F\u0103r\u0103 o fundamentare financiar\u0103 clar\u0103, prin aceste documente a fost m\u0103rit num\u0103rul de linii \u0219i implicit valoarea compensa\u021biilor pl\u0103tite \u00een cuantum de 90% de PMB pentru serviciile de transport prestate \u00een zona metropolitan\u0103 de STV. <strong>Asta, de\u0219i analizele de la Prim\u0103ria General\u0103 ar\u0103tau o cre\u0219tere a cheltuielilor de operare cu re\u021beaua de transport \u00een zona de Nord \u0219i Nord-Est a jude\u021bului Ilfov.<\/strong><\/strong> <strong>\u00cen aceea\u0219i perioad\u0103 compania Voluntariului a cump\u0103rat, \u00een rate, peste 200 de autobuze la m\u00e2na a doua din Olanda iar autobaza Pipera, cea mai apropiat\u0103 de cea a STV, a fost demolat\u0103. Contactat\u0103 de Buletin de Bucure\u0219ti, Gabriela Firea sus\u021bine c\u0103 totul s-a f\u0103cut cu documente justificative.<\/strong><\/p>\n\n\n\n<p>Dup\u0103 desfiin\u021barea Autorit\u0103\u021bii Metropolitane de Transport Bucure\u0219ti(A.M.T.B.), perspectiva unor licita\u021bii publice pentru transportul \u00een comun din regiunea Bucure\u0219ti-Ilfov, care s\u0103 duc\u0103 la \u00eembun\u0103t\u0103\u021birea calit\u0103\u021bii serviciilor prin competitivitatea operatorilor, a devenit istorie.<\/p>\n\n\n\n<p>\u00cen baza unor reglemet\u0103ri europene, A.M.T.B., care se afla sub umbrela Ministerului Transporturilor, a fost desfiin\u021bat\u0103 \u00een 2018 prin ordonan\u021b\u0103 de urgen\u021b\u0103 de Guvernul D\u0103ncil\u0103 \u0219i \u00eenlocuit\u0103 de o asocia\u021bie intercomunitar\u0103 cu prerogative similare, \u00eenfiin\u021bat\u0103 cu un an \u00eenainte. Printre acestea se num\u0103r\u0103 delegarea, monitorizarea \u0219i reglementarea modului \u00een care sunt prestate serviciile de transport public.<\/p>\n\n\n\n<p>Compus\u0103 din primarii celor 39 de localit\u0103\u021bi din Ilfov, \u0219eful Consiliului Jude\u021bean, Marian Petrache, \u0219i prezidat\u0103 de edilul general al Capitalei, Gabriela Firea, Asocia\u021bia de Dezvoltare Intercomunitar\u0103 pentru Transport Public Bucure\u0219ti \u2013 Ilfov (ADITPBI) a delegat \u00een regim de urgen\u021b\u0103, \u00eencep\u00e2nd cu 2018, gestiunea serviciului public de transport unor a\u0219a-numi\u021bi operatori regionali. <\/p>\n\n\n\n<p>Statutul de operator regional este dat de forma de proprietate a societ\u0103\u021bii de transport care prime\u0219te liniile regionale \u0219i anume consiliile locale, adic\u0103 stucturi eminamente politice.<\/p>\n\n\n\n<p>A\u0219a au ap\u0103rut, pe l\u00e2ng\u0103 Societatea de Transport Bucure\u0219ti(STB) controlat\u0103 de Consiliul General al Capitalei \u0219i care a operat rute regionale \u00een Ilfov timp de 70 de ani, STCM Ecotrans \u0219i Societatea de Transport Voluntari(STV), de\u021binute de ora\u0219ul Chitila \u0219i comuna Mogo\u0219oaia, respectiv Ora\u0219ul Voluntari.<\/p>\n\n\n\n<figure class=\"wp-block-gallery columns-2 is-cropped wp-block-gallery-1 is-layout-flex Metrou U\u0219or)<\/figcaption><\/figure>\n\n\n\n<p>Dac\u0103 STCM Ecotrans opereaz\u0103 ast\u0103zi cu 14 autobuze patru rute la grani\u021bele teritoriale cu sectoarele 1 \u0219i 6, Serviciul de Transport Voluntari a ajuns s\u0103 numere 17 linii, cu 95 de autobuze care circul\u0103 prin sectoarele 1, 2, 3 \u0219i 4 dar \u0219i prin localit\u0103\u021bile vecine, cum ar fi ora\u0219ele Pantelimon \u0219i Pope\u0219ti Leordeni.<\/p>\n\n\n\n<p>Pentru aceste servicii, 90% din costuri sunt suportate de Prim\u0103ria Municipiului Bucuresti \u0219i 10 la sut\u0103 de localit\u0103\u021bile din Ilfov pe care le tranziteaz\u0103 ca urmare a dou\u0103 decizii ale ADITPBI din august 2018, respectiv aprilie 2019.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>O istorie fulminant\u0103<\/strong><\/h2>\n\n\n\n<p>Contractul dintre Asocia\u021bia prezidat\u0103 de Gabriela Firea \u0219i &nbsp;Serviciul de Transport Voluntari a fost semnat la o lun\u0103 dup\u0103 noua regul\u0103, pe 17 mai 2019, pentru o perioad\u0103 de doi ani. <\/p>\n\n\n\n<p>A doua zi, pe 18 mai 2019, o informare semnat\u0103 de primarul Florentin Pandele anun\u021ba transformarea a cinci linii urbane ale STV \u00een linii regionale.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"900\" height=\"847\" concretizeaz<\/em><em>\u0103<\/em><em> astfel unul dintre cele mai ambi\u021bioase proiecte pe care le-am lansat \u0219i realizat, \u00een calitate de primar, acela de a asigura servicii de transport public de persoane de calitate, adaptate cerin\u021belor \u0219i nevoilor tuturor cet\u0103\u021benilor din Voluntari<\/em>\u201d, anun\u021ba la vremea respectiv\u0103 edilul Florentin Pandele.<\/p>\n\n\n\n<p>Din acest punct, \u00een aproape un an, num\u0103rul de linii regionale operate de autobuzele Voluntariului se tripleaz\u0103. <\/p>\n\n\n\n<p>Sunt delegate \u00een total 17 rute, inculsiv \u00een zona de Sud-Est a Capitalei, la peste 20 de kilometri distan\u021b\u0103 de autobaza STV.&nbsp; &nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Potrivit ultimului raport al Consiliului de Administra\u021bie STV, dac\u0103 \u00een luna iunie 2019 se facturaser\u0103 c\u0103tre ADITPBI 143.866 de kilometri, \u00een luna decembrie cifra aproape se dubleaz\u0103, la 366.728 km.<\/p>\n\n\n\n<p>\u00cen bani, pentru serviciile aferente, \u00een 2019 Asocia\u021bia condus\u0103 de Gabriela Firea a decontat 18.001.925 lei, adic\u0103 72,7% din veniturile pe tot anul ale Societ\u0103\u021bii de Transport Voluntari.<\/p>\n\n\n\n<p>La un cost per kilometru facturat cu 7,75 lei, \u201cprofitul rezonabil\u201d al &nbsp;STV se ridic\u0103 la 620.517 lei, se mai arat\u0103 \u00een acela\u0219i document.<\/p>\n\n\n\n<p>Prin ultimul act adi\u021bional, semnat \u00een 24 martie 2020 \u00eentre ADIBTI \u0219i STV, se adaug\u0103 linii noi \u0219i, implicit, se modific\u0103 num\u0103rul total de kilometri planifica\u021bi dar \u0219i valoarea compensa\u021biei care vine dinspre PMB.<\/p>\n\n\n\n<p>Astfel, p\u00e2n\u0103 la sf\u00e2r\u0219itul lui 2020 autobuzele STV trebuie s\u0103 ruleze 8.359.516 kilometri, adic\u0103 de peste 58 de ori mai mult dec\u00e2t la momentul semn\u0103rii contractului de delegare \u00een mai 2019, cu un an \u0219i jum\u0103tate \u00eenainte.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Transport la m\u00e2na a doua<\/strong><\/h2>\n\n\n\n<p>\u00cen tot acest timp achizi\u021biile STV-ului de autovehicule second hand \u00een rate, din Olanda, se \u021bin lan\u021b. <\/p>\n\n\n\n<p>Asta dup\u0103 ce autorit\u0103\u021bile din ora\u0219e precum Eindhoven \u0219i Utrecht au renun\u021bat la flota de autobuze diesel \u00een favoarea celor electrice. <\/p>\n\n\n\n<p>\u00cen total, \u00eencep\u00e2nd cu 2019, sunt lansate cinci licita\u021bii pentru 276 de autobuze rulate \u00een Occident. 56 dintre acestea ajung \u00een flota STV cu motoare EURO 3, fabricate la jum\u0103tatea anilor 2000.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" Prin compara\u021bie, cele 14 autobuzele de\u021binute STCM Ecotrans, ale ora\u0219ului Mogo\u0219oaia \u0219i comunei Chitila, au o vechime medie de doar 2 ani.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ianuarie 2019 &#8211; <a href=\"http:\/\/e-licitatie.ro\/pub\/notices\/c-notice\/v2\/view\/100045485\">Licita\u021bie 50 autobuze<\/a> (20 Euro 3 + 30 Euro 5). Petre Iacob, care a candidat din partea ProRom\u00e2nia dup\u0103 ce a fost exclus din PSD, nu a dat curs solicit\u0103rii, p\u00e2n\u0103 la aceast\u0103 or\u0103.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>O problem\u0103 facultativ\u0103<\/strong><\/h2>\n\n\n\n<p>Potrivit studiilor de oportunitate privind delegarea liniilor metropolitane c\u0103tre operatorii regionali, \u00eentocmite chiar de Asocia\u021bia prezidat\u0103 de Gabriela Firea, una dintre cele \u0219apte probleme cu care se confrunt\u0103 re\u021beaua de transport public din Ilfov este reprezentat\u0103 de parcursul mare pentru acces \u0219i retragere&nbsp;\u00een cazul rutelor din \u201c<em>zona de Nord, Nord-Est, fapt ce conduce la cre\u0219terea cheltuielor de operare<\/em>\u201d.<\/p>\n\n\n\n<p>Cea mai apropiat\u0103 autobaz\u0103 a STB-ului de cea a STV-ului era p\u00e2n\u0103 \u00een 2019 cea din \u0218oseaua Pipera, demolat\u0103 printr-o decizie a CGMB pentru a face loc proiectului Gabrielei Firea prinvind Spitalul Metropolitan. Adic\u0103 100 de mii euro pe lun\u0103.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>O dorin\u021b\u0103 pentru 10 ani<\/strong><\/h2>\n\n\n\n<p>\u00cen iunie 2020, Consiliul General al Muncipiului Bucure\u0219ti, a c\u0103rei majoritate era de\u021binut\u0103 de PSD, a avizat prin vot studiul de oportunitate \u0219i proiectele de contracte pentru delegarea serviciului c\u0103tre STB, STCM Ecotrans \u0219i STV pe o perioad\u0103 de 10 ani. <\/p>\n\n\n\n<p>Proiectele includ \u0219i o uniformizare a tarifului de 10,57 lei\/kilometru pentru fiecare operator.<\/p>\n\n\n\n<p>\u00cen plus, apare \u00een peisaj \u0219i Regio Serv Transport S.R.L., societate \u00eenfiin\u021bat\u0103 \u00een 2019 de Consiliile Locale Buftea(51%) \u0219i Corbeanca(49%) \u0219i care ar urma s\u0103 opereze rute regionale cu patru autobuze Euro 5, fabricate \u00een 2011.<\/p>\n\n\n\n<p>\u201c<em>A fost nevoie de aceste hot\u0103r\u00e2ri la vremea respectiv\u0103 pentru c\u0103 Primaria General\u0103 pl\u0103te\u0219te 90% din valoarea facturilor pentru Ilfov iar banii trebuie prev\u0103zu\u021bi \u00een bugetul pe 2021. Procedural, proiectele de contract trebuiau s\u0103 ajung\u0103 la Consiliul Concuren\u021bei \u0219i ulterior semnate de reprezentan\u021bii celor 42 de UAT-uri. Acest lucru nu s-a \u00eent\u00e2mpl\u00e2t p\u00e2n\u0103 acum. <strong>Sunt probleme \u00een aceste proiecte de contract inclusiv cu indicatorii de perfoman\u021b\u0103 care nu puteau fi monitoriza\u021bi. Acum se dore\u0219te limitarea num\u0103rului de kilometri de acces \u0219i retragere care este foarte mar<\/strong><\/em><strong><em>e<\/em>\u201d<\/strong>, explic\u0103 pentru Buletin de Bucure\u0219ti surse din domeniul transportului public metropolitan.<\/p>\n\n\n\n<p>Potrivit proiectului de contract, \u00een cazul STV num\u0103rul de linii ar urma s\u0103 fie suplimentat cu \u00eenc\u0103 dou\u0103, de la 17 la 19, iar num\u0103rul de kilometri pentru acces \u0219i retragere ar urma s\u0103 creasc\u0103 de la 2.591 la 2.909 kilometri pe zi normal\u0103 de lucru.<\/p>\n\n\n\n<p>Contactat de Buletin de Bucure\u0219ti, pre\u0219edintele Consiliului de Administra\u021bie al Serviciului de Transport Voluntari, Stelic\u0103 Ioni\u021b\u0103, a explicat c\u0103 \u00een cazul liniilor din Pope\u0219ti-Leordeni s-a g\u0103sit o solu\u021bie de avarie.<\/p>\n\n\n\n<p>\u201c<em>Noi am luat m\u0103suri \u0219i am l\u0103sat ni\u0219te autobuze acolo. Dac\u0103 acolo e accesul \u0219i acolo ni s-a delegat linia aceea\u2026 Noi ne-am \u00eencadrat \u00een timpii pe care \u00eei avem aloca\u021bi<\/em>\u201d, a punctat \u0219eful STV.<\/p>\n\n\n\n<p>C\u00e2t prive\u0219te vechimea autobuzelor, consumul acestora \u0219i perspectivele unor noi linii regionale pe care ar urma s\u0103 le primeasc\u0103 \u00een operare, Stelic\u0103 Ioni\u021b\u0103 a explicat c\u0103 STV nu a primit pl\u00e2ngeri de la c\u0103l\u0103tori dar si c\u0103 societatea este preg\u0103tit\u0103 s\u0103 se extind\u0103 \u0219i \u00een alte localit\u0103\u021bi de Ilfov. &nbsp;&nbsp;<\/p>\n\n\n\n<p>&nbsp;\u201c<em>Asta nu depinde de noi. ADITPBI va decide ce linii vom primi pentru transportul interurban. Noi ne a\u0219tept\u0103m s\u0103 ni se delege \u0219i alte linii pentru c\u0103 sunt foarte multe neacoperite \u00een jude\u021bul Ilfov. Avem solicit\u0103ri de la foarte multe prim\u0103rii. Noi vrem s\u0103 ne dezvolt\u0103m \u0219i s\u0103 fim la \u00een\u0103l\u021bimea a\u0219tept\u0103rilor locuitorilor din Ilfov. Avem tot confortul \u00een aceste autobuze.
