 20 \u00een UE \u00een ceea ce prive\u0219te PIB-ul pe cap de locuitor. Un ora\u0219 cu un sector privat foarte dinamic, ce a trecut printr-un proces de transformare fulminant. Un cost al vie\u021bii relativ sc\u0103zut ce permite ora\u0219ului s\u0103 atrag\u0103 for\u021b\u0103 de munc\u0103 din toat\u0103 \u021bara \u0219i din afar\u0103.<\/p>\n\n\n\n<p class=\"has-light-green-cyan-background-color has-background\"><strong>Puncte slabe<\/strong>: O calitate a vie\u021bii mult sub poten\u021bial (cu trotuarele ocupate permanent de ma\u0219ini, cu apa cald\u0103 \u0219i termic\u0103 devenite un lux, \u0219i cu c\u0103pu\u0219e \u0219i \u0219obolani ce au transformat capitala \u00eentr-un mare focar de infec\u021bie), o lips\u0103 de viziune \u0219i penurie de proiecte majore asumate de administra\u021bia local\u0103, \u0219i o zon\u0103 metropolitan\u0103 disfunc\u021bional\u0103 (periferia Bucure\u0219tiului s-a dezvoltat pe principiul dinte-pauz\u0103-lips\u0103-gaur\u0103-pumn-\u00een-frez\u0103-\u0219i-\u0219ut-\u00een-fund). Bucure\u0219tiul este ca un alerg\u0103tor ce c\u00e2\u0219tig\u0103 cursa, dar cu band\u0103 adeziv\u0103 \u00een loc de papuci \u0219i cu pantaloni rup\u021bi \u00een fund. Lumea \u00eei aplaud\u0103 realiz\u0103rile dar nu \u00eel invit\u0103 niciodat\u0103 la petrecerea de dup\u0103 curs\u0103 sau la masa granzilor.<\/p>\n\n\n\n<p class=\"has-light-green-cyan-background-color has-background\"><strong>Oportunit\u0103\u021bi<\/strong>: Bucure\u0219tiul este cel mai mare \u0219i mai dinamic ora\u0219 din regiune \u0219i va continua s\u0103 domine regiunea \u0219i \u00een anii ce urmeaz\u0103. Dac\u0103 va reu\u0219i o schimbare la fa\u021b\u0103,&nbsp;<em>a la Oradea<\/em>, va deveni \u0219i unul dintre cele mai atractive centre urbane pentru expa\u021bi \u0219i o metropol\u0103 global\u0103 de top.<\/p>\n\n\n\n<p class=\"has-light-green-cyan-background-color has-background\"><strong>Ora\u0219 inspira\u021bie<\/strong>: Londra \u2013 orice metropol\u0103 global\u0103 de top este \u0219i un centru financiar mare, iar Londra a devenit hub-ul economic al Europei. Odat\u0103 cu Brexitul, multe conglomerate financiare se vor reorienta \u0219i Bucure\u0219tiul trebuie s\u0103 se pozi\u021bioneze strategic, pentru a deveni&nbsp;<em>hub<\/em>-ul financiar al regiunii.<\/p>\n\n\n\n<p>Am vorbit cu Samuel Stancu despre ideile sale, despre planurile de viitor ale platformelor civice pe care ac\u021bioneaz\u0103 \u0219i despre Capitala pe care \u0219i-ar dori-o.<\/p>\n\n\n\n<p><strong>Cum ar trebui direc\u021bionate bugetele Capitalei \u00een urm\u0103torii ani, ca la Puncte Slabe Bucure\u0219tiul s\u0103 nu mai primeasc\u0103 calificativele unui ora\u0219 dintr-o \u021bar\u0103 subdezvoltat\u0103?<\/strong><\/p>\n\n\n\n<p>Exist\u0103 o strategie legat\u0103 de viitorul Bucure\u0219tiului (<em>Strategia Integrat\u0103 de Dezvoltare Urban\u0103<\/em>) care ar trebui consultat\u0103 de c\u0103tre actuala administra\u021bie. Ea a fost elaborat\u0103 \u00een ultimii doi ani de zile cu aproape to\u021bi actorii importan\u021bi din ora\u0219 \u0219i trebuie \u021binut cont de aceast\u0103 strategie atunci c\u00e2nd se finan\u021beaz\u0103 investi\u021biile majore ale Bucure\u0219tiului. Legat de principalele probleme ale Bucure\u0219tiului din prezent le putem \u00eemp\u0103r\u021bi \u00een trei categorii mari, \u00een func\u021bie de prioritatea de interven\u021bie.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Prima este legat\u0103 de trafic:<\/li><\/ul>\n\n\n\n<p>Ne-am dori s\u0103 vedem un management mai bun al traficului, un transport public organizat, curat \u0219i eficient dar \u0219i mai multe solu\u021bii de mobilitate alternativ\u0103.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A doua este apa cald\u0103:<\/li><\/ul>\n\n\n\n<p>Este inacceptabil ca \u00eentr-o capital\u0103 european\u0103 \u00een anul 2021 s\u0103 existe acest tip de probleme. \u00cens\u0103 situa\u021bia actual\u0103 e oarecum de \u00een\u021beles \u0219i se datoreaz\u0103 \u00een primul r\u00e2nd lipsei de implicare. Nimeni nu \u0219i-a asumat acest proiect esen\u021bial iar rezultatele le sim\u021bim pe propria piele. Este important s\u0103 se rezolve c\u00e2t mai rapid aceast\u0103 problem\u0103 \u0219i s\u0103 ac\u021bion\u0103m din timp pentru a preveni alte dezastre de genul acesta.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A treia se refer\u0103 la spa\u021biile publice \u0219i calitatea vie\u021bii:<\/li><\/ul>\n\n\n\n<p>Bucure\u0219tiul este \u00eentr-o criz\u0103 acut\u0103 \u00een ce prive\u0219te spa\u021biile publice, cu prec\u0103dere \u00een cartiere. S-a observat asta \u00een special \u00een timpul pandemiei. Amenajarea spa\u021biilor verzi, regenerarea urban\u0103 a cartierelor de blocuri, introducerea mobilierului urban, toate \u021bin de spa\u021bii urbane care s\u0103 fie folosite de cet\u0103\u021beni, toate \u021bin de investi\u021bii \u00een calitatea vie\u021bii. S-au f\u0103cut multe investi\u021bii de acest gen \u00een Bucure\u0219ti, \u00eens\u0103 suntem departe de alte ora\u0219e europene ca Amsterdam, Copenhaga sau Paris.<\/p>\n\n\n\n<p><strong>La polul opus Bucure\u0219tiul este cea mai dinamic\u0103 capital\u0103 european\u0103 a ultimilor ani, \u0219i compara\u021biile PIB-ului s\u0103u se fac cu alte ora\u0219e mari sau chiar cu Bulgaria. Cum trebuie ac\u021bionat ca acest lucru s\u0103 se reflecte \u0219i in imaginea ora\u0219ului? De unde trebuie \u00eenceput?<\/strong><\/p>\n\n\n\n<p>Se vorbe\u0219te \u00een ultimul timp despre regiuni metropolitane \u0219i descentralizare. Pentru a putea ac\u021biona coordonat \u0219i pentru a transforma administra\u021bia dintr-o entitate reactiv\u0103 \u00eentr-una pro activ\u0103 este necesar\u0103 o simplificare a aparatului administrativ. <\/p>\n\n\n\n<p>\u00cemp\u0103r\u021birea Bucure\u0219tiului \u00een sectoare, cu sarcini neclare \u0219i teritorii diferite, este ceea ce \u021bine pe loc dezvoltarea Bucure\u0219tiului. Atunci c\u00e2nd sunt 7 prim\u0103rii \u00eentr-un ora\u0219, exist\u0103 \u0219i vor exista disensiuni \u00een ce prive\u0219te macro proiectele de dezvoltare urban\u0103 \u0219i proiectele de infrastructur\u0103 iar p\u00e2n\u0103 nu va exista o coeren\u021b\u0103 nu putem vorbi de o evolu\u021bie a Bucure\u0219tiului care s\u0103 reflecte punctele forte \u0219i competen\u021bele distinctive pe care le are. \u00cens\u0103 nu doar \u00eemp\u0103r\u021birea este problema.&nbsp; <\/p>\n\n\n\n<p>\u00cen continuare exist\u0103 o discrepan\u021b\u0103 \u00eentre administra\u021bie \u0219i cet\u0103\u021bean. Lipse\u0219te colaborarea, transparen\u021ba \u0219i dialogul, componente esen\u021biale pentru un ecosistem urban. Acest lucru are un impact negativ direct asupra imaginii unui ora\u0219 \u0219i se poate observa chiar \u0219i \u00een Bucure\u0219ti, la o scurt\u0103 plimbare prin ora\u0219.&nbsp; <\/p>\n\n\n\n<p>E nevoie de oameni mai eficien\u021bi \u00een administra\u021bie, oameni care s\u0103 comunice \u00eentre ei dar mai ales cu comunitatea. Actorii urbani trebuie s\u0103 fie implica\u021bi m\u0103car \u00een procesul consultativ, dac\u0103 nu \u0219i direct, \u00een cel decizional, de elaborare de politici urbane. Ace\u0219tia sunt primii pa\u0219i necesari pentru generarea unui ora\u0219 al viitorului, dinamic \u0219i inovator.<\/p>\n\n\n\n<p><strong>Din punct de vedere al infrastructurii cum ar trebui dirijate finan\u021b\u0103rile \u00een viitor? Care ar trebui s\u0103 fie priorit\u0103\u021bile?<\/strong><\/p>\n\n\n\n<p>Bucure\u0219tiul este un ora\u0219 care poate fi admirat cel mai bine pe jos, \u00eens\u0103 noi continu\u0103m s\u0103 proiect\u0103m str\u0103zile pentru ma\u0219ini.<\/p>\n\n\n\n<p>Timp de multe decenii, dezvoltarea func\u021bionalist\u0103 a planific\u0103rii spa\u021biale a redus atribu\u021biile infrastructurii rutiere doar la cea de circula\u021bie, de spa\u021biu dedicat automobilului. Nevoia pentru calitatea spa\u021biilor publice \u00een ora\u0219e este urgent\u0103 iar mutilarea acestora \u00een detrimentul carosabilului trebuie s\u0103 \u00eenceteze. Investi\u021biile majore trebuie s\u0103 se concentreze c\u0103tre un transport urban eficient \u0219i spa\u021bii publice de calitate, pietonale.<\/p>\n\n\n\n<p>Comunitatea trebuie s\u0103 fie pe primul loc. Este important ca administra\u021bia local\u0103 s\u0103 \u00een\u021beleag\u0103 c\u0103 investi\u021biile \u00een mobilitatea urban\u0103 integrat\u0103 \u0219i utilizarea tehnologiilor inovatoare trebuie s\u0103 aib\u0103 ca obiectiv final crearea unui impact pozitiv asupra calit\u0103\u021bii vie\u021bii oamenilor, protejarea mediului \u0219i dezvoltarea sustenabil\u0103 a ora\u0219ului.<\/p>\n\n\n\n<p>\u00cen plus, cu c\u00e2t un ora\u0219 poate fi parcurs mai u\u0219or pe jos, cu c\u00e2t acesta are mai multe spa\u021bii pietonale sau piste de biciclet\u0103, cu at\u00e2t oamenii care tr\u0103iesc \u00een acel ora\u0219 sunt mai s\u0103n\u0103to\u0219i.<\/p>\n\n\n\n<p><strong>Se poate g\u0103si o armonizare a politicilor de mediu cu cele de optimizare a traficului, de cre\u0219tere a mobilit\u0103\u021bii?<\/strong><\/p>\n\n\n\n<p>Cu siguran\u021b\u0103! Cele dou\u0103 nu se exclud. Ba chiar se completeaz\u0103 una pe cealalt\u0103. Odat\u0103 ce se va descuraja utilizarea autovehiculelor personale \u0219i se va face trecerea la moduri mai eficiente de transport, cum ar fi transportul public sau mijloacele bl\u00e2nde, nu numai c\u0103 va exista o \u00eembun\u0103t\u0103\u021bire semnificativ\u0103 \u00een ce prive\u0219te traficul dar se va sim\u021bi \u0219i o reducere a polu\u0103rii \u00een ora\u0219e. <\/p>\n\n\n\n<p>Tehnologia joac\u0103 un rol important \u00een ce prive\u0219te traficul, at\u00e2t din punct de vedere al managementului rutier c\u00e2t \u0219i al mobilit\u0103\u021bii cu emisii sc\u0103zute. Sistemele de transport inteligent, prin camere de luat vederi \u0219i senzori, pot monitoriza traficul \u0219i lua decizii \u00een timp real pentru fluidizarea acestuia. Apoi, aplica\u021biile de car-pooling, ride-sharing \u0219i car-sharing fac tranzi\u021bia c\u0103tre flote de autovehicule nepoluante \u0219i descurajeaz\u0103 necesitatea utiliz\u0103rii ma\u0219inii personale. <\/p>\n\n\n\n<p>A\u0219adar, oferirea unor alternative viabile de transport, \u00eempreun\u0103 cu o strategie de taxare smart \u00eempotriva poluatorilor va cre\u0219te mobilitatea \u0219i va reduce congestia \u0219i poluarea din ora\u0219e.<\/p>\n\n\n\n<p><strong>Cum vedeti dezvoltarea integrata a unei zone metropolitane care sa integreze si ora\u0219ele si comunele din proximitatea Capitalei? Ar fi un atu sau o complica\u021bie \u00een plus? Alte probleme care se adaug\u0103 la cele deja existente.<\/strong><\/p>\n\n\n\n<p>La o prim\u0103 vedere, a\u0219a ar p\u0103rea. \u00cens\u0103 avantajele unui astfel de proiect ar dep\u0103\u0219i cu mult aparentele dezavantaje. \u00cen primul r\u00e2nd vorbim despre bani:&nbsp; o accesare mai facil\u0103 a fondurilor UE, o alocare mai mare de fonduri de la buget pentru localit\u0103\u021bile mici \u0219i atractivitate mai mare pentru investitori. Apoi, o g\u00e2ndire integrat\u0103 asupra problemelor de trafic \u0219i infrastructur\u0103 ar oferi rezolv\u0103ri ce ar decongestiona toat\u0103 zona metropolitan\u0103. <\/p>\n\n\n\n<p>\u00cen plus, calitatea locuirii \u0219i a vie\u021bii \u00een general s-ar \u00eembun\u0103t\u0103\u021bii semnificativ. Avem foarte multe exemple de regiuni metropolitane de succes, at\u00e2t \u00een Europa c\u00e2t \u0219i pe alte continente, iar faptul c\u0103 ei au reu\u0219it este dovada clar\u0103 c\u0103 \u0219i noi putem.<\/p>\n\n\n\n<p><strong>Probabil c\u0103 cele mai simplu de aplicat solu\u021bii de dezvoltare urban\u0103 sunt cele deja implementate de al\u021bii, verificate, un know-how care ne-ar scuti de improviza\u021bii sau de \u00eencerc\u0103ri e\u0219uate. Ce exemple de astfel de proiect ave\u021bi? Am citit despre ora\u0219ul de 15 minute de exemplu. Ce ar presupune pentru Bucure\u0219ti un astfel de concept?<\/strong><\/p>\n\n\n\n<p>Conceptul ora\u0219ului de 15 minute a devenit mai popular \u00een perioada pandemiei. Acesta presupune a avea \u00een proximitatea locuin\u021bei toate cele necesare \u00een mai pu\u021bin de un sfert de or\u0103 de mers pe jos sau cu bicicleta.
