Acesta ar trebui s\u0103 preia din traficul de pe cea mai tranzitat\u0103 por\u021biune nemodernizat\u0103 a Centurii Capitalei. <\/p>\n\n\n\n<p>\u00cen acela\u0219i timp, lotul 4 al A0 Nord este \u0219i cel mai dificil, potrivit autorit\u0103\u021bilor, din cauza supratravers\u0103rii cu un pod \u00een lungime de 1,3 km a Lacului Cernica, care este arie protejat\u0103.<\/p>\n\n\n\n<p>Stadiul lucr\u0103rilor, <a href=\"https:\/\/www.facebook.com\/IrinelScriosteanu\/posts\/pfbid02BepTUQJpbRrtjBN8jwyfCyPmSw7Q7sCB9Qn7YQcNMv3XgS1ysgfwxrGuzL8bNmhMl?__cft__[0]=AZXEvwguiCC0JWdxbeBXngRUjRppmYf6Q4m9yF2WIFuajk0-I3ZnJcjTMvxmX7njqwYYLq0mA0nuZTcnP8k-pBqyoe8kbS7UpeX3X6oyQw30GkBIHoyPLBMZOVPs7h-49hEHMDovYViUEYzBnffFUOtfjDIaV932WkqvjVG9osSBmQ&amp;__tn__=%2CO%2CP-R\">potrivit oficialului de la Transporturi<\/a>, este urm\u0103torul:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em> se realizeaz\u0103 platforma de p\u0103m\u00e2nt \u00een lac<\/em><\/li>\n\n\n\n<li><em>se armeaz\u0103 \u0219i cofreaz\u0103 riglele pilelor P1 \u0219i P2<\/em><\/li>\n\n\n\n<li><em>se aprovizioneaz\u0103 cu carcasele de arm\u0103tur\u0103 necesare pilo\u021bilor<\/em><\/li>\n\n\n\n<li><em>se execut\u0103 lucr\u0103ri de umpluturi cu p\u0103m\u00e2nt pe traseul autostr\u0103zii;<\/em><\/li>\n\n\n\n<li><em>continu\u0103 lucr\u0103rile la pasajului peste calea ferat\u0103 Bucure\u0219ti Sud &#8211; Olteni\u021ba (km 51+077), \u00een lungime de 504 m;<\/strong><\/li>\n\n\n\n<li><strong>Pod pe autostrad\u0103 peste Lacul Cernica \u0219i drum de exploatare, \u00een o lungime de 1274 m.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Termenul de finalizare prev\u0103zut de contract este prim\u0103vara anului 2026, \u00eens\u0103 autorit\u0103\u021bile estimeaz\u0103 c\u0103 lucr\u0103rile ar putea fi finalizate mai devreme.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Av\u00e2nd \u00een vedere capacitatea de mobilizare a antreprenorului, consider c\u0103 acest lot ar putea fi finalizat chiar la sf\u00e2r\u0219itul anului viitor.<\/p>\n<cite><strong>Irinel Ionel Scrio\u0219teanu, secretar de stat \u00een Ministerul Transporturilor.<\/strong><\/cite><\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lucrarea-de-arta-de-la-cernica\"><strong>\u201eLucrarea de art\u0103\u201d de la Cernica<\/strong><\/h2>\n\n\n\n<p>Segmentul de autostrad\u0103 m\u0103soar\u0103 4,7 kilometri \u0219i trebuie s\u0103 traverseze, printr-un viaduct, lacul Cernica prin dreptul a ceea ce a mai r\u0103mas, \u00een urma dezvolt\u0103rii imobiliare, din P\u0103durea C\u0103ld\u0103raru.<\/p>\n\n\n\n<p>Din punct de vedere legal, zona este arie natural\u0103 protejat\u0103 Natura 2000, motiv pentru care \u0219antierul a r\u0103mas blocat, ulterior adjudec\u0103rii licita\u021biei, p\u00e2n\u0103 la realizarea studiului de mediu, dup\u0103 cum a dezv\u0103luit Buletin de Bucure\u0219ti&nbsp;<strong><a href=\"https:\/\/buletin.de\/bucuresti\/exclusiv-viaductul-autostrazii-bucuresti-blocat-de-cele-patru-anotimpuri-studiul-pentru-zona-protejata-cernica-nu-este-gata-la-aproape-trei-ani-de-la-semnarea-contractului\/\">aici<\/a><\/strong>.<\/p>\n\n\n\n<p>Ulterior, \u00een aprilie 2023, Ministerul Transporturilor a emis&nbsp;<a href=\"https:\/\/www.mt.ro\/web14\/documente\/interes-public\/autorizatii\/2023\/20\/AC%2020_2023.pdf\">autoriza\u021bia de construire pentru prima etap\u0103<\/a>&nbsp;a lucr\u0103rilor. Un an mai t\u00e2rziu, a fost emis\u0103<a href=\"https:\/\/www.mt.ro\/web14\/documente\/interes-public\/autorizatii\/2024\/22\/AC%2022_2024.pdf\">&nbsp;autoriza\u021bia \u0219i pentru cea de-a doua<\/a>.<\/p>\n\n\n\n<p>Aceasta prevede, printre altele, continuarea lucr\u0103rilor la podul de peste lacul Cernica, mai exact construirea unei culee \u0219i a 19 pile.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-blocajul-celor-patru-anotimpuri\"><strong>Blocajul \u201ecelor patru anotimpuri\u201d<\/strong><\/h2>\n\n\n\n<p>Contractul, \u00een valoare de aproape 63 de milioane de euro f\u0103r\u0103 TVA, a fost semnat \u00een august 2020 cu un consor\u021biu controlat de Dorinel Umbr\u0103rescu care de\u021bine cel mai mare holding de construc\u021bii de drumuri din Rom\u00e2nia. Documentul prevede o perioad\u0103 de proiectare de 12 luni \u0219i una de execu\u021bie de 18 luni.<\/p>\n\n\n\n<p>Abia pe 4 aprilie 2022, la aproape doi ani de la semnare, compania de drumuri d\u0103 ordinul de \u00eencepere pentru proiectare \u0219i execu\u021bie.<\/p>\n\n\n\n<p><a href=\"https:\/\/buletin.de\/bucuresti\/exclusiv-viaductul-autostrazii-bucuresti-blocat-de-cele-patru-anotimpuri-studiul-pentru-zona-protejata-cernica-nu-este-gata-la-aproape-trei-ani-de-la-semnarea-contractului\/\">\u00cen februarie 2023, Buletin de Bucure\u0219ti dezv\u0103luia c\u0103 utilajele nu pot p\u0103trunde \u00een zona Lotului 4 de pe A0 Nord din cauz\u0103 c\u0103 perimetrul este din punct de vedere legal arie natural\u0103 protejat\u0103 Natura 2000, dar \u0219i c\u0103 lucr\u0103rile sunt condi\u021bionate de obliga\u021bia realiz\u0103rii unui a\u0219a-numit Studiu de Evaluare Adecvat\u0103.<\/a><\/p>\n\n\n\n<p>Documentul este, de fapt, un studiu de mediu desf\u0103\u0219urat pe perioada unui an calendaristic care sa acopere cele patru anotimpuri din zona Lacului Cernica \u0219i a p\u0103durii aferente.<\/p>\n\n\n\n<p>Teoretic, \u00een tot acest timp, evolu\u021bia biodiversit\u0103\u021bii locale a fost monitorizat\u0103 cu aten\u021bie, astfel \u00eenc\u00e2t s\u0103 fie luate m\u0103suri cu un impact minim asupra speciilor protejate din zon\u0103 dup\u0103 \u00eenceperea lucr\u0103rilor \u0219i traficul rutier generat ulterior.<\/p>\n\n\n\n<p>\u00cen plus, \u00een baza acestui studiu, a trebuit revizuit acordul de mediu pentru \u00eentreaga lucrare.&nbsp;&nbsp;\u00cen aprilie 2023, Ministerul Transporturilor emite autoriza\u021bia de construire pentru prima etap\u0103.
