Blocajele de la Linia 5, tramvaie noi \u0219i un posibil faliment cu tramvaie ruse\u0219ti"},"content":{"rendered":"\n<p><strong>2024 a fost anul \u00een care o parte din flota de tramvaie vechi \u0219i ruginite din Capital\u0103 a fost \u00eenlocuit\u0103 \u0219i s-au acordat contracte de milioane de lei pentru \u00eenlocuirea \u0219inelor, vechi \u0219i ele de zeci de ani. Tot \u00een acest an au \u00eenceput mai multe lucr\u0103ri care vor face c\u0103l\u0103toria cu tramvaiul mai sigur\u0103. Totu\u0219i, transportul pe \u0219ine din Bucure\u0219ti a fost implicat \u00een dou\u0103 scandaluri majore. Blocajele lucr\u0103rii de \u00eenlocuire a \u0219inelor de pe linia 5 \u0219i o achizi\u021bia de tramvaie ruse\u0219ti care a venit la pachet cu un posibil faliment al Societ\u0103\u021bii de Transport Bucure\u0219ti (STB). <\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\" id=\"h-cu-frana-de-mana-trasa-pe-linia-5\"><strong>Cu fr\u00e2na de m\u00e2n\u0103 tras\u0103 pe linia 5<\/strong><\/h2>\n\n\n\n<p>\u00cen prim\u0103vara lui 2024, au \u00eenceput lucr\u0103rile de \u00eenlocuire a \u0219inei de tramvai pe care circul\u0103 tramvaiul 5, una dintre cele mai importante \u0219i aglomerate din Bucure\u0219ti. La mijlocul lunii iunie, <a href=\"https:\/\/buletin.de\/bucuresti\/a-inceput-montarea-noii-sine-de-tramvai-pe-linia-5-lucrarile-de-modernizare-gata-pe-jumatate\/\">lucr\u0103rile de modernizare a c\u0103ii de rulare au ajuns la aproximativ 50%<\/a>, anun\u021ba Stelian Bujduveanu, viceprimarul Capitalei.<\/p>\n\n\n\n<p>P\u00e2n\u0103 la acel moment au fost executate urm\u0103toarele lucr\u0103ri:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>montarea st\u00e2lpilor de alimentare tramvai \u0219i iluminat public \u2013 33%<\/li>\n\n\n\n<li>montarea c\u0103ii de rulare (pe 2.4 km),<\/li>\n\n\n\n<li>turnarea asfaltului pe 75% din suprafa\u021b\u0103,<\/li>\n<\/ul>\n\n\n\n<p>O lun\u0103 mai t\u00e2rziu lucrurile aveau s\u0103 se complice. Lucr\u0103rile au fost suspendate, la \u00eenceputul lunii iulie, de constructorul Mari Vila-Com SRL din cauza pl\u0103\u021bilor \u00eent\u00e2rziate din partea Prim\u0103riei Municipiului Bucure\u0219ti.<\/p>\n\n\n\n<p>Doar pu\u021bin peste cinci milioane de lei au fost ajuns \u00een conturile firmei din cele peste 40 de milioane care ar fi trebuit pl\u0103tite la vremea respectiv\u0103. Cu o s\u0103pt\u0103m\u00e2n\u0103 \u00eenainte de sistarea lucr\u0103rilor, compania a notificat municipalitatea c\u0103 urmeaz\u0103 s\u0103 \u00eentrerup\u0103 lucr\u0103rile, \u00eens\u0103 nimeni din prim\u0103rie nu a discutat cu constructorul despre aceste probleme. <\/p>\n\n\n\n<p>Reporterii Buletin de Bucure\u0219ti au realizat atunci un <a href=\"https:\/\/buletin.de\/bucuresti\/interviu-lucrarile-la-linia-de-tramvai-a-corporatistilor-blocate-constructor-nimeni-nu-ma-intreaba-nimic-cgmb-nu-vrea-sa-se-stranga-la-invitatia-primarului\/\">interviu exclusiv cu Marin M\u00e2ndril\u0103, patronul Mari Vila-Com<\/a>, despre blocarea \u0219antierului de la \u201etramvaiul corporati\u0219tilor\u201d. Acesta ne-a spus atunci c\u0103 banii nu ar fi ajuns la firma lui deoarece Consiliul General de atunci nu voia s\u0103 voteze o rectificare de buget pentru c\u0103 ar fi primit ordine de la partid.<\/p>\n\n\n\n<p>\u201e<em>Directorul general de la investi\u021bii mi-a spus c\u0103 primarul se zbate s\u0103 fac\u0103 o rectificare de buget, dar nu poate s\u0103 str\u00e2ng\u0103 consilierii s\u0103 fie cvorum s\u0103 poat\u0103 s\u0103 treac\u0103 proiectul. \u0102\u0219tia sunt consilieri p\u00e2n\u0103 \u00een septembrie, probabil c\u0103 o s\u0103 trag\u0103 de timp. V\u0103 da\u021bi seama c\u0103 e catastrof\u0103.&nbsp;Vine consiliul cel\u0103lalt \u0219i consilierii \u00ee\u0219i aleg comisii, alea, alea \u0219i dac\u0103 o fi prin noiembrie \u00eencolo se va \u00eentruni dac\u0103 nu fac lucrurile acum. Ei nu mai vor, c\u0103 li se spune de la partid\u201d,<\/em> a declarat \u00een iulie patronul Mari Vila Com pentru <a href=\"https:\/\/buletin.de\/bucuresti\/interviu-lucrarile-la-linia-de-tramvai-a-corporatistilor-blocate-constructor-nimeni-nu-ma-intreaba-nimic-cgmb-nu-vrea-sa-se-stranga-la-invitatia-primarului\/\">Buletin de Bucure\u0219ti. <\/a><\/p>\n\n\n\n<p>\u00cen scandalul de la Linia 5 a intervenit \u0219i pre\u0219edintele PNL Bucure\u0219ti, Sebastian Burduja, care a explicat pentru <a href=\"https:\/\/buletin.de\/bucuresti\/exclusiv-santierul-liniei-5-de-tramvai-inca-blocat-constructor-nu-ne-a-contactat-nimeni-de-la-pmb\/\">Buletin de Bucure\u0219ti<\/a> c\u0103 grupul consilierilor generali ai PNL discut\u0103 cu consilierii generali ai celorlalte partide, pentru convocarea respectivei \u0219edin\u021be. Dar nu a avansat o dat\u0103 c\u00e2nd va avea loc aceasta. Astfel, situa\u021bia r\u0103m\u00e2nea blocat\u0103 \u0219i la jum\u0103tatea lunii iulie. <\/p>\n\n\n\n<p>Abia la finalul lunii iulie, dup\u0103 o lun\u0103 \u0219i jum\u0103tate de blocaje \u0219i ne\u00een\u021belegeri politice, lucr\u0103rile de la linia 5 au fost deblocate pentru c\u0103 Mari-Vila Com \u0219i-a primit banii de la Prim\u0103ria General\u0103, dup\u0103 ce <a href=\"https:\/\/buletin.de\/bucuresti\/linia-5-de-tramvai-deblocata-primaria-va-vota-banii-datorati-constructorului\/\">Consiliul General a votat rectificarea bugetar\u0103. <\/a><\/p>\n\n\n\n<p>\u00cen septembrie, <a href=\"https:\/\/buletin.de\/bucuresti\/lucrarile-la-linia-5-de-tramvai-au-trecut-de-jumatate-a-inceput-asfaltarea\/\">lucr\u0103rile de la linia 5 de tramvai au intrat \u00eentr-o nou\u0103 etap\u0103.<\/a> Astfel, lucr\u0103rile de reabilitare au fost finalizate \u00een propor\u021bie de 55% \u0219i a \u00eenceput turnarea primului strat de asfalt pe anumite segmente ale liniei.&nbsp;<\/p>\n\n\n\n<p>Dincolo de jum\u0103tatea lunii noiembrie, lucr\u0103rile de modernizare a c\u0103ii de rulare au ajuns la 75%,<a href=\"https:\/\/buletin.de\/bucuresti\/stadiul-lucrarilor-la-linia-5-de-tramvai-constructor-gata-in-februarie-daca-sunt-bani\/\"> anun\u0163a primarul general Nicu\u015for Dan<\/a>, care se declara \u201eoptimist\u201d cu privire la respectarea termenului contractual, \u0219i anume februarie 2025. \u0218i constructorul promitea atunci c\u0103 lucr\u0103rile la calea de rulare vor fi gata, \u00eenc\u0103 din decembrie. Cu o singur\u0103 condi\u021bie: \u201edac\u0103 ne ajut\u0103 cu banii\u201d. <\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\" id=\"h-opera\u021bia-estetica-a-tramvaielor-tatra\">\u201e<strong>Opera\u021bia estetic\u0103\u201d a tramvaielor TATRA<\/strong><\/h2>\n\n\n\n<p>\u00cen perioada 2022-2023, STB SA a demarat preg\u0103tirea proiectului pentru modernizarea a 50 de tramvaie V3A \u0219i 20 de tramvaie Tatra.&nbsp;<a href=\"https:\/\/clubferoviar.ro\/primul-tramvai-v3a\/\">Tramvaiele V3A, produse la Bucure\u0219ti,<\/a>&nbsp;urmau s\u0103 fie modernizate \u00een cadrul unui program cu mai mul\u021bi constructori, care s\u0103 realizeze structurile metalice de la confec\u021bie p\u00e2n\u0103 la vopsire, pentru ca ulterior acestea s\u0103 fie echipate \u0219i finalizare \u00een cadrul Uzinei de Repara\u021bii Atelierele Centrale a STB, de l\u00e2ng\u0103 spitalul Colentina. &nbsp;La pachet urmau s\u0103 intre \u0219i 20 de tramvaie Tatra produse \u00een fosta Cehoslovacie \u0219i livrate Capitalei \u00eencep\u00e2nd cu 1973. <\/p>\n\n\n\n<p>Ambele moderniz\u0103ri urmau s\u0103 devin\u0103 tramvaie cu motoare asincron \u0219i podea par\u021bial cobor\u00e2t\u0103, dar \u0219i cu sisteme de informare \u0219i aer condi\u021bionat \u00een salonul c\u0103l\u0103torilor.<a href=\"https:\/\/buletin.de\/bucuresti\/tramvaiele-tatra-si-cele-made-in-bucuresti-au-ramas-fara-bani-pentru-modernizare\/\"> Doar c\u0103 odat\u0103 cu \u00eenceputul anului 2024<\/a> cele dou\u0103 proiecte de modernizare a tramvaielor V3A \u0219i Tatra, anun\u021bate din 2022, \u0219i pentru care au fost demarate procedurile de implementare, au fost trase pe linie moart\u0103.<\/p>\n\n\n\n<p>Blocajul nu a durat mult, iar <a href=\"https:\/\/buletin.de\/bucuresti\/stb-reface-tramvaiele-vechi-primul-a-intrat-deja-pe-traseu-din-weekend-pe-linia-lui-41\/\">\u00een martie 2024 ie\u0219ea pe u\u0219a depoului primul tramvai vechi recondi\u021bionat<\/a>. Tramvaiul are peste 30 de ani \u0219i este complet recondi\u021bionat la Uzina de Repara\u021bii Ateliere Centrale (URAC) a STB SA. Noile tramvaie sunt dotate cu tehnologii moderne \u0219i consum\u0103 mai pu\u021bin\u0103 energie. Potrivit STB, au fost refolosite  caroseriile vechi.<\/p>\n\n\n\n<p>Peste \u00eenc\u0103 o lun\u0103, \u00een aprilie 2024, <a href=\"https:\/\/buletin.de\/bucuresti\/operatie-estetica-pentru-11-tramvaie-din-generatia-trecuta-caroseriile-vechi-au-fost-refacute-si-modernizate\/\">11 tramvaie noi au fost recondi\u021bionate de STB<\/a> \u0219i repuse \u00een circula\u021bie. \u00a0\u00cen acest fel, tramvaiele consum\u0103 mai pu\u021bin\u0103 energie \u0219i sunt mai fiabile, spuneau atunci reprezentan\u0163ii societ\u0103\u0163ii de transport.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\" id=\"h-tramvaie-noi-\u0219i-dosar-la-parchetul-european-condus-de-kovesi\"><strong>Tramvaie noi \u0219i dosar la Parchetul European condus de Kovesi <\/strong><\/h2>\n\n\n\n<p>\u00cen octombrie 2024 s-a l\u0103sat cu artificii. <a href=\"https:\/\/buletin.de\/bucuresti\/al-100-lea-tramvai-imperio-care-iese-pe-traseu-legatura-dintre-vehiculul-pe-sine-si-valea-oltului\/\">Cel de-al 100-lea tramvai Imperio, produs de Astra Arad \u015fi cump\u0103rat de Prim\u0103ria Capitalei a ie\u0219it pe 7 octombrie, pe traseu.<\/a> Potrivit oficialilor, tramvaiele circul\u0103, deocamdat\u0103, pe liniile 1, 10, 25, 32, 41, 21, dar vor fi alocate inclusiv pe linia 5, dup\u0103 modernizare.<\/p>\n\n\n\n<p>Potrivit proprietarului Astra Vagoane, Valer\u00a0<a href=\"https:\/\/ro.wikipedia.org\/wiki\/Valer_Blidar\">Blidar<\/a>, prezent, al\u0103turi de primarul Nicu\u015for Dan \u015fi de viceprimarul Stelian Bujduvean, la conferin\u0163a de pres\u0103 \u00een care a fost anun\u0163at\u0103 intrarea pe traseu a noului tramvai, vehiculul ar fi fost livrat chiar mai devreme de termen, \u00eens\u0103 lucr\u0103rile de pe Valea Oltului anun\u0163ate de ministerul Transporturilor au dat planurile peste cap.<\/p>\n\n\n\n<p>Odat\u0103 cu acest ultim tramvai, exist\u0103 <a href=\"https:\/\/buletin.de\/bucuresti\/ultimul-imperio-la-bucuresti\/\">300 de noi mijloace de transport \u00een comun \u00een Capital\u0103:<\/a> 100 de tramvaie, 100 de troleibuze \u0219i 100 de autobuze hibrid.<\/p>\n\n\n\n<p>Contractul pentru cele 100 de tramvaie noi cu o lungime de 36 de metri a fost semnat \u00een mai 2021 pentru aproape 170 de milioane de euro, fonduri europene nerambursabile. Primele 15 tramvaie Astra Imperio au circulat pe linia 41, la finalul anului 2022. P\u00e2n\u0103 \u00een acel moment, din 1989, \u00een Bucure\u0219ti fuseser\u0103 puse \u00een circula\u021bie doar 17 tramvaie noi, produse de URAC.<\/p>\n\n\n\n<p><a href=\"https:\/\/buletin.de\/bucuresti\/tramvaiele-astra-cumparate-in-bucuresti-subiect-de-investigatie-a-parchetului-condus-de-kovesi-dna-are-propria-ancheta\/\">Vara lui 2024 a adus \u0219i primul scandal<\/a> \u00een care au fost implicate tramvaiele noi ale Capitalei. Drec\u0163ia Na\u0163ional\u0103 Anticorup\u0163ie \u015fi Parchetul European condus de Laura Codru\u0163a Kovesi a anun\u021bat atunci c\u0103 ancheteaz\u0103 achizi\u0163ia celor 100 de tramvaie Astra de c\u0103tre Prim\u0103ria Capitalei, relata&nbsp;<a href=\"https:\/\/www.g4media.ro\/surse-parchetul-european-si-dna-ancheteaza-achizitia-celor-100-de-tramvaie-de-la-astra-arad-de-catre-primaria-bucuresti-licitatia-a-fost-atribuita-in-mandatul-gabrielei-firea-iar-contractul-a-fost.html\">G4Media<\/a>, care cita surse judiciare (dup\u0103 un articol&nbsp;<a href=\"https:\/\/newsweek.ro\/justitie\/dna-si-eppo-pe-urmele-celor-100-tramvaie-noi-nicusor-dan-firea-a-dat-licitatia-cui-nu-trebuie\">Newsweek<\/a>, ap\u0103rut \u00een diminea\u0163a zilei de 18 iunie). Licita\u0163ia a fost atribuit\u0103 \u00een mandatul Gabrielei Firea, contractul a fost semnat de c\u0103tre Nicu\u015for Dan.<\/p>\n\n\n\n<p>Este vorba de dou\u0103 anchete&nbsp;<em>in rem<\/em>&nbsp;(care vizeaz\u0103 fapte, nu persoane). DNA investigheaz\u0103 presupuse fapte ce corup\u021bie \u0219i abuz \u00een serviciu comisie la nivelul comisiei de licita\u021bie de la STB, iar EPPO ancheteaz\u0103 faptul c\u0103 Astra Arad ar fi depus o scrisoare de garan\u021bie pentru accesarea fondurilor europene care s-ar fi dovedit a fi fals\u0103, au explicat surse judiciare pentru G4Media.ro. Este motivul pentru care fondurile europene ar fi fost pierdute, iar tramvaiele au fost p\u00e2n\u0103 la urm\u0103 cump\u0103rate cu bani de la bugetul de stat.<\/p>\n\n\n\n<p>La o zi distan\u021b\u0103 de anun\u021bul celor dou\u0103 anchete, Nicu\u0219or Dan a fost invitat \u00een emisiunea Studio Politic de la&nbsp;<a href=\"https:\/\/www.digi24.ro\/stiri\/actualitate\/justitie\/ancheta-dna-in-cazul-licitatiei-pentru-cele-100-de-tramvaie-noi-cumparate-de-primaria-capitalei-nicusor-dan-n-am-niciun-fel-de-emotie-2831409\">Digi24<\/a>, acesta a spus c\u0103 nu are<em>&nbsp;\u201eniciun fel de emo\u0163ie\u201d<\/em>&nbsp;\u00een privin\u0163a anchetelor deschise.<\/p>\n\n\n\n<p>\u201e<em>Nu exist\u0103 control la noi \u00een prim\u0103rie pe subiectul \u0103sta. Este o achizi\u021bie public\u0103 desf\u0103\u0219urat\u0103 de administra\u021bia precedent\u0103. Au fost doi ofertan\u021bi. Prim\u0103ria, \u00een administra\u021bia precedent\u0103, a atribuit ofertantului c\u0103ruia nu trebuia s\u0103 atribuie, s-au pronun\u021bat CNSC si Curtea de Apel \u0219i au spus c\u0103 contractul trebuie oferit celuilalt ofertant \u2013 Astra Arad. Administra\u021bia precedent\u0103 a spus asta, a atribuit, dar n-a semnat contractul. Noi am semnat, la c\u00e2teva luni dup\u0103 ce am preluat mandatul. \u0218i, din moment ce Curtea de Apel Bucure\u0219ti a spus c\u0103 contractul trebuie atribuit acestui ofertant Astra, n-am niciun fel de emo\u021bie<\/em>\u201d, <a href=\"https:\/\/buletin.de\/bucuresti\/reactia-lui-nicusor-dan-dupa-inceperea-dublei-anchete-in-cazul-tramvaielor-astra-n-am-nicio-emotie\/\">spunea atunci Nicu\u0219or Dan<\/a>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-center\" id=\"h-contracte-\u0219i-bani-pentru-modernizarea-\u0219inelor-de-tramvai\"><strong>Contracte \u0219i bani pentru modernizarea \u0219inelor de tramvai<\/strong><\/h2>\n\n\n\n<p>La finalul lunii iunie, <a href=\"https:\/\/buletin.de\/bucuresti\/trei-linii-stb-modernizate-proiectele-au-primit-unda-verde-in-cgmb-si-costa-peste-50-de-milioane\/\">Consiliul General a aprobat modernizare a trei linii de tramvai.<\/a> Cele trei linii a c\u0103ror modernizare a fost aprobat\u0103 de consilierii generali, sunt 32, 40 \u0219i 55,&nbsp;<a href=\"https:\/\/www3.pmb.ro\/wwwt\/institutii\/CGMB\/sedinte\/ordinea_de_zi\/533\">potrivit PMB<\/a>.Proiectul moderniz\u0103rii liniei 32 a primit 40 de voturi pentru, cel pentru linia 40 a ob\u021binut 41 de voturi pentru iar reabilitarea liniei 55 a fost votat\u0103 cu 42 de voturi pentru. Cererile de finan\u021bare pentru aceste proiecte au fost depuse \u00een 2018 iar banii, peste 50 de milioane de euro, vin din fonduri nerambursabile.<\/p>\n\n\n\n<p>C\u00e2teva zile mai t\u00e2rziu, \u00een august, Nicu\u0219or Dan anun\u021ba c\u0103 a fost atribuit <a href=\"https:\/\/buletin.de\/bucuresti\/reabilitarea-liniilor-de-tramvai-40-27-19-36-si-23-din-capitala-a-fost-atribuit-contractul\/\">contractul&nbsp;pentru refacerea tronsonului de 18 kilometri cu cale dubl\u0103 de rulare.<\/a> Astfel, reabilitarea liniilor de tramvai 40, 27, 19, 36 \u0219i 23 din Capital\u0103, are trec pe Bd. Theodor Pallady, Bd. 1 Decembrie, Bd. Basarabia, Calea C\u0103l\u0103ra\u0219ilor, Bd. Corneliu Coposu, inclusiv Bucla Complex Titan, a putut \u00eencepe. <\/p>\n\n\n\n<p>Tot \u00een august, primarul Nicu\u015for Dan anun\u0163\u0103 c\u0103 a atribuit <a href=\"https:\/\/buletin.de\/bucuresti\/sinele-de-tramvai-in-paragina-de-pe-liniile-lui-14-si-55-vor-fi-reabilitate-contract-de-aproximativ-24-de-milioane-de-euro\/\">contractul pentru \u00eenlocuirea \u0219inelor de tramvai care deservesc liniile 14 \u015fi 55<\/a>.
