Sta\u021biile de autobuz \u0219i tramvai nu au fost reabilitate, autobuzele nu au benzi de circula\u021bie cu prioritate, iar re\u021beaua de infrastructur\u0103 pentru biciclete aproape c\u0103 nici nu exist\u0103. \u00cen trei ani de mandat, Gabriela Firea nu a implementat complet nicio m\u0103sur\u0103 din Planul de Mobilitate Urban\u0103 Durabil\u0103, dar acest lucru nu a oprit-o din a propune noi ini\u021biative.<\/em><\/p>\n\n\n\n<figure class=\"wp-block-video\"><video controls src=\"http:\/\/pmud.ro\/video\/PMUD-cu-VO-v2.mp4\"><\/video><figcaption>Surs\u0103: www.pmud.ro<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Ce a promis<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Una dintre promisiunile f\u0103cute de Gabriela Firea, pe vremea c\u00e2nd candida pentru pozi\u021bia de primar \u00een 2016, a fost eficientizarea sistemului de circula\u021bie. La \u00eenceputul mandatului, aproba<a href=\"http:\/\/pmud.ro\/pdf-files\/proiect_pmud.pdf\"> Planul de Mobilitate Urban\u0103 Durabil\u0103 (PMUD)<\/a>, pe perioada&nbsp; 2016 &#8211; 2030. Strategia prevedea implementarea unor m\u0103suri pe termen scurt, mediu \u0219i lung. M\u0103surile pe termen scurt erau prioritare \u0219i esen\u021biale, iar e\u0219ecul de a le aplica ducea la pierderea eficien\u021bei celorlalte m\u0103suri.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201eAglomera\u021bia din capital\u0103 este una inacceptabil\u0103 pentru anul pe care \u00eel tr\u0103im, 2016. Este una dintre priorit\u0103\u021bile programului meu de guvernare local\u0103. Dac\u0103 vrem s\u0103 avem o capital\u0103 aerisit\u0103 \u00een care s\u0103 putem s\u0103 circul\u0103m liber dintr-o parte \u00een alta a ora\u0219ului, \u00een primul r\u00e2nd trebuie dezvoltat transportul public. Avem o flot\u0103 de 1000 de autobuze Mecedes dintre care 30% sunt blocate \u00een parcare pentru simplul motiv c\u0103 fo\u0219tii primari nu au alocat fonduri pentru piese \u0219i cele 300 \u0219i ceva de autobuze, \u00een loc s\u0103 fie pe teren, s\u0103 u\u0219ureze transportul bucure\u0219tenilor, sunt folosite direct din parcul auto pentru piese. Este inacceptabil a\u0219a ceva. [&#8230;] De asemenea, parc\u0103ri la intrarea \u00een capital\u0103, la gurile de metrou \u00een cartierele cele mai aglomerate \u2013 iat\u0103 c\u00e2teva solu\u021bii.\u201d &#8211; <\/em>Gabriela Firea dup\u0103 depunerea candidaturii \u00een 2016<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00cen <a href=\"https:\/\/activewatch.ro\/Assets\/Upload\/files\/raport_pmb_3ani_web.pdf\">raportul &#8220;Trei ani de mandat. PMB zero barat&#8221;<\/a>, realizat de asocia\u021biile ActiveWatch, CeRe: Centrul de Resurse pentru participare public\u0103 \u0219i Organiza\u021bia pentru Promovarea Transportului Alternativ \u00een Rom\u00e2nia (OPTAR), au fost identificate m\u0103surile prioritare, termenul de execu\u021bie \u0219i stadiul implement\u0103rii \u00een iulie 2019, momentul public\u0103rii documentului. Exemple: bolarzi, panouri publicitare, chio\u0219curi etc<\/li><li>Accesibilizarea unei re\u021bele primare format\u0103 de str\u0103zile pe care circul\u0103 transportul public (trotuare, signalistic\u0103, intersec\u021bii, refugii etc.)<\/li><li>Accesibilizarea unei re\u021bele secundare de str\u0103zi care s\u0103 conecteze re\u021beaua primar\u0103 de institu\u021bii publice \u0219i private (s\u0103n\u0103tate, educa\u021bie, servicii sociale, cultur\u0103, comercial, cl\u0103diri de birouri etc.), \u00d8 Accesibilizarea sistemului public de transport \u0219i a sta\u021biilor aferente (automate de eliberare a biletelor, signalistic\u0103, accesul la sta\u021bii, accesul \u00een vehicule, vehicule, facilit\u0103\u021bi etc)<\/li><li>Planificarea c\u0103l\u0103toriei (h\u0103rti, informa\u021bii, telefon dedicat etc.)<\/li><li>Ghid de accesibilizare pentru institu\u021bii publice si private (amenaj\u0103ri obligatorii, recomand\u0103ri etc.)<\/li><li>Amenajarea unui centru de instruire pentru func\u021bionarii publici (rela\u021bia cu persoanele cu dizabilit\u0103\u021bi) si de calificare pentru persoanele cu dizabilit\u0103\u021bi<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"specialList\">12.<\/span><strong>Centru de Control al Traficului Urban \u0219i Semnalizarea Regimului de Prioritate \u00een Intersec\u021bii<\/strong>: centrul exist\u0103 din 2009, a costat 20 milioane de euro, dar nu este \u00eentre\u021binut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"specialList\">13.<\/span><strong>Introducerea unui sistem integrat de eticketing<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"specialList\">14.<\/span><strong>Promovarea unui sistem de transport public unitar printr-o politic\u0103 de tarifare integrat\u0103<\/strong>, cu niveluri de pre\u021buri ce se apropie de media european\u0103 de 50% recuperare tarif c\u0103l\u0103torii.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Niciunul dintre aceste proiecte nu a \u00eenceput, de\u0219i termenul de execu\u021bie s-a sf\u00e2r\u0219it. Singura excep\u021bie o face sistemul de eticketing: au fost amplasate 6 automate pentru 1,8 milioane locuitori. Conform raportului &#8220;Trei ani de mandat. PMB zero barat&#8221;, la Sibiu exist\u0103 27 de automate la o popula\u021bie de 0,39 milioane, \u00een Bra\u0219ov 30 de automate la 0,55 milioane, iar la Cluj-Napoca exist\u0103 61 de automate la o popula\u021bie de 0,3 milioane. Mai mult, deseori Prim\u0103ria Bucure\u0219ti a ac\u021bionat contrar m\u0103surilor propuse \u00een PMUB. De exemplu, obstacolele montate \u00een spa\u021biul public nu au fost eliminate, ci s-au ad\u0103ugat altele, iar trotuarele s-au \u00eengustat.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/lh4.googleusercontent.com\/Ncfd967kdavHCxKvLQKMQgpi_BvbiAryoi0JXqw2mAWNYfx4fLImd7k0v_rICyLzmOxQcu5tHaQI8xQn8a2W2FQubZW5B0bJL0U6q4zYldGW-7ozyA1UQ7SFv5STXcAE8FTNRu88\" class=\"lazyload\" alt=\"\"\/><figcaption> Surs\u0103: Pagin\u0103 oficial\u0103 Facebook Guilhem Moulin <\/figcaption><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Ce promite \u00een continuare<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Chiar dac\u0103 a e\u0219uat \u00een implementarea tuturor m\u0103surilor men\u021bionate anterior, \u00een \u0219edin\u021ba consiliului general din 31 iulie 2019, Gabriela Firea a aprobat introducerea unui nou proiect \u00een Planul de Mobilitate Urban\u0103 Durabil\u0103: \u201eEdificarea unei sta\u021bii de metrou la nivel suprateran situat\u0103 \u00eentre sta\u021bia de metrou Berceni \u0219i \u0218oseaua de Centur\u0103 \u0219i a unei parc\u0103ri de tip Park&amp;Ride pe \u0218oseaua Berceni sector 4.\u201d Prin extinderea Magistralei 2 de metrou \u00een partea de sud \u0219i construirea parc\u0103rii \u00een \u0218oseaua de Centur\u0103 se dore\u0219te diminuarea traficului rutier \u0219i pietonal \u00een zona intr\u0103rii \u00een sta\u021bia de metrou Dimitrie Leonida.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ce a f\u0103cut<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Totu\u0219i, prim\u0103ria capitalei a avut c\u00e2teva ini\u021biative menite s\u0103 \u00eembun\u0103t\u0103\u021beasc\u0103 mobilitatea urban\u0103. Unele dintre ele nu dau randamentul dorit deoarece sunt dependente de m\u0103surile propuse, \u0219i neimplementate, din PMUB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"specialList\">1.<\/span>Au existat 4.193 de beneficiari de <strong>eco-vouchere pentru biciclete <\/strong>accepta\u021bi \u00een cadrul &#8220;Programului de stimulare a elimin\u0103rii din traficul bucure\u0219tean a autovehiculelor cu grad ridicat de poluare, prin acordarea de eco-vouchere&#8221;;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"specialList\">2.<\/span>S-au extins <strong>liniile de autobuze STB<\/strong> f\u0103c\u00e2nd leg\u0103tur\u0103 \u00eentre Bucure\u0219ti \u0219i Ilfov, \u00eens\u0103 viteza de deplasare nu a crescut deoarece nu s-au asigurat benzi dedicate transportului public;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"specialList\">3.<\/span>S-au semnat acorduri de cooperare cu trei companii care administreaz\u0103 servicii de \u00eenchiriere de <strong>trotinete electrice<\/strong>: Lime, Wolf \u015fi Flow.
