OAR Bucure\u0219ti: \u201ePare o instan\u021b\u0103 ascuns\u0103\u201d"},"content":{"rendered":"\n<p><strong>Pre\u0219edintele Ordinului Arhitec\u021bilor (<a href=\"https:\/\/www.oar-bucuresti.ro\/\">OAR<\/a>) din Bucure\u0219ti, Emil Iv\u0103nescu, a declarat pentru Buletin de Bucure\u0219ti c\u0103 dezbaterea public\u0103 organizat\u0103 de Prim\u0103ria Municipiului Bucure\u0219ti (PMB) pe 7 octombrie privind modificarea regulamentului Comisiei Tehnice de Circula\u021bie a fost \u201eun lucru foarte bun\u201d, dar a avertizat c\u0103 multe aspecte esen\u021biale au r\u0103mas nel\u0103murite.<\/strong><\/p>\n\n\n\n<p><strong>Printre acestea se num\u0103r\u0103 modul de func\u021bionare al noului \u201emodel digital de transport\u201d, un instrument care ar urma s\u0103 evalueze impactul construc\u021biilor asupra traficului din Capital\u0103 \u0219i s\u0103 condi\u021bioneze astfel viitoarele \u0219antiere.<\/strong><\/p>\n\n\n\n<p><strong><em>\u201eC\u00e2teva detalii au fost l\u0103murite, sunt \u00eens\u0103 altele, foarte importante, care au r\u0103mas destul de vagi. Pare o instan\u021b\u0103 necunoscut\u0103, dar hibrid\u0103, ascuns\u0103, dar \u00ab\u0219tiin\u021bific\u0103\u00bb de func\u021bionare; nu a fost explicat cum func\u021bioneaz\u0103: \u00abnu se \u0219tie\u00bb. Sunt fluxuri paralele de documente, fizice \u0219i electronice\u201d, <\/em>a spus el.<\/p>\n\n\n\n<p>Iv\u0103nescu a subliniat c\u0103 OAR nu respinge ideea digitaliz\u0103rii, dar procesul trebuie s\u0103 fie transparent \u0219i verificabil.<\/p>\n\n\n\n<p><em>\u201eEste foarte important\u0103 transparen\u021ba, astfel \u00eenc\u00e2t cei interesa\u021bi, proiectan\u021bii, s\u0103 poat\u0103 utiliza \u0219i verifica acest algoritm. Dac\u0103, \u00een trecut, comisia a dat und\u0103 verde la o serie de proiecte care nu ar fi trebuit s\u0103 primeasc\u0103 aviz pozitiv, acum, prin \u00eencercarea cre\u0103rii unui mecanism, din p\u0103cate insuficient prezentat, pare c\u0103 se dore\u0219te \u00eenlocuirea \u00absubiectivismului\u00bb comisiei cu obiectivitatea aparatului<\/em><\/p>\n\n\n\n<p><em>Ne\u00eencrederea nu va disp\u0103rea dac\u0103 transparen\u021ba nu va fi prezent\u0103. Se poate ajunge \u0219i aici \u00een cazul unui blocaj instituit pe baze \u00ab\u0219tiin\u021bifice\u00bb. \u0218i dac\u0103 ne uit\u0103m \u00een perioada trecut\u0103, sunt pl\u00e2ngeri de \u00eent\u00e2rzieri \u0219i chiar blocaje ale proiectelor. Ar trebui s\u0103 ie\u0219im din aceast\u0103 paradigm\u0103 antagonic\u0103, <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">sunt proiecte corect realizate \u0219i ar trebui s\u0103 \u021binem seama de ele, sunt mul\u021bi profesioni\u0219ti arhitec\u021bi, urbani\u0219ti, ingineri care \u00ee\u0219i fac corect meseria. Ar trebui s\u0103 se porneasc\u0103 de la acest adev\u0103r. <\/mark>Ora\u0219ul se construie\u0219te prin dialog \u0219i nu prin blocaj: sunt straturi de negocieri \u0219i reguli care trebuie respectate \u0219i implementate\u201d, <\/em>a explicat el.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-arhitec\u021bi-in-comisia-de-circula\u021bie\"><strong>Arhitec\u021bi \u00een Comisia de Circula\u021bie?<\/strong><\/h2>\n\n\n\n<p>\u00cen ceea ce prive\u0219te structura Comisiei de Circula\u021bie, Iv\u0103nescu sus\u021bine c\u0103 aceasta trebuie s\u0103 fie independent\u0103 \u0219i format\u0103 din speciali\u0219ti, nu condus\u0103 direct de primarul general, cum este \u00een prezent.<\/p>\n\n\n\n<p>\u201e<em>Tocmai s-a discutat la dezbatere c\u0103 primarul nu poate fi \u00ab\u0219eful\u00bb acestei comisii, el poate cel mult coordona comisia. Dar credem c\u0103 orice comisie tehnic\u0103 trebuie s\u0103 fie independent\u0103, astfel \u00eenc\u00e2t r\u0103spunsul ei s\u0103 fie unul profesionist \u0219i corect\u201d.<\/em><\/p>\n\n\n\n<p>BdB l-a \u00eentrebat \u0219i dac\u0103 nu vede <strong>un risc de conflict de interese cu privire la propunerea OAR de a avea un reprezentant \u00een comisie<\/strong>. Iv\u0103nescu a explicat faptul c\u0103 aceast\u0103 participare ar aduce expertiz\u0103 profesional\u0103.<\/p>\n\n\n\n<p>\u201e<em>Comisia este una tehnic\u0103, iar r\u0103spunsul ei este unul tehnic, dar cu impact la nivel urban. Pentru a rezolva lipsa de coordonare \u00eentre p\u0103r\u021bi, avem nevoie de comisii tehnice multidisciplinare, dar \u00een care majoritatea, \u00een acest caz, trebuie s\u0103 fie a speciali\u0219tilor de circula\u021bie. C\u00e2t\u0103 vreme comisia se ocup\u0103 cu analiza unor p\u0103r\u021bi ale ora\u0219ului care influen\u021beaz\u0103 dezvoltarea urban-spa\u021bial\u0103, prezen\u021ba unui reprezentant al unei organiza\u021bii profesionale de specialitate, cum ar fi OAR-ul, este esen\u021bial\u0103<\/em>\u201d, a concluzionat.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-\u0219i-societatea-civila-a-cerut-reprezentan\u021bi-in-comisie\"><strong>\u0218i societatea civil\u0103 a cerut reprezentan\u021bi \u00een comisie<\/strong><\/h2>\n\n\n\n<p>PMB a organizat, pe 7 octombrie, o dezbatere public\u0103 privind modificarea regulamentului Comisiei Tehnice de Circula\u021bie, organism responsabil cu avizarea proiectelor de construc\u021bii \u0219i a impactului lor asupra traficului.<\/p>\n\n\n\n<p>Discu\u021bia a fost condus\u0103 de reprezentan\u021bi ai Direc\u021biei Transporturi \u0219i ai arhitectului-\u0219ef al Capitalei, \u00een absen\u021ba primarului general, liberalul Stelian Bujduveanu.<\/p>\n\n\n\n<p>ONG-ul de mobilitate urban\u0103 \u201eHai cu Bicla\u201d a propus includerea unor reprezentan\u021bi ai societ\u0103\u021bii civile \u00een comisie \u0219i publicarea ordinii de zi \u0219i a documenta\u021biilor cu mai multe zile \u00eenainte de \u0219edin\u021be. De asemenea, au cerut \u0219i ca minuta \u0219edin\u021belor \u0219i voturile membrilor comisiei s\u0103 fie f\u0103cute publice.<\/p>\n\n\n\n<p>Oana Turturic\u0103, reprezentanta ONG-ului, a mai spus c\u0103 membri comisiei trateaz\u0103 problemele de mobilitate exclusiv din perspectiva traficului auto \u0219i ignor\u0103 nevoile pietonilor \u0219i ale bicicli\u0219tilor.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\" id=\"h-controversele-privind-modelul-digital-de-transport-pentru-noile-construc\u021bii\"><strong>Controversele privind modelul digital de transport pentru noile construc\u021bii<\/strong><\/h1>\n\n\n\n<p>Potrivit Direc\u021biei de Urbanism, <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">platforma digital\u0103 prin care vor fi gestionate documenta\u021biile este \u00een testare \u0219i ar urma s\u0103 devin\u0103 func\u021bional\u0103 p\u00e2n\u0103 la \u00eenceputul anului viitor.<\/mark><\/p>\n\n\n\n<p>Practic, \u00een locul studiilor de trafic clasice, care au fost criticate pentru superficialitatea cu care erau f\u0103cute, se va folosi acest model digital pentru a decide dac\u0103 un proiect prime\u0219te sau nu aviz de circula\u021bie.<\/p>\n\n\n\n<p>PMB \u0219i Asocia\u021bia de Transport Bucure\u0219ti\u2013Ilfov (ADITPBI) vor folosi instrumentul care va ar\u0103ta cum va fi afectat\u0103 circula\u021bia dac\u0103 se construie\u0219te un anumit proiect.<\/p>\n\n\n\n<p>Noua metodologie ar fi urmat s\u0103 fie implementat\u0103 f\u0103r\u0103 o consultare public\u0103 \u0219i f\u0103r\u0103 o expertiz\u0103 independent\u0103 dup\u0103 cum a semnalat Ordinul Arhitec\u021bilor din Bucure\u0219ti printr-o scrisoare deschis\u0103 despre care Buletin de Bucure\u0219ti a scris&nbsp;<a href=\"https:\/\/buletin.de\/bucuresti\/constructiile-din-capitala-avizate-dupa-o-analiza-digitala-a-unui-model-de-transport-ordinul-arhitectilor-din-bucuresti-cere-o-prezentare-publica-si-o-expertiza-specializa\/https:\/buletin.de\/bucuresti\/constructiile-din-capitala-avizate-dupa-o-analiza-digitala-a-unui-model-de-transport-ordinul-arhitectilor-din-bucuresti-cere-o-prezentare-publica-si-o-expertiza-specializa\/\">aici<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-avizele-sub-semnatura-directa-a-primarului\"><strong>Avizele, sub semn\u0103tura direct\u0103 a primarului<\/strong><\/h2>\n\n\n\n<p>OAR Bucure\u0219ti a criticat lipsa de transparen\u021b\u0103, \u00een contextul unei schimb\u0103ri radicale anun\u021bate de&nbsp;<a href=\"https:\/\/buletin.de\/bucuresti\/bomba-din-piata-imobiliara-avize-de-circulatie-doar-cu-semnatura-lui-nicusor-dan-comisia-tehnica-va-avea-un-rol-consultativ\/\" target=\"_blank\" rel=\"noreferrer noopener\">fostul primarul general Nicu\u0219or Dan, care a decis, \u00een august 2024, ca avizele de circula\u021bie s\u0103 fie semnate exclusiv de el, iar Comisia Tehnic\u0103 de Circula\u021bie s\u0103 aib\u0103 doar un rol consultativ.<\/a><\/p>\n\n\n\n<p>M\u0103sura a fost justificat\u0103 prin faptul c\u0103 \u201e<strong>s-au dat avize pentru proiecte ilegale<\/strong>\u201d, precum cazul controversat al PUD-ului One Cotroceni.
