Dac\u0103 proiectele de hot\u0103r\u00e2re vor fi aprobate, PUZ-ul coordonator al sectorului 2, sectorului 3, al zonei de sud a sectorului 4, al sectorului 5 \u0219i al sectorului 6 ar putea fi suspendate. Pentru sectorul 1 nu a fost aprobat un PUZ. Principala problem\u0103 din aceste PUZ-uri se refer\u0103 la diminuarea spa\u021biului verde pe cap de locuitor sub limita legat\u0103.<\/strong><\/p>\n\n\n\n<p>\u00cen continuare vom prezenta principalele argumente din proiecte legate de legalitatea acestor PUZ-uri.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"http:\/\/www4.pmb.ro\/wwwt\/institutii\/CGMB\/sedinte\/ordinea_de_zi\/db\/20210226_16.pdf\">PUZ Coordonator Sector 2<\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Acesta derog\u0103 de la Planul Urbanistic General (PUG) \u0219i schimb\u0103 destina\u021bia unor spa\u021bii verzi prev\u0103zute ca atare \u00een PUG, lucru care este ilegal;<\/li><li>Cifra de spa\u021biu verde propus\u0103 de PUZ sector 2 este de 11.37 mp\/cap de locuitor, adic\u0103 sub nivelul legal de 26 mp;<\/li><li>Construc\u021biile de pe malul Peninsulei Tei prezint\u0103 o tripl\u0103 \u00eenc\u0103lcare a legii: sunt prea aproape de malul apei, \u00een interiorul zonei de inundabilitate, ocup\u0103 inclusiv domeniul public \u0219i opereaz\u0103 o intrare \u00een legalitate;<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"http:\/\/www4.pmb.ro\/wwwt\/institutii\/CGMB\/sedinte\/ordinea_de_zi\/db\/20210226_17.pdf\">PUZ Coordonator Sector 3<\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Conform PUZ Sector 3, \u0219ase terenuri de 43 hectare \u00ee\u0219i schimb\u0103 func\u021biunea din spa\u021biu verde \u00een spa\u021biu construibil, fapt ce este interzis prin OUG 195\/2005;<\/li><li>Cinci terenuri \u00ee\u0219i schimb\u0103 regimul de \u00een\u0103l\u021bime (majorarea CUT-ului cu mai mult de 20%), ceea ce ar duce la o supraaglomerare a traficului, o suprasolicitare a re\u021belelor de utilit\u0103\u021bi \u0219i afectarea nivelului de via\u021b\u0103;<\/li><li>Unul dintre consilierii care au votat pentru acest PUZ era, totodat\u0103, \u0219i beneficiarul hot\u0103r\u00e2rii, fiind astfel \u00een conflict de interese.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"http:\/\/www4.pmb.ro\/wwwt\/institutii\/CGMB\/sedinte\/ordinea_de_zi\/db\/20210226_18.pdf\">PUZ Zona de Sud a Sectorului 4<\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Derog\u0103 de la PUG;<\/li><li>Prevede o dezvoltare urban\u0103 care nu este echilibrat\u0103 \u00een privin\u021ba func\u021biunii de spa\u021biu verde;<\/li><li>O suprafa\u021b\u0103 care avea func\u021biunea de sere devine construibil\u0103.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"http:\/\/www4.pmb.ro\/wwwt\/institutii\/CGMB\/sedinte\/ordinea_de_zi\/db\/20210226_19.pdf\">PUZ Coordonator Sector 5<\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Cifra de spa\u021biu verde pe cap de locuitor este sub nivelul prev\u0103zut de lege;<\/li><li>PUZ-ul propune o reducere cu 41% a spa\u021biului verde;<\/li><li>Reduce suprafa\u021ba fondului forestier na\u021bional, opera\u021biune care se poate face doar prin Hot\u0103r\u00e2re de Guvern.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"http:\/\/www4.pmb.ro\/wwwt\/institutii\/CGMB\/sedinte\/ordinea_de_zi\/db\/20210226_20.pdf\">PUZ Coordonator Sector 6<\/a><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Calculul suprafe\u021bei de spa\u021biu verde pe cap de locuitor porne\u0219te de la o premis\u0103 fals\u0103 privind num\u0103rul locuitorului sectorului;<\/li><li>Suprafa\u021ba total\u0103 a spa\u021biilor verzi nu include doar spa\u021bii verzi existente, ci \u0219i unele fictive;<\/li><li>Derog\u0103 de la PUG deoarece schimb\u0103 destina\u021bia unor terenuri;<\/li><li>Nu a primit evaluare de mediu pe motiv c\u0103 procedura evalu\u0103rii ar fi avut loc \u00een urm\u0103 cu 7 ani.<\/li><\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201ePrin suspendarea (pentru viitor) a efectelor acestor PUZ-uri punem o pauz\u0103 dezvolt\u0103rii urbanistice haotice \u0219i l\u0103s\u0103m loc pentru elaborarea PUG.\u201d <\/p><cite>Andrei Rigu, consilier general USR-PLUS<\/cite><\/blockquote>\n\n\n\n<p>Surs\u0103 cover: PUZ Sector 2<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mai multe Planuri Urbanistice Zonale (PUZ) ar putea fi anulate \u00een \u0219edin\u021ba de Consiliu General al Municipiului Bucure\u0219ti de vineri.
